Abstract

Purpose

This paper aims to analyze how the legitimacy of the policy of external quality assurance (EQA) in Colombian higher education has evolved over the past 30 years through an examination of its two main instruments: the compulsory control of minimum quality standards for academic programs and institutions (registro calificado) and accreditations of excellence for programs and institutions.

Design/methodology/approach

Based on the methodology of process-tracing, this paper offers a review of the main sequences of the policy of EQA in Colombian higher education: the origins (1990–1998), the expansion (1998–2011) and the contestation (2011–2021). In each sequence, the sources of the substantive and procedural legitimacy of the policy are analyzed. This analysis is based on qualitative data comprising semi-structured interviews with key informants, online information from the 2011 and 2018 student protests and official documentation.

Findings

The policy of EQA in Colombian higher education had relatively high levels of substantive and procedural legitimacy during the first two sequences. However, the situation has become more ambivalent since 2011. On the one hand, internal contradictions and student movements’ growing criticism of neoliberal policies have undermined some of the foundations of this policy. On the other hand, higher education institutions and the Colombian Government still have a positive perception of EQA and have recently revisited the policy to address some of its shortcomings.

Originality/value

From a conceptual standpoint, this paper advances our understanding of how quality assurance in higher education gains, sustains or loses legitimacy by discussing and testing typologies of legitimacy in the analysis of a national system of EQA. From an empirical perspective, this paper provides a diachronic analysis of EQA in Colombian higher education, a case that has primarily been studied through a technical-rational perspective.

Abstract

Purpose

The objective of this study is to address the diplomatic and economic implications of the participation of Latin America and the Caribbean (LAC) countries in the Belt and Road Initiative (BRI).

Design/methodology/approach

The study examines official documents related to the BRI and LAC's signing of the Memorandum of Understanding within the framework of the BRI (MoUs) in order to look into what it means to join the BRI. Additionally, it also introduces the findings of articles in Asian Education and Development Studies' current issue published in 2020.

Findings

In LAC, the BRI does not represent a new policy, but rather the updating and rebranding of a pre-existing one. The BRI primarily consists of an official discursive framework which aims to build a coherent narrative for a wide range of different projects and policies geared toward the improvement of connectivity with China through the development of trade and investments. However, most of these projects were implemented prior to the BRI. Pragmatism lies at the core of this framework which neither has a regulated accession process nor any binding effects. As a result, the signing the MoU represents, foremost, a diplomatic mise-en-scène. The study operates under the belief that BRI membership is not dichotomous; rather, it must be observed in terms of the countries' level of participation. In line with this, the implementation of a generalized BRI policy in LAC countries would not be advisable. Moreover, it must be noted that the BRI's reach to Latin America can be rather problematic due to the fact that the latter was not initially a participant.

Originality/value

The study aims to explore the significance of the BRI beyond the official discourse and discuss the involvement of LAC countries in it. Scholars studying the BRI in other regions have noted that there is not enough information on this policy in the context of LAC.

Abstract

Purpose

Banks in emerging markets such as Brazil provide a wide range of services to companies to facilitate the export process. The objective of the present study was to analyze, from the perspective of Brazilian export companies, the relationships between banking intellectual capital (human and organizational), banking agility, banking technologies and company size in banking service provision.

Design/methodology/approach

A sample of 318 Brazilian export companies was surveyed with questionnaires. The research model was tested using structural equation modeling, namely the partial least squares (PLS-SEM) technique and SmartPLS.

Findings

Banking intellectual capital affects banking service provision, banking agility mediates the relationship between intellectual capitals and banking service provision and technology does not moderate the relationship between agility and banking service provision. The size of the company does not moderate the relationship between intellectual capital and banking service provision.

Practical implications

This work indicates that intellectual capital and the banking agility strategy are critical in the provision of banking service provision for exports.

Originality/value

This work illustrates the effect of banks' intangible resources on the provision of banking services from the perspective of Brazilian export companies.
