Abstract
The search for an easily installed, practicable and inexpensive information retrieval system continues unabated. This is reflected in the Aslib Library almost daily by requests for advice on the feasibility of installing this or that system, or for information on what systems are available in Great Britain. Study of the following bibliography, which covers only a narrow selection of information retrieval systems, will reveal that much original thought has been producing concrete results in this country. In fact, one of the earliest references is to a paper given at the twenty‐second Aslib Conference in 1947 by W. E. Batten, in which he describes his development of an ‘aspect’ card system—more often referred to today as ‘Peek‐a‐boo’ or ‘feature’ cards. Mr C. W. Cleverdon's Cranfield project is also adding considerable knowledge on the use of various indexing methods, including Uniterm.

It is indeed a pleasure to talk to you this evening about information retrieval in general and at the Center for Documentation in particular. Information retrieval, I suspect, is treated with some suspicion in Britain, and much of the outpouring of documentation literature is doubtless discounted as typical American excesses of enthusiasm and braggadocio. I hope that I can contribute something tonight towards putting our own efforts into a sensible perspective.

Abstract
The Australian Capital Territory has shaken off the bonds of the New South Wales Department of Education and instituted an Authority responsible directly to the Federal Government. The new system includes in its design for “a working partnership for local‐central control” school boards. This paper attempts a comparison of that partnership with that evolved within the New Zealand experience. The A.C.T. Authority as it is presently constituted exercises control only over government primary and secondary schools. The discussion is therefore restricted to these fields and ignores preschool and technical education and independent schools, all of which are expected eventually to be brought within the scope of the Authority. Six issues are discussed in detail: (1) the general question of centralisation, (2) the role of a centralised agency, (3) the role of the community in an education system, (4) life‐long education, (5) the appointment of staff, and (6) the control of finance.

For the last ten years or so there has been a flood of papers, books, lectures, symposia, and discussions on indexing, classification, mechanical selection, subject analysis, information retrieval, and so on. An earlier generation used words and subject headings: today we use isolates and analets, facets and phases, descriptors and uniterms. A ‘glossary of current terminology’ in classification now runs to 350 terms, mostly of recent coinage.

AT the very outset of this paper it is necessary to make clear that it is not an attempt to compile an exhaustive bibliography of literature relating to special librarianship. Neither space nor time permit this. In fact, the references given can only claim to be a sample of the wealth of material on the subject and this paper is submitted in the hope that it will stimulate others to more scholarly efforts. ONE or two questions raised by the writer of “Letters on our Affairs” this month are of some urgency. The first, the physical condition of books, is one that is long over‐due for full discussion with a view to complete revision of our method. The increased book fund of post‐war years, and the unexpected success of the twopenny library, have brought us to the point when we should concentrate upon beautiful and clean editions of good books, and encourage the public to use them. “Euripides” is quite right in his contention that there is too much dependence upon the outcasts of the circulating library for replenishing the stocks of public lending libraries. We say this gravely and advisedly. Many librarians depend almost entirely upon the off‐scourings of commercial libraries for their fiction. The result, of course, is contempt of that stock from all readers who are not without knowledge of books. It is the business of the public library now to scrap all books that are stained, unpleasant to the sight, in bad print, and otherwise unattractive. Of old, it was necessary for us to work hard, and by careful conservation of sometimes quite dirty books, in order to get enough books to serve our readers. To‐day this is no longer the case, except in quite backward areas. The average well‐supported public library—and there are many now in that category—should aim at a reduction of stock to proportions which are really useful, which are good and which are ultimately attractive if not beautiful. The time has arrived when a dirty book, or a poorly printed book, or a book which has no artistic appeal, should be regarded as a reproach to the library preserving it.
