This chapter will examine the interplay among actors who took part in the process of consensus building towards a post-2015 education agenda via different channels of global governance, including both formal and informal channels.

Most of the forums and entities established as part of the global governance structure are composed of representatives from UN or UNESCO member states, civil society organizations (CSOs) and UN agencies. However, each of these categories has diverse constituent groups; representing these groups is not as straightforward a task as the governance structure seems to assume. Therefore, based on interviews and qualitative text analysis, this chapter will introduce major groups of actors and their major issues of concern, decision-making structure, mode of communication and relationship with other actors. Then, based on an understanding of the characteristics of the various channels and actors, it will present the structural issues that arose during the analysis of post-2015 discourse and the educational issues that emerged as the shared concerns of the ‘education community’. While most of the analysis to untangle the nature of discourse relies on qualitative analysis of texts and interviews, the end of this chapter will also demonstrate the trends of discourse in quantitative terms.

What was the post-2015 discourse for the so-called education community, which in itself has an ambiguous and virtual existence? The keywords post-2015 and post-EFA provide us with an opportunity to untangle how shared norms and codes of conduct were shaped at the global scale.

The purpose of this paper is to trace the impact that the ecological approach has in international development programs in both the USA and Europe. It discusses the applications of sustainability by international donor agencies among bilateral and multi‐lateral organizations in developing economies. It outlines the influence of sustainability in the US Federal Government agencies to protect and maintain environmentally‐based development programs.

The paper compares industrial ecology and ecological anthropology approaches to sustainability development. It discusses their policy implications for international development assistance programs. It describes how anthropological and sociological approaches to sustainability have impacted the development policies and programs of bilateral and multilateral organizations, as well as those of multi‐national corporations.

There are common sustainability trends among the four competing donor organizations in approaching sustainability development by bilateral and multilateral international development organizations. These organizations – the United States Agency for International Development (USAID), the World Bank, the United Nations and its affiliated Organizations, and the US Federal government agencies, for example, the Environmental Protection Agency – have shaped and influenced the policies and programs of sustainability development in business organizations and in developing economies.

Sustainability has been a subject of interest in international development assistance programs in both bilateral and multilateral organizations since the 1970s. Over time, the subject of sustainability received prominence in the developed world. It can be argued that sustainability has its roots in the developing economy and has been adapted/modified to meet the environmental and natural resources conservation and management policies of the developed economies.

The paper studies how the International Federation of Accountants (IFAC) positioned itself in the process through which capacity building in developing countries was interpreted and enacted within the global development aid agenda from 1999 to 2016.

The paper is an in-depth case study drawing on a comprehensive analysis of publications, reports and archival materials.

The paper unveils how IFAC shaped the interpretation of capacity building and its associated practices in a manner aligned with its expansionary aims thereby transforming itself into a prominent actor within, what we term, the capacity building issue-based field. It unpacks the strategies pursued by IFAC as it mobilised economic, social and cultural resources in support of its global capacity building ambitions for the accountancy profession. It reveals how key interactions between actors in the international development exchange field and the professional exchange field of accounting underpinned IFAC’s infiltration of, and impact on the evolution of, the capacity building issue-based field. We show how IFAC increased its influence in this field despite initially operating on the periphery of the global development aid agenda.

The paper reveals how the global accountancy profession’s engagement with the capacity building activities of international development agencies became central to its commitment to serving the public interest. Our analysis suggests that deeper explorations of capacity building by the global accountancy profession in specific developing countries are required in order to determine whether these efforts have effectively catered to the needs of the citizens of those countries.

The work of professional accountancy organizations (PAOs) operating at the global level in the area of capacity building has been addressed in a fragmented fashion in prior research. This paper presents a unique analysis of developing alliances between the global accountancy profession and international aid agencies aimed at supporting the globalising efforts of IFAC within the realm of capacity building in international development aid. Theoretically, the paper advances prior work exploring the evolution of issue-based fields, in particular the role of inter-field relations in interstitial spaces within these processes.

An attempt is made to illustrate the multi‐faceted and multifarious nature of human resource development worldwide, following a definition of it and a description of how it operates in a number of countries throughout the world, including the US, the EEC countries, India, Singapore, Japan, Australia and New Zealand. The roles and functions of HRD practitioners are examined, and the competences required listed. A short history of the International Federation of Training and Development Organisations is offered and a list of conferences described.

International development and humanitarian work, including research and evaluation practice, relies upon the development of strong and trusting relationships between practitioners, researchers, local partners and communities. Due to these relationships, research conducted in developing countries and particularly in relation to development practice raises distinct ethical issues and dilemmas. The aim of this chapter is to discuss the importance of the consideration of ethics in international development and humanitarian research and how organisations can incorporate a culture of ethical inquiry into research and evaluation practice. It will highlight that good intentions and policy documents are alone not enough for when practitioners are working in development. It will also examine how principles and guidelines drafted expressly for and by the Australian international development sector is being used as a facilitator of ethical inquiry and good practice.

Contrary to prevailing wisdom, international development does not either succeed or fail. It does both. With reference to case study material gleaned from working with both grant‐makers and international civil society organisations, this article critiques both the assumptions and organisation of development. Development initiatives create small islands of beneficial change for children but in general suffer from donor‐led managerial approaches, the dominance of upward accountability to Northern agencies, poor relationships and the tendency to both generalise and simplify. Globally, governments and civil society are failing to protect millions of vulnerable children and promote their participation in decision‐making. But better outcomes for children are possible. This article articulates the problems but also demonstrates how: (1) partnerships could be reoriented so that power relations are continually challenged; (2) planning mechanisms could be more focused and efficient; and (3) innovation, learning and reflective action could be promoted so that practice is appropriate to the context and therefore promotes better outcomes for children.

International political economy is an emerging yet specialized field that combines political analysis with the study of markets, trade, and development. With the global economy having an interdependent effect on politics, environment, and society, and with several major economic events of the last 20 years, the authors perceived a need to provide a guide to the sources in this field. This paper seeks to address this issue.

The authors identified resources using WorldCat and standard reference sources, such as American Library Association's Guide to Reference Books; the annual American Libraries’ “Outstanding Reference Sources” articles; American Reference Books Annual (ARBA) volumes; Booklist's Editor's Choices articles; and Choice's “Outstanding Academic Titles”. Sources were selected from 2000 to the present, concomitant with development of the global economy in the twenty‐first century.

This guide contains reference works and internet resources that include or provide access to primary source documentation and statistical studies and tables, as well as handbooks, guides, encyclopedias and dictionaries that place the field in context.

Given the interdisciplinary nature of the field, focus was placed on sources that emphasize the core focus of international political economy. Related fields of study, including globalization, development, environmentalism and social movements, were largely excluded.

The authors found no other comprehensive bibliographies containing reference, primary and statistical sources that cover the field in its breadth during this time period.
