Abstract
Purpose
Institutions play a central role in service-dominant logic. However, the discussion regarding how institutional theory supports service-dominant logic advancements is still insufficient. This paper aims to contribute to a discussion on the multiple service-dominant logic approaches to institutions.
Design/methodology/approach
This conceptual paper presents the characterization of the existing streams in the broad institutional literature, highlighting the differences among those streams and elaborates on how one of the discussed streams – neo-institutionalism – is suitable to support service-dominant researchers in understanding the role of institutions in markets and value co-creation.
Findings
The paper shows that the three institutional perspectives presented are used indistinctly by service-dominant logic and a greater fit between the service-dominant logic and the neo-institutionalism stands out.
Originality/value
The paper proposes that service-dominant researchers should look at the neo-institutional stream as a particularly fertile ground for furthering their research.

Abstract
Purpose
This study aims to analyze the use of discourse to solve issues related to coordination between advocacy coalitions in processes of gradual and transformative institutional change related to public policies.
Design/methodology/approach
Theoretical background is based on the advocacy coalition framework (ACF), new discursive institutionalism and critical discourse analysis theories. The research examines shorthand notes of public hearings held in the Brazilian Chamber of Deputies and the Federal Senate between 1999 and 2012, carrying out a case study on Belo Monte hydroelectric power plant. The speech extracts were categorized according to the modes of operation of ideology and typical strategies of symbolic construction proposed by Thompson (1995).
Findings
The results suggest that the discourse can be an instrument of internal coordination and between coalitions that share beliefs about a policy, as in the case of Belo Monte. Potentially existing coalitions define their identities and set positions on controversial issues, aligning interests and expectations. In the case studied, the modes of operation of ideology verified as instruments of the coalitions were dissimulation, reification, fragmentation, unification and legitimation.
Research limitations/implications
The paper represents a unique analysis of the modes of operation of ideology (Thompson, 1999) in the case of Belo Monte. In addition, the paper aims to contribute to the New Discursive Institutionalism and to the ACF when it uses the critical discourse analysis to articulate a method to analyze the use of the Discourse by the coalitions. In fact, such an approach integrating the ACF, the New Discursive Institutionalism and the critical discourse analysis is something original. Finally, it also addresses a gap in ACF: issues related to advocacy coalition coordination.
Practical implications
Attentive readers linked to organizations working on infrastructure and environmental policies can benefit from the results by envisaging the deliberate manipulation of typical symbolic construction strategies and general modes of operation of ideology.
Social implications
The study sheds light on the daily and behind-the-scenes disputes among stakeholders who are interested in a certain public policy. It may draw attention to the access and professional use of the shorthand notes of the hearings held at the National Congress.
Originality/value
This paper aims to fill a gap pointed out by Jenkins-Smith et al. (2014) regarding problems of coordination of advocacy coalitions. In addition, it innovates by using critical discourse analysis as a methodological reference in ACF empirical studies. In addition, this work continues a trajectory of two other previously published studies dealing with the same phenomenon: a theoretical essay and a case study.

Abstract
Purpose
In order to address the gender divide in technology entrepreneurship, we explore how different national contexts impact policies and policy implementation. We investigate how transnational concerns (macro level) about women’s low participation in (technology) entrepreneurship are translated and implemented amongst actors at the meso level (technology incubators) and understood at the micro level (women tech entrepreneurs).
Design/methodology/approach
We adopt gender institutionalism as a theoretical lens to understand what happens in the implementation of gender equality goals in technology entrepreneurship policy. We apply Gains and Lowndes’ (2014) conceptual framework to investigate the gendered character and effects of institutional formation. Four countries represent different levels of gender equality: high (Norway and Sweden), medium (Ireland) and low (Israel). An initial policy document analysis provides the macro level understanding (Heilbrunn et al., 2020). At the meso level, managers of technology business incubators (n = 3–5) in each country were interviewed. At the micro level, 10 female technology entrepreneurs in each country were interviewed. We use an inductive research approach, combined with thematic analysis.
Findings
Policies differ across the four countries, ranging from women-centred approaches to gender mainstreaming. Macro level policies are interpreted and implemented in different ways amongst actors at the meso level, who tend to act in line with given national policies. Actors at the micro level often understand gender equality in ways that reflect their national policies. However, women in all four countries share similar struggles with work-life balance and gendered expectations in relation to family responsibilities.
Originality/value
The contribution of our paper is to (1) entrepreneurship theory by applying gendered institutionalism theory to (tech) entrepreneurship, and (2) our findings clearly show that the gendered context matters for policy implementation.

Purpose
Prior institutional duality research asserts that ceremonial implementation of organisational practice protects multinational corporations’ subsidiaries. However, the temporal dynamics of the safeguarding function has been under researched. Public sector organisations have also been ignored. This research aims to explore how the safeguarding function is created, maintained and disrupted using the overseas offices (OOs) of a bilateral development agency (BDA) as a case.
Design/methodology/approach
A multi-case study, underpinned by neo-institutionalism, was conducted. Data obtained from in-depth remote interviews with 39 informants from the BDA OOs were analysed using the “asking small and large questions” technique, four analytical techniques, cross-case synthesis and theoretical propositions.
Findings
A three-phase process was identified. The first phase is the appearance of discrepancies due to institutional duality. The second is the emergence of ceremonial implementation as a solution. In the third phase, “the creation, maintenance and disruption of a safeguarding function” begins. When ceremonial implementation successfully protects the OOs, the safeguarding function is created. The OOs are likely to repeat ceremonial implementation, thus sustaining the function. Meanwhile, when conditions such as management staff change, ceremonial implementation may not take place, and the safeguarding function disappears.
Research limitations/implications
The BDA OOs may not face strong host country regulative pressures because they are donors to aid-recipient countries. Hence, the findings may not directly apply to other public sector organisations.
Practical implications
Development cooperation practitioners should understand that ceremonial implementation is not exclusively harmful.
Originality/value
To the best of the author’s knowledge, this is the first institutional duality research that explores the temporal dynamics of safeguarding functions targeting public sector organisations.

Abstract
Purpose
This study aims to examine the multidimensional nature of institutional distance as a driver of acquisition decisions in emerging markets. Then, this study aims to offer a nuanced perspective on the role of its various formal and informal dimensions by taking into account the potential contingency role played by a firm’s context experience.
Design/methodology/approach
Building on institutional economics and organizational institutionalism, this study explores the heterogeneity of institutional distance and its effects on the decision to enter emerging versus advanced markets through cross-border acquisitions. Thus, institutional distance is disentangled into its formal and informal dimensions, the former being captured by regulatory efficiency, country governance and financial development. Furthermore, our framework examines the moderating effect of an acquiring firm’s experience in institutionally similar environments, defined as context experience. The hypotheses are analyzed on a sample of 496 cross-border acquisitions by Italian companies in 41 countries from 2008 to 2018.
Findings
Findings indicate that at an increasing distance in terms of regulatory efficiency and financial development, acquiring firms are less likely to enter emerging markets, while informal institutional distance is positively associated with such acquisitions. Context experience mitigates the negative effect of formal distance and enhances the positive effect of informal distance.
Originality/value
This study contributes to institutional distance literature in multiple ways. First, by bridging institutional economics and organizational institutionalism and second, by examining the heterogeneity of formal and informal dimensions of distance, this study offers a finer-grained perspective on how institutional distance affects acquisition decisions. Finally, it offers a contingency perspective on the role of context experience.

Abstract
Purpose
The purpose of this article is to address research gaps relating to agency and institutionalism in new institutional theory (NIT) and institutional work (IW) and use the critical sensemaking (CSM) approach to bridge the debates around agency, especially on issues of language and discourse, actor network theory (ANT) and history.
Design/methodology/approach
A conceptual analysis of the literature is performed to discuss issues of agency in IW and CSM in organizations, and examples of empirical studies are used to illustrate connectivity, contrast and fusion.
Findings
The analysis illustrates points of distance (rather than disconnect), but most importantly, connectivity and the potential for further developments between the literature on IW and CSM.
Social implications
Discussion around new possibilities to focus on agency has the potential to contribute to humanist thinking about the (agentic) character of organizations and the potential for social change.
Originality/value
The article contributes to the discussion of agency in the organization through a starting point (i.e. CSM) outside of NIT.

Abstract
Purpose
This paper aims to shed light on the previous ideological stands of the newly established Islamist parties in terms of the idea of party formation, and different models of their relations with the social movements from which they emanated through focusing on some case studies, namely, Egypt and Tunisia, with an attempt to study their impact on the parties’ paths by concentrating on two dimensions: the decision-making process and alliances’ building.
Design/methodology/approach
The paper is written according to the comparative case studies approach and Huntington’s new institutionalism.
Findings
The research findings proved that, in the light of the two case studies, there are two different models of relations exist between the Islamist political parties and the social movements they emanated from, and despite that both parties had come out from social movements or took the form of a movement in their beginnings and were established within the same context, they showed different perspectives in dealing later on with the new institutional and political context and their rising challenges. These perspectives affected the parties’ decision-making process and alliances’ building, as well as their institutional legitimacy and determined their political future.
Originality/value
In the end, this paper attempts to deal with the degree of institutionalization these parties enjoyed, based on how the movements they emanated from had dealt with the dilemma of party building and the party-movement relations.

Abstract
Purpose
Electric utility companies (EUC) are expected to play a key role toward implementing ambitious climate change aims being under critical scrutiny by regulators and stakeholders. However, EUC provide an under-researched field regarding sustainability reporting with the focus on economic, social and ecological concerns. This paper aims to gain insights of the sustainability reporting practice of EUC and the coverage of indicators based on the Global Reporting Initiative (GRI)-Guidelines.
Design/methodology/approach
A twofold documentary analysis of 186 GRI-G4 sustainability reports by EUC globally is conducted to investigate the coverage rates of G4-indicators. Neo-institutionalism and strategic stakeholder theory serve as theoretical lenses. A regression analysis is used to examine ownership, stock-exchange listing, area of activity and region as potential drivers of sustainability reporting.
Findings
Results show that the coverage of indicators based on triple-bottom-line dimensions is moderate in EUC leaving room for improvement. The coverage of sector-specific indicators lacks behind the coverage of standard disclosure indicators. Results show that private and listed EUC show better coverage rates than public and not-listed EUC.
Research limitations/implications
Neo-institutionalism shows limited homogenization in the sector. Strategic stakeholder theory demonstrates insufficient stakeholder compliance of public and not-listed EUC.
Originality/value
This study contributes to sustainability reporting research by focusing on the under-researched electricity sector. It provides practical reporting insights for EUC, the GRI and regulators.
