Bank failure in the USA is inextricably linked to the US system of federally administered deposit insurance, a fact that explains both its past successes and its recent limitations. Historically, the deposit insurance guarantee has reduced the risk of bank failures caused by panic rum by insured depositors, while the Government's dispositions of failed banks have minimised other forms of market disruption resulting from bank failure. Recently, however, the escalating cost of failure resolution has increased political pressure to limit public intervention in failed banks to the narrow function of protecting insured depositors. This paper describes how this constraint is likely to affect future Governmental response to bank failure.

This study presents the findings of a qualitative investigation about four elementary preservice teachers’ experiences learning to teach social studies in the No Child Left Behind era. The participants’ internship took place in an elementary school which devoted the majority of the day to literacy and mathematics instruction. Because previous interns in the school had limited or no opportunity to teach social studies, the four participants were required to complete an Interdisciplinary Teaching Assignment to ensure that they were able to teach and reflect upon teaching social studies at least one time during the semester. Findings indicated the interns found the experience meaningful and rewarding because of their students’ enthusiasm toward the content and instructional approaches. After meeting the requirements of the assignment, the participants found ways to borrow time from the hours dedicated to literacy and mathematics instruction in order to address social studies topics and themes. Product intervention power is introduced under the markets in financial instruments regulation (MiFIR) and packaged retail and insurance-based investment products (PRIIPs) Regulation for all EU Member States and gives National Competent Authorities (NCAs), European Securities and Markets Authority (ESMA), and European Banking Authority (EBA) powers to monitor financial products (and services) under their supervision and to “temporarily” prohibit or restrict the marketing, distribution, or sale of certain financial instruments, or to intervene in relation to certain financial activities or practice. This extends the supervisory measures defined in MiFID II to any PRIIPs (including insurance-based investment products “IBI products”) that would not otherwise fall under the scope of MiFID II. Product intervention power is given to the NCAs, and in order to use power, it requires to take the specifics of the individual case into account and a series of conditions, criteria, and factors to fulfill. Moreover, ESMA and the EBA have a type of control function and ability to override national regulators on product. The aim of product intervention powers is to ensure strengthening of investor protection, but given the potential significant impact of this power, calls into question of possibility to delay innovation and slow down product developments on the capital market.

This paper provided an overview of supervisory measures on product intervention, that is, scope of the product intervention power, criteria, factors, and risks which have to be taken into consideration when using this regulator’s tool.

For Chinese women to progress, attention must be paid to alleviating the burden of the dual role of parenting and work responsibilities. The current situation, with the working woman having to accept that cultural values still make child care her responsibility, means that Hong Kong businesses can still use women to fill their basic labour requirements — a cheap, readily available labour force content to stay in factory situations. Comprehensive equal pay legislation is still required and amendment to the tax laws so that married women are not considered as appendages to their husbands. The China‐British agreement for the future of Hong Kong after the 1997 territory lease expiry should open doors for women politically, since a major goal for the intervening years is preparation for administration by local Chinese.

Mentoring is a concept that originated between 800 and 700 BC and which is still in existence in organisations irrespective of size, nature of ownership, type of industry or geographic location. In its most primal form it is regarded as a method according to which a less experienced employee (protégé or mentee) is guided and advised by a more experienced and skilled employee (mentor) in terms of life as well as professional skills. However, this definition has developed over time as organisations applied mentoring in a more structured manner and institutionalised it within formal organisational processes. Mentoring was, therefore, regarded as a method to “systematically develop the skills and leadership abilities of less experienced members of the organization” (SPA Consultants, 1995, p. 14). Mentoring has been in use within the library and information science profession from the mid-1980s and various publications have discussed the use of mentoring from an American, Australian and British perspective. However, relatively few publications are available regarding the use of mentoring within the South African contexts, and therefore an extensive discussion on the implementation of a structured mentoring scheme at the National Library of South Africa (NLSA) is included in the article. This study draws particularly on recent literature on the knowledge economy and more specifically knowledge management to suggest ways in which the concept of mentoring should be revised. Mentoring should henceforth be seen as a knowledge management technique to support the creation and sharing of tacit knowledge rather than merely a technique to develop less experienced individuals. This revised view of mentoring is of particular importance to ensure the sustainability of library and information service organisations in the knowledge economy.

Appearance in this column does not preclude a later review in RSR. Publishers are urged to send a copy of all new reference books directly to RSR as soon as published, for immediate listing in “Reference Books in Print.” Reference books with imprints older than two years will not be included (with the exception of current reprints or older books newly acquired for distribution by another publisher). The column shall also occasionally include library science or other library related publications of other than a reference character.
