Abstract

The coast at Berakas in the Brunei-Muara district of Brunei Darussalam suffers from erosion caused by a combination of fluvial and marine processes. This paper investigates the rate and pattern of erosion along a 1.8-km stretch of coast to compare the difference between the unprotected and protected sections. We used (i) image and spatial analysis and (ii) field geomorphology. The Digital Shoreline Analysis System (DSAS) in ArcGIS was used to compare the study area using two Google Earth images. The study found that the unprotected section had receded by 4.6 m between 2009 and 2019, while the protected section had advanced by 8.0 m over the same period; intense gullying and slumping of cliff continued at both sections. The detached headland breakwaters in the protected section were effective in stabilizing the coast. A concrete drain installed parallel to the cliff edge appears to be capable of intercepting storm runoff, but its effectiveness was undermined by lack of maintenance. We conclude that terrestrial-fluvial processes continue to erode coastal land and cause slumping of the cliff face at Berakas. However, coastal protection structures that curb the marine process could stabilize the coastline, even where sediment transport is active.

Abstract

Modernisation is characterized by industrial development. The Serasa Industrial Park (SIP) is an industrial estate in Serasa sub-district, close to the Brunei Darussalam's only deep-water port. Given the link between industrial development and environmental degradation, as well as the general lack of environmental monitoring in Brunei, the paper questions whether environmental management (EM) is adequate to protect the area from further industrialisation. The purpose of this paper is to answer this question using SIP as a proxy because it is a well-established industrial site that should be more amenable to EM. This study involves two surveys of 20 firms and an interview with the environmental agency to gain a better understanding on the national policy and strategy. The paper found that, while the current state of EM is structurally weak, it is adequate for the SIP under current conditions. To protect the environment and increase industrialisation in the area, EM structures must be incorporated into existing regulatory frameworks.

Abstract

Purpose

Public-Private Partnership (PPP) is a common practice in both the public and private sectors. PPP has been an important instrument to achieve Sustainable Development Goals (SDGs) at the national level. However, the role of PPP at the subnational level is often scarcely studied. Using Khulna city of Bangladesh as a case, this paper aims to assess the role of PPP projects in the attainment of SDGs.

Design/methodology/approach

The research was conducted in the Central Business District (CBD) of Khulna, on a total of 4.6 kilometers stretches of road medians in the CBD where landscaping was done through the PPP approach. Besides the collection of secondary data from official records, primary data were collected through site visits, field surveys and interviews of PPP project partners.

Findings

The result shows that 89 percent of the respondents (road users) were pleased with the landscaping done on the road medians. Similarly, about 86 percent of the respondents felt more comfortable and safer to use the roads. Well-maintained road medians allow road-crossing at a regular interval which reduces the chance of an accident. The private parties have installed promotional billboards on the road medians and saved BDT 10.82 million a year. The public authority saves the maintenance budget amounting to BDT 23 million a year. The project achieves a triple-win situation. Despite some limitations, this PPP project has taken Khulna a step forward to achieve SDGs.

Originality/value

The findings have policy implications as the PPP project has enhanced the resilience of Khulna by addressing the relevant SDGs.
