The rise of the regulatory state during the Gilded Age was closely associated with the development of institutionalist ideas in American academia. In their analysis of the emergent regulatory environment, institutionalists like John Commons operated with a fundamentally marginalist theory of value and distribution. This engagement is a central explanation for the ultimate ascendancy of neoclassical economics, and the limitations of the regulatory environment that emerged in the Progressive Era. The eventual rise of the Chicago School and its deregulatory ambitions did constitute a rupture, but one achieved without rejecting preceding conceptions of competition and value. The substantial compatibility of the view of markets underlying both the regulatory and deregulatory periods is stressed, casting doubt about the transformative potential of the resurgent regulatory impulse in the New Gilded Age.

The scientific research aims to examine the scientific-theoretical approaches of spiritual and personality formation in the workplace in sacred sources and world leaders in this field. The main research methodology of the scientific research work is to systematically and comprehensively examine the approaches of the worldly and sacred sources in the formation of spirituality and personality in the workplace. The main application importance of the scientific research work is to apply the obtained results in the formation of morale and personality in the workplace. All this will lead to the innovative approach of spirituality and personality in the workplace, the systematic development of this field, and sustainable and sustainable activity. The main results of the scientific research work – improvement of morale and personality formation in the workplace – reflect conceptual and theoretical innovations in this field. The results of the research serve the application of spirituality and personality formation in the workplace, the improvement and development of that field. The originality and scientific novelty of the scientific research are that the main scientific-theoretical directions of the scientific approaches shown in the works of sacred sources and world leaders in the formation of spirituality and personality at the workplace were studied, and the theoretical-practical approaches of the formation of this field as a scientific-practical direction were investigated. From this point of view, the scientific research work can be considered admirable from the point of view of the study of scientific approaches in the formation of spirituality and personality in the workplace.

The present world is captivated by the global challenges of climate change, environmental and ecological degradation, challenges related to migration, inequality, conflict and unrest. The development process failed to appreciate and signify the role of non-value, non-materialistic and altruistic value of both living and non-living natural entities. Thus, a significant disconnect or gap between public policy and human well-being has been observed. The departure of human beings from their true self has also distanced humans from the rest of the species and ecosystem. The essence of altruistic value and its recognition is plausible only through the upliftment and evolution of the inner self. The interconnectivity of the inner and outer world can be perceived through self-evolution. A public policy that is driven by the force of self-enhancement and realization, connecting and synthesizing human and non-human interactions selflessly, is required for revolutionizing the development paradigm. Against this backdrop, Gandhian philosophy that values the individual and his relationship with his true self becomes instrumental in ethical transformation. The self-transformation, manifestation and realization of truth and love are deeply embedded in Gandhian Revolution. Gandhian philosophy is a phenomenal illustration of self-transformation based on self–realization and soul force (Satyagraha) that acts as a driving force for a paradigm shift. Gandhian thoughts recognize the otherness of others (either human beings or nature), embedded in the notion of ‘Sarvodaya’. Based on spiritual inquiry and ethical value judgement, and cosmic interdependence, the Gandhian notion constitutes a building block for a non-violent socioeconomic system guided by empathy and the law of non-possession. The twin models, ‘The trusteeship model’ and ‘Economy of Permanence’, advocate a spiritual inquiry and ethical value judgement in economics and governance. Addressing the economic problem of scarcity and choice, the attributes of decentralization, self-sufficiency and self-reliance envisage that individuals are satisfied with minimum consumption. In addition, non-violence, truth and love create a subsequent balance in ecology and the environment. Ethical responsibility is not just limited to socio-economic and political systems but also integrates environmental and ecological sustainability.

EU countries, including those in Central and Eastern Europe, seem to have increasingly similar economies, allowing for the study of real convergence as a process of equalising income levels (measured by GDP per capita). Studies of income convergence in the European Union also have a regional dimension and often focus on convergence at the NUTS2 or NUTS3 regional level. The level of development and income in Polish regions differ significantly. The regional policy implemented at the national and EU level focuses on reducing these differences.

The main aim of the chapter is to analyse the income convergence process among regions in Poland and verify the effectiveness of regional policy implemented at the national and EU level.

The study uses Barro type regression for panel data, log t convergence test, and club clustering algorithm introduced by Phillips and Sul to identify patterns of club convergence in Polish regions. The data used for the study is the Local Data Bank provided by Statistics Poland, which includes gross domestic product per capita at the NUTS-3 level for 73 Polish regions over the period of 2000–2020.

The results of the study indicate a very weak convergence process for all Polish NUTS-3 regions and suggest a club convergence. The club convergence is characterised by regions with similar income levels clustering together. The regional distribution of clubs is similar to the regional distribution of income. The study's findings provide important insights into the effectiveness of regional policy in Poland and suggest that policymakers need to focus on policies that promote catch-up growth in less developed regions. The study also highlights the importance of supporting the most developed regions in the country as they can play a crucial role in driving the country's economic growth and prosperity.
