Abstract

Purpose – To investigate the potential impacts of future climate change in the United Kingdom on its road and rail networks.

Methodology/approach – The climate change impacts of increasing summer temperatures, decreasing winter temperatures, increased heavy precipitation, greater numbers of extreme weather events and rises in sea level are reviewed.

Findings – Surface transportation is the most exposed element to the localised impacts of climate change. High summer temperatures will result in road rutting, rail buckling and decreased thermal comfort, whereas more intense winter precipitation will cause flooding, landslips and bridge scour across all modes. For all impacts, it is the extreme events (e.g. heat waves and storms) that are potentially the most devastating. As shown, there are some positive climate change impacts. For example, in the case of winter maintenance, all transport networks stand to benefit.

Originality/value – In order for transport to react appropriately to the potential changes in climate, it is essential to understand how the road and rail networks may be affected and to build strategies for both adaptation and mitigation into plans for future developments for both modes.

Abstract

One of the principal tools in analyzing climate change control policies is integrated assessment modeling. While indispensable for asking logical “what if” questions, such as the cost-effectiveness of alternative policies or the economic efficiency of carbon taxes versus R&D subsidies, integrated assessment models (IAMs) can only produce “answers” that are as good as their underlying assumptions and structural fidelity to a very complex multi-component system. However, due to the complexity of the models, the assumptions underlying the models are often obscured. It is especially important to identify how IAMs treat uncertainty and the value-laden assumptions underlying the analysis.In particular, IAMs have difficulty adequately addressing the issue of uncertainty inherent to the study of climate change, its impacts, and appropriate policy responses. In this chapter, we discuss how uncertainty about climate damages influences the conclusions from IAMs and the policy implications. Specifically, estimating climate damages using information from extreme events, contemporary spatial climate analogs and subjective probability assessments, transients, “imaginable” surprises, adaptation, market distortions and technological change are given as examples of problematic areas that IA modelers need to explicitly address and make transparent of IAMs are to enlighten more than they conceal.

This chapter contextualizes the interrelationships between tourism and climate change and thus provides an introduction to this volume. It commences with a brief but comprehensive overview of the key issues identified by climate change research, including an update since the 2007 report by the Intergovernmental Panel on Climate Change as well as a brief discussion of the latest rounds of climate change negotiations. The pursuing discussion is informed by these points and explores climate change's indirect and induced impacts on tourism and possible ramifications. Both of these parts highlight behavioral change as a critical factor to both adaptation and mitigation thus motivating the psychological contribution in an effort to shed light on the obstacles to behavioral change. In the concluding section, the chapter synthesizes the discussion grounded in multiple disciplines into a set of research themes that the volume subsequently begins to address.

Abstract

Climate change during the next century is likely to significantly influence forest ecosystems in the western United States, including indirect effects on forest and shrubland fire regimes. Further exacerbation of fire hazards by the warmer, drier summers projected for much of the western U.S. by climate models would compound already elevated fire risks caused by 20th century fire suppression. This has potentially grave consequences for the urban–wildland interface in drier regions, where residential expansion increasingly places people and property in the midst of fire-prone vegetation. Understanding linkages between climate variability and change, therefore, are central to our ability to forecast future risks and adapt land management, allocation of fire management resources, and suburban planning accordingly. To establish these linkages we review previous research and draw inferences from our own retrospective work focused on 20th century climate–fire relationships in the U.S. Pacific Northwest (PNW). We investigated relationships between the two dominant modes of climate variability affecting the PNW, which are Pacific Decadal Oscillation (PDO) and El Niño/Southern Oscillation (ENSO), and historic fire activity at multiple spatial scales. We used historic fire data spanning most of the 20th century for USDA Forest Service Region 6, individual states (Idaho, Oregon, and Washington), and 20 national forests representative of the region's physiographic diversity. Forest fires showed significant correlations with warm/dry phases of PDO at regional and state scales; relationships were variable at the scale of individual national forests. Warm/dry phases of PDO were especially influential in terms of the occurrence of very large fire events throughout the PNW. No direct statistical relationships were found between ENSO and forest fires at regional scales, although relationships may exist at smaller spatial scales. However, both ENSO and PDO were correlated with summer drought, as estimated by the Palmer Drought Severity Index (PDSI), and PDSI was correlated with fire activity at all scales. Even moderate (±0.3°C decadal mean) fluctuations in PNW climate over the 20th century have influenced wildfire activity based on our analysis. Similar trends have been reported for other regions of the western U.S. Thus, forest fire activity has been sensitive to past climate variability, even in the face of altered dynamics due to fire suppression, as in the case of our analysis. It is likely that fire activity will increase in response to future temperature increases, at the same or greater magnitude as experienced during past climate variability. If extreme drought conditions become more prevalent we can expect a greater frequency of large, high-intensity forest fires. Increased vulnerability to forest fires may worsen the current fire management problem in the urban–wildland interface. Adaptation of fire management and restoration planning will be essential to address fire hazards in areas of intermingled exurban development and fire-prone vegetation. We recommend: (1) landscape-level strategic planning of fire restoration and containment projects; (2) better use of climatic forecasts, including PDO and ENSO related predictions; and (3) community-based efforts to limit further residential expansion into fire-prone forested and shrubland areas.

Abstract

The observed increase in the atmospheric concentration of greenhouse gases since the industrial period, due to human activities, is very likely causing the warming of the climate system. Anthropogenic warming and rising sea levels will continue for centuries due to the time scales associated with climate processes and feedbacks. Even if greenhouse gas concentrations were to be stabilized, different types of adaptation measures are needed to cope with the inevitable change. At the same time mitigation measures aiming at decreasing greenhouse gas emissions and enhancing carbon sinks must be taken in order to reduce the potential extent of global warming. This chapter covers the main aspects of the current understanding of the physical basis of climate change, including the directly measured observations and estimated projections for the 21st century. Causes and effects of climate change are also addressed. Finally, the main uncertainties of climate projections and a few general considerations on the different ways to respond to the climate change issue are discussed.
