Abstract

Purpose

This paper aims to describe an exploratory study that has sought to understand how an institutionalised docility rather than resistance has been created in the minds of Chinese workers by the Chinese State. The study proposes that this docility has been crucial in enabling China to become a world leading economic powerhouse.

Design/methodology/approach

The paper draws on Foucault’s concept of governmentality and uses the genealogical method to examine the historical events that have shaped the mentalities of today’s Chinese workers. Original interviews (n =74) with everyday workers across industries and locations illustrate this.

Findings

It was found that the utilisation of centuries-long Confucian hierarchical rules by successive regimes has created a cumulative effect that has maintained workers docility and their willingness to submit themselves to poor working conditions that – ultimately – benefit the Chinese State and business, though this is at their expense. This finding is in juxtaposition to current research that claim that their working conditions are fostering a rising consciousness and resistance among Chinese workers.

Originality/value

This paper provides a novel explanation for why Chinese workers accept their poor working conditions and thus critiques current perspectives about Chinese worker resistance.

Abstract

This chapter uses the historian’s method of micro-history to rethink the significance of the Supreme Court decision Muller v. Oregon (1908). Muller is typically considered a labor law decision permitting the regulation of women’s work hours. However, this chapter argues that through particular attention to the specific context in which the labor dispute took place – the laundry industry in Portland, Oregon – the Muller decision and underlying conflict should be understood as not only about sex-based labor rights but also about how the labor of laundry specifically involved race-based discrimination. This chapter investigates the most important conflicts behind the Muller decision, namely the entangled histories of white laundresses’ labor and labor activism in Portland, as well as the labor of their competitors – Chinese laundrymen. In so doing, this chapter offers an intersectional reading of Muller that incorporates regulations on Chinese laundries and places the decision in conversation with a long line of anti-Chinese laundry legislation on the West Coast, including that at issue in Yick Wo v. Hopkins (1886).

Abstract

As a site of contestation among job seekers, workers, and managers, the bureaucratic workplace both reproduces and erodes occupational race segregation and racial status hierarchies. Much sociological research has examined the reproduction of racial inequality at work; however, little research has examined how desegregationist forces, including civil rights movement values, enter and permeate bureaucratic workplaces into the broader polity. Our purpose in this chapter is to introduce and typologize what we refer to as “occupational activism,” defined as socially transformative individual and collective action that is conducted and realized through an occupational role or occupational community. We empirically induce and present a typology from our study of the half-century-long, post-mobilization occupational careers of over 60 veterans of the nonviolent Nashville civil rights movement of the early 1960s. The fourfold typology of occupational activism is framed in the “new” sociology of work, which emphasizes the role of worker agency and activism in determining worker life chances, and in the “varieties of activism” perspective, which treats the typology as a coherent regime of activist roles in the dialogical diffusion of civil rights movement values into, within, and out of workplaces. We conclude with a research agenda on how bureaucratic workplaces nurture and stymie occupational activism as a racially desegregationist force at work and in the broader polity.

Abstract

Purpose

The purpose of this paper is to examine the significance of political and community activism in Toronto’s Chinese Canadian community between 2000 and 2016.

Design/methodology/approach

Adopting a mixed approach (historical, political and personal), the paper draws from both primary and secondary sources to explore three different cases – SARS in 2003, the Head Tax Redress in 2006 and Maclean’s “Too Asian?” controversy in 2010 – to illustrate discrimination against the Chinese Canadian community in Toronto during the 2000–2016 period while illuminating the importance of safeguarding human rights and dignity in the community.

Findings

The outbreak of SARS in early 2003 traumatized the whole city of Toronto and sparked waves of racial discrimination and bigotry directed at the Chinese Canadian community. Meanwhile, the community’s ongoing struggle to fight for justice and redress for the Chinese Head Tax seized the opportunity in 2006 to successfully challenge the Canadian government and other political parties to recognize and apologize for the racist tax and its long-term negative impact on the community. However, despite constant efforts, discrimination against Asian Canadians rose again, fueling Maclean’s controversial “Too Asian” article in 2010. Notwithstanding Canada’s positive image abroad, racial discrimination still exists. This paper urges that Canadians of all backgrounds must come together in solidarity and work hard to advocate for social and racial justice and human rights.

Originality/value

This paper will be of interest to community activists, journalists and scholars who are interested in the history of political and community activism in Toronto since 2000. Policymakers may also learn that an unexpected public crisis like SARS can ignite racial intolerance and negative attitudes toward Chinese Canadian and other communities.

Abstract

Purpose

This study examines the transformation of labour non-governmental organisations (NGOs) operating in Mainland China since the enactment of the 2017 Overseas NGO Management Law, which aims to regulate foreign concerns functioning outside the direct control of the state. It focuses on the extent to which these organisations have responded to the rapidly changing political and social environment by altering their goals and strategies in support of migrant workers. It also considers the relevance of Western social movement theories (SMTs) to China's grassroots labour movement in the 2020s. 

Design/methodology/approach

The research is based on case studies of ten labour NGOs operating in Beijing, Tianjin and Yunnan. It draws upon fifteen semi-structured interviews with the founders, leaders and activists affiliated with those organisations, as well as records and documented information of each of those organisations.

Findings

While the power and influence of labour NGOs markedly diminished, most have been able to adapt their goals and the strategies remain sustainable amidst both China's changing political and social climates and the global pandemic. It suggests that conventional SMTs can still offer valuable insights into understanding the development of labour NGOs in China, although they might not fully interpret the specific conditions and challenges faced by these organisations.

Originality/value

This study stands out as one of very few to offer empirical evidence on the inner workings of China's labour NGOs over the last six years. It also contributes to our understanding of social movements in a non-Western context.

Abstract

The missing employee voice has become a salient topic in China. This paper aims to document the newest developments relating to the topic by reviewing the recent literature on employment relations and employee voice. The findings of this paper suggest that the purposes of and channels for the employee voice in China have been undergoing significant changes. Different stakeholder groups have approached the issue. ‘Democratic management’ in China, the country’s home-grown concept of employee voice, has been resurrected to encourage more effective employee representation. Apart from this top-down influence from the government and All-China Federation of Trade Unions, this paper also identifies the bottom-up approach driven by the workers, and the external influence from the global corporate social responsibility campaign and nongovernmental labour organizations. Based on the review of the newest developments in workplace democracy and the employee voice in China, this paper proposes a stakeholder framework incorporating these developments. The authors also suggest some directions for future research.

Abstract

Purpose – The chapter explores transnational influences, global and local networks and organizations (governmental and nongovernmental), in the development of domestic violence policy in China and England.

Approach – The frameworks of traveling theory (Said, 1984; Min, 2005) and global social policy and international relations approaches to policy transfer such as policy entrepreneurs (Stone, 2001) are used to discuss the different domestic violence policy trajectories in the two countries.

Social implications – It is shown that in China, where activism and policy development concerning domestic violence is relatively recent, global social policy and transnational alliances created via international and global meetings have enabled activists to draw on ideas and policy frameworks from outside the nation-state to develop a specifically Chinese policy agenda. In England, where there is a longer history of debate and policy development regarding domestic violence, global social policy and transnational links have more recently become important to activists and academics wanting to shift policy developments further and to place them within a framework of gendered inequality and human rights.

Findings – The chapter considers action and policy development related to domestic violence, comparing these across the very different contexts of England and China by using the ideas of traveling theory and policy networks. It is shown that use by Chinese of pressure from “within” and “at the margins” of the state has proven effective in challenging and developing domestic violence policy, while in England a combination of pressure from “outside” the state and mainstreaming has enabled activists to develop the policy agenda in positive, if fragile, ways.

Originality/values of chapter – In both China and England, there is evidence of policy entrepreneurs traveling policy ideas into the countries, where they are contested and incorporated. The particular sociopolitical contexts of women's movements and networks influence policy development across the different localities. Within the Chinese context, activists have used pressure from “within” and “at the margins” of the state to effectively challenge and develop domestic violence policy. English activists have instead used pressure from “outside” the state to develop and shape domestic violence policy in England.

Abstract

Purpose

The purpose of this paper is to employ a Yin-Yang harmony perspective to propose a novel circled 5C model to understand the unique harmonizing process of how conflicts are resolved in China. Despite increasing research on labor conflicts in Chinese manufacturing, Western theories still can not explain how Chinese culture influences conflict management.

Design/methodology/approach

The authors investigate a large manufacturer where a severe labor strike happened in South China. A mixed-methods research design is adopted. The scale of Chinese harmony and analysis of variance are used to identify the underlying unharmonious factors triggering the labor strike. The grounding theory approach (a case study) was adopted to further examine the proposed 5C model.

Findings

“Harmony with corporate system”, “Harmony between departments” and “Harmony with firm leader” were found to arouse employee grievances the most. Differences in age, gender, marital status, educational level, tenure and position were discovered to affect workers’ perceptions of workplace harmony. The proposed 5C model was supported.

Practical implications

As a lesson in handling escalating labor conflicts, this study allows foreign investors to better understand how to cope with relevant labor strife issues in China. In addition, this project integrates research with consultancy service, which can be seen as an exciting step forward in bridging academics and practitioners.

Originality/value

Based on Yin-Yang harmony thinking, this study suggests an integrative, context-specific concern – concern for harmony for China to transcend the Western dual-concern model regarding the choice of coping with conflicts. The paper constructs a novel circled 5C model of the Chinese harmonizing process (conflict, clash, communication, comprise and consensus), which characterizes the dynamic, contingent and art-oriented nature of Chinese conflict management.

Abstract

Purpose

To examine an exceptional case of international labor solidarity and advocacy in a nontraditional labor-receiving country of South Korea.

Methodology/approach

Ethnographic research on migrant advocacy organization in Korea from its inception in the mid-1990s to the present; theoretical and comparative review of literature on migrant labor mobilization, with a focus on labor unions and migrant advocacy organizations.

Findings

The significance of the Korean case is that there are an unusually high number of migrant advocacy organizations that increasingly espouse an internationalist ideology. Furthermore, their effectiveness and sustainability rest on embedded solidarity networks across a spectrum of progressive labor and civic organizations.

Originality/Value

The chapter underscores the agentic power of society’s vulnerable populations, such as undocumented immigrant workers, despite the market-driven forces of globalization that disrupts communities and disciplines workers. Embedded solidarity with migrants from a transnational perspective adds to the much-needed discussion about global protests in the context of globalization and neoliberalism.
