Abstract

Purpose

Exhibiting an unprecedented rate of advancement, technology’s progression over the past two decades has regrettably led to a disturbing increase in the distribution of child sexual abuse materials (CSAM) online. Compounded by the emergence of an underground cryptocurrency market, which serves as a primary distribution channel for these materials, the investigation and sanctioning of CSAM present a complex and unique set of challenges. The purpose of this study is to accurately diagnose the CSAM sentencing landscape and build a more comprehensive, evidence-based legal framework in penology.

Design/methodology/approach

The study collected and analyzed case details regarding CSAM sanctions in a database sourced from the US Department of Justice for 2020. Various factors were analyzed such as the victim’s age, offender typology and previous conviction, accompanied by an analysis of how these factors affect the sentence length.

Findings

The study found that the hierarchical agency-level interactions give insight into resource allocation prioritization, as well as confirming a close relationship between prior conviction history and sentence length, with the victim’s age inversely related to sentence length. Leveraging data-driven insights, the study paves the way for more targeted and effective sanctions, ultimately contributing to the broader goal of safeguarding children from online sexual exploitation.

Originality/value

The paper provides a critical analysis of the complex landscape surrounding CSAM distribution and judicial sentencing. By examining case details and leveraging data-driven insights, it offers valuable contributions to understanding the interplay between various factors such as victim age, offender typology and prior convictions on sentencing outcomes. This comprehensive approach not only sheds light on the dynamics of CSAM sanctions but also lays the groundwork for evidence-based legal frameworks in penology. Its originality lies in its nuanced examination of hierarchical agency interactions and its potential to inform more targeted interventions for safeguarding children from online exploitation.

Abstract

Purpose

Adolescents with harmful sexual behaviors (AHSB) who drop out of treatment are more likely to continue offending than are those who complete treatment; therefore, it is important to identify factors that heighten the risk of dropout, so they can be detected early. The purpose of this paper is to present the predictors of treatment dropout derived from a community sample of AHSB in New Zealand.

Design/methodology/approach

Pretreatment data on 100 males (aged 12–16) in community-based treatment for harmful sexual behavior were analyzed. Data on 50 adolescents who dropped out were matched by age and ethnicity to 50 adolescents who completed treatment. Pretreatment variables were identified using the Estimate of Risk of Adolescent Sexual Offence Recidivism. The degree to which these variables influenced treatment dropout was tested using logistic regression.

Findings

Compared to those who completed treatment, adolescents who dropped out were more likely to have a prior history of personal victimization, to deny or minimize their behavior, to have been mandated to attend treatment and to have engaged in noncontact offences.

Practical implications

Screening for a prior history of personal victimization, denial or minimization, mandated treatment and noncontact offences may facilitate the prediction of dropout risk more confidently. Addressing these pretreatment risk variables has the potential to improve treatment completion rates.

Originality/value

To the best of the authors’ knowledge, this paper is the first to highlight treatment dropout predictors in a New Zealand community sample.

Abstract

Purpose

An appreciative inquiry process was collaboratively undertaken with an inner city local authority and personal advisors where systemic social work practice was embedded. The purpose of this study is to explore how systemic social work principles could be integrated into the support of young adults leaving the care system, especially when safeguarding concerns exist.

Design/methodology/approach

Three fortnightly, reflecting team-style, appreciative inquiry workshops explored the integration into practice of systemic concepts under the themes of safeguarding, uncertainty and new possibilities.

Findings

Within the contexts of the organisation, other agencies and the relationship, six paired themes emerged: learning and navigating; positioning and risk-taking; and feeling and engaging. Core systemic concepts, such as self-reflexivity and mutual influence, can enable personal advisers to use themselves and their relationship with care leavers as a context for change. Considering responses to risk from different family member positions may support holding greater levels of uncertainty. Seeing resilience as a process rather than a personal attribute enabled personal advisors to think about how they connected with care leavers through shared life experiences, fostering narratives of hopes and dreams where new possibilities abound.

Research limitations/implications

Appreciative inquiry is generally seen as a defined model for implementing large organisational changes; this study comprised a small sample group, and the model’s application was less defined.

Originality/value

A gap exists in the extensive care leaver research, addressing safeguarding and working systemically. A conceptual model for practice is offered, with potential utility in developing further systemically informed training and supervision for practitioners. A less structured and more relationally engaged model for appreciative inquiry is presented.

Abstract

Purpose

The purpose of this study was to examine the internalization of group-level identities held by people who are on the sex offense registry and how these influence emotions and the willingness to accept treatment. The types and consequences of identities and stigmas are often examined at the individual level, but most people belong to groups that hold collective identities that can be detected in phrases such as “we, us, our,” etc.

Design/methodology/approach

Longitudinal data from 2008 to 2024 was used to examine registrant’s group identities. Interviews were conducted with 115 registrants and 40 of their family members, and narrative research analysis was used to assess how participants’ levels of liminality influence why some on the registry never come to see themselves as sex criminals.

Findings

Three group-level identities were found that corresponded with varying phases of liminality. The first group had a fixed mindset, no liminality and a strong sense of self. The second group of registrants had liminoid experiences, allowing them to change the way they saw themselves over time. This group had a growth mindset that believed change was attainable. The third group exhibited fixed mindset, as they either always saw themselves as sex criminals and required no transition or came to see themselves as sex offenders post-punishment.

Originality/value

To the best of the authors’ knowledge, there are no studies that have examined group-level identities among people convicted of sex crimes or what the consequences of group identities have on behavior.

Purpose

The purpose of this study was to explore potential witnesses' memories for a day that was experienced an unremarkable. There may be instances in an investigation in which all leads have been exhausted, and investigators use a broad appeal for witnesses who may have witnessed something important. Investigators can benefit from knowing the types of information that may be recalled in such circumstances, as well as identifying specific methods that are effective in eliciting useful information.

Design/methodology/approach

The present study explored how the delay to recall and recall method influenced the recollection of a seemingly unremarkable day that later became important. Participants were asked to recall an experienced event that occurred either recently (a few weeks prior) or in the distant past (a year prior). Participants recalled via either a written method, in-person individual-spoken or collaborative-spoken interviews.

Findings

Results suggest an independent benefit for individual-spoken in-person recall (compared to written or collaborative-spoken recall) and recall undertaken closely after an event (compared to delayed recall). Both individual-spoken interviews as well as more recent recollection resulted in a greater number of overall details recalled. The authors further examined the types of details recalled that might be important to progressing an investigation (e.g. other witnesses and records).

Originality/value

The present work provides important implications for interviewing witnesses about a seemingly unremarkable event that later became important.

Abstract

Purpose

This study aims to make the case for real-time rights-based recordkeeping governance as a new foundation for the regulation and systemisation of multiple rights in recordkeeping for the Alternative Care of children and young people.

Design/methodology/approach

This article aims to make the case for real-time rights-based recordkeeping governance as a new foundation for the regulation and systemisation of multiple rights in recordkeeping for the Alternative Care of children and young people. It investigates this concept using the Australian context as a critical case study to highlight some of the current limitations in Australian Alternative Care systems in the way recordkeeping rights are represented in existing regulatory frameworks and monitored in practice. This paper will argue for the need for systemic transformations in child protection and information legislation and regulatory systems to better represent and enact alternative care recordkeeping rights.

Findings

This analysis of the legislative provisions for participation in recordkeeping and access to records of Care experiences against the Australian Charter of Lifelong Rights in Childhood Recordkeeping in Out-of-Home Care reveals a number of limitations. While the direct provision of rights to access records and the strengthening of principles of participation in some of the jurisdictions are welcome, it illustrates how the risk-oriented focus of the legislation on child protection investigations and substantiations encodes opaque recordkeeping practices and works against the provision of the full suite of childhood recordkeeping rights envisaged by the charter. Furthermore, without provisions for systemic and dynamic oversight, those with Care experiences are left to pursue individual outcomes against significant bureaucratic odds.

Research limitations/implications

In line with international recognition that active participation and proactive provision of rights are a protective factor, this article contends that governance frameworks need to be proactively designed to respect and enact recordkeeping rights, along with requiring mechanisms for real-time monitoring and oversight if the records problems of the past are not to be perpetuated.

Practical implications

The study’s proposal for the need for a real-time, rights-based recordkeeping governance seeks to address the systemic recordkeeping problems that have been identified in research and public inquiry related to Alternative Care systems in Australia as well as in the UK.

Social implications

Adopting a governance model that prioritises real-time, rights-based principles will ultimately impact how the Alternative Care system approaches records and their value in the processes of care.

Originality/value

Placing real-time rights-based governance at the foundation of a reimagining of the Alternative Care recordkeeping model offers the potential to create a system that places rights in recordkeeping and ethics of care at its core. This has highly transformative potential for the overall Alternative Care system and its relationship with children in out-of-home care.

Abstract

Purpose

Digital forensic investigators (DFIs) encounter traumatic material, and this is associated with the development of secondary traumatic stress (STS). Limited research has been conducted with UK DFIs, a significant concern given their role. This study aims to explore levels of self-reported STS by DFIs, the relationship to gender, years as a DFI, frequency of exposure to traumatic material and difficulty coping with such material. This study also aims to provide insight into the psychological impact, identify potential risk groups and explore coping strategies within this specific group of professionals.

Design/methodology/approach

A correlational cross-sectional design was conducted at a fixed point in time, with a sample of 114 currently employed DFIs, recruited through the Forensic Capability Network.

Findings

Mean STS scores fell within the moderate range, although 29.9% of participants reported high to severe levels. Significant correlations were found between STS total and subscales with difficulty viewing child sexual abuse material (CSAM). While females reported higher mean STS scores, the difference was not statistically significant, however, females did score significantly higher on the arousal sub-scale of the STS. Regression analysis included the variables (COPE scale and subscales, frequency of viewing child abuse material, years spent working as a DFI, age, gender) that identified mental disengagement, difficulty viewing CSAM and younger age as predictors of increased STS.

Research limitations/implications

Primarily, the reliance on self-report instruments lacks external validation of STS. Furthermore, possible response or selection basis could have stemmed from participants experiencing high stress. Hosting the study online hindered exploring this further, suggesting the potential for future research. Although the regression model explained 28% of STS variance, unaccounted factors remain, constituting 72% unexplained variance. A mixed method approach might unveil additional variables, addressing potential limitations. Additionally, this study was cross-sectional meaning that the authors cannot infer causation.

Practical implications

These findings underscore the need for educational efforts targeting DFI’s to raise awareness about potential mental health risks associated with CSAM-related work. Equally crucial is emphasising the hazards associated with adopting negative coping strategies. Equipping DFI’s with this knowledge may enable them to make informed decisions aimed at minimising the impact of job-related stressors. Moreover, it highlights the necessity of recognising DFIs as a group deserving access to professional and mental health support. It is pertinent to consider recent research highlighting the stigma of therapy and a prevailing perception of a “critical or judgemental workplace culture” among UK investigators.

Social implications

To the best of the authors’ knowledge, this study represents the first known exploration of STS in UK-based DFI’s, encompassing an investigation into potential risk and protective factors. A proportion of the sample reported experiencing mild to severe levels of STS, with the mean STS score falling within the moderate range. Notably, 29.9% of participants reported high to severe levels of STS.

Originality/value

The findings provide an inaugural exploration of STS among UK-based DFI’s, offering crucial insight into the psychological impact, vulnerable demographics and coping strategies within this unique professional context. Practical implications based on the findings are considered.

Abstract

Purpose

This study aims to investigate the attitude of students toward domestic violence (DV) and children’s rights.

Design/methodology/approach

A quantitative cross-sectional descriptive questionnaire design method was used to collect data. The participants of the study were university levels of associate degree students in Eastern Turkey.

Findings

Results showed that female students were more likely to approve of DV, and this difference was statistically significant. The structural equation modeling analysis revealed a positive and significant relationship between students' attitude toward children’s rights and their overall attitude toward DV.

Originality/value

This research suggests that the participants had a positive view of DV and a moderate attitude toward children’s rights. Therefore, it is recommended to enhance the attitude and awareness of future health professionals about children’s rights and DV.

Abstract

Purpose

Public service announcements (PSAs) have been shown to be effective instruments that raise awareness, educate society, and change behaviors and attitudes. Many governments and organizations have utilized PSAs on social media to promote online safety among children and youth. However, we have limited understanding of the range of topics that these PSAs address and how they present their content to audiences. This study provides an inventory of the types of online safety topics that current PSAs address and a catalogue of the types of persuasive features employed by PSAs.

Design/methodology/approach

A content analysis of 220 YouTube PSA videos on online safety was conducted. Various topics under the umbrella of online safety were identified. Guided by the prospect theory and exemplification theory, different persuasive features employed in the PSAs were sought.

Findings

The findings highlight that the primary focus of these PSAs is on online safety behaviors and general instructions on online hygiene. Interestingly, nearly half of the videos employ a neutral frame, while a significant portion provides no evidential support. Additionally, video length was associated with the number of views and likes it gathered but not with the number of comments.

Originality/value

The inventory of PSAs can help researchers, practitioners, and policymakers better understand the type of content being produced and disseminated online as well as identify topics that are either over or under-represented. Further, the catalogue of the types of persuasive features employed by PSAs would be helpful in guiding research, practice, and policymaking in the context of creating effective online safety videos.

Abstract

Purpose

The purpose of this scoping rapid review was to identify and analyse existing qualitative methodologies that have been used to investigate K-12 teachers' lived experiences of adult cyber abuse as a result of student content “going viral” to propose a novel methodological stance incorporating the Australian Online Safety Act 2021.

Design/methodology/approach

A search of Google Scholar was conducted using keywords and phrases related to cyber trauma, teachers, qualitative methods and the Online Safety Act. Inclusion criteria for the review were: (1) published in English, (2) focused on teachers' experiences of online abuse and cyberbullying associated with viral posts and (3) employed a qualitative inquiry methodology. Full-text articles were obtained for those that met the inclusion criteria. Data were extracted and analysed using a PRISMA flowchart and inductive thematic analysis.

Findings

This methodology is considered to be justified, as the eSafety Commissioner's Safety-by-Design principles do not have any legal or regulatory enforceability, whereas the Online Safety Act 2021 provides the Australian eSafety Commissioner an avenue to drive greater algorithmic transparency and accountability.

Research limitations/implications

The findings of this review informed the development of a novel methodological stance for investigating Australian teachers' lived experiences of adult cyber abuse associated with viral posts. It provides a methodological positioning to support trauma informed qualitative research into adult cyber abuse, informed by the work of the eSafety Commissioner and the Online Safety Act.

Originality/value

Cybertrauma is described as “any trauma that is a result of self- or, other-directed interaction with, mediated through, or from any electronic Internet/cyberspace ready device or machine learning algorithm, that results in impact now or the future” (Knibbs, 2021). It may result from the tracking of movement through various mobile phone features and applications such as location sharing, non-consensual monitoring of social media, and humiliation or punishment through the sharing of intimate images online, through to direct messages of abuse or threats of violence or humiliation. These actions are further perpetuated through automated searches, insights and recommendations on social media (i.e. engagement metrics promote memes, Facebook posts, Tweets, Tiktoks, Youtubes and so on). This is a novel methodology, as it not only considers direct cybertrauma but also automated forms of cybertrauma.
