Abstract

Purpose

The purpose of this study is to explore some of the distinctive features of organizing and organization in France which set it apart from organization in other nations, and which are fundamental to its modus operandi. In particular, this article is concerned with elite connectivity and concerted action by elite “connectors”.

Design/methodology/approach

The research underpinning this article stems from a cross-national comparative project on business elites and corporate governance in France and the UK. This has three dimensions, being quantitative, qualitative and case study-based. Concerted action by the ruling elite is explored through two illustrative vignettes: the ousting from office of Jean-Marie Messier and State-sponsored expansion as pursued by EDF. Both examples shed light on the French business elite’s response to globalization and the development of international business.

Findings

The paper finds elite cohesion to be achieved quite differently in the two countries. In addition, it finds that the ties that bind French connectors tend to be strong and institutionally based.

Practical implications

The case of EDF suggests that the most ambitious of State-sponsored strategies can also be the most successful. It implies that elite ideologies in France have deviated relatively little from sentiments expressed by Rousseau and de Gaulle concerning the primacy of the national interest and the conviction that firms can serve as an (expansionist) instrument of the nation. The Messier case illuminates the pattern of close relationships among the French business elite. It demonstrates how a strategy of expansion may come unstuck when it is not grounded in the customary modes of business regulation.

Originality/value

This research confirms a slight preference on the part of the French business elite for more homogenous ties. Against this, the paper demonstrates that a significant proportion of the French elite act as boundary spanners, brokering relationships with others from more distant parts of the wider network. The integration of the French elite in the Eurozone has potentially favored bridge-building relationships and weakened national embeddedness. This may contribute to the decline of indigenous interlocks, while promoting the further internationalization of top management teams. The implications of this for organizational strategy, firm survival and economic performance form an agenda for future research.

Abstract

Purpose

Historical and institutional influences on the backgrounds of business élites have received little attention despite the fact that they are closely related to corporate governance issues. The present study aims to examine the issue of continuity and change in the characteristics of the business élite over a period of some 60 years between 1923 and 1980 in Turkey, a late‐industrializing country, where significant changes have taken place in the politico‐economic environment of business and the context of industrial development has evolved from étatisme towards family‐dominated big business.

Design/methodology/approach

This paper attempts to substantiate the arguments on the institutional roots of business élite characteristics by drawing upon all previous studies conducted on Turkish business élites for the period 1923‐1980. For comparative purposes the study also makes reference to other élite groups in the country, namely, managers of state economic enterprise and upper echelons in the state bureaucracy.

Findings

Continuity and change in business élites seem to be closely related to alterations in the politico‐economic environment. For the “managerial” class, while business experience might have been most important in the early years of the republic, high‐level education has clearly been a pre‐condition in the latter period. High education level and political capital of “bureaucrat‐managers” may have eased one‐way flow of professionals from state to private sector, especially following the “ruralizing elections” in this state‐dependent context.

Originality/value

This paper thus especially aims to unravel the genesis and development of business professionals, a subgroup of business élites who have been neglected so far in Turkish management literature.

Abstract

There appears to be a recruitment process in which recruits tend to look at people much like themselves, proceed with an uncertain feel for what defines a desirable candidate (while emphasising considerations of personal style over indicators of analytical‐technical competence), and concentrate efforts among those who have received a prestigious degree. Analysis of one American business school's recruiting procedures produces evidence that simply by being admitted to this school students ensure themselves of the opportunity to be considered for “fast track” positions in the corporate world, and, once entered into the contest, compete among themselves on the basis of their ability to convey a personal style in line with prevailing norns of “executive” behaviour at particular companies.

Abstract

Purpose

Elite interviewing is a well-established area of interview research methods. Nevertheless, the actual casting of an “elite” has been generally conducted in a prima facie or broad manner. A consideration of entrepreneurs and owner-managers as “elites” has been less profiled and received less attention, therefore the paper views the entrepreneurs and owner-managers as constituting a form of “local elite” within given and varying sectorial, regional and community boundaries. The authors argue that a consideration of entrepreneurs as “local elites” and transferring knowledge from an elite interviewing perspective may strongly support scholarly research in the entrepreneurship field.

Design/methodology/approach

The study conducts a comprehensive narrative literature review of elite interviewing literature and transfers key methodological insights to the entrepreneurship field. The methodological contribution based on literature is complemented by experiences and observations from an extensive inductive interview study with over 30 entrepreneurs of German manufacturing Small and Medium-sized Entities (SMEs) and are used to reflect on, and refine, interview research approaches with entrepreneurs.

Findings

The reflections and discussions in this paper provide valuable insights for other researchers conducting research in entrepreneurship domains regarding the power dynamics of negotiating access, procedural issues of interviews and thereby enhancing the quality of data.

Originality/value

The contribution to knowledge is mainly of a methodological nature. While the paper takes a novel act of recasting elite interviewing in the SME and entrepreneurship context, the paper methodologically contributes to the entrepreneurship and elite interview literature thereby facilitating higher quality interviews.

Abstract

Purpose

The purpose of the paper is to examine features and impact of recent reforms introduced by the Philippines government to deal with the longstanding shortcomings in its procurement system.

Design/methodology/approach

The research for the paper is based on reports by international organizations, official documents of the Philippines government, surveys by international and domestic organizations, interviews with relevant officials and media reports.

Findings

The findings show that the reforms have focused on fostering competition, increasing transparency, standardizing procedures, enhancing end‐product quality and contractor reliability, ensuring proper planning and budgeting, combatting corruption, and strengthening accountability. These reforms were intended to create a procurement system more in line with international best practices. However the paper shows that the impact has been less than promised. This is due to limitations of certain provisions of the reforms and weaknesses in both implementation and in the accountability of the procuring entities. A key factor in undermining the reforms is widespread corruption, which continues to affect many aspects of the procurement system. The article identifies two important and related reasons for such failings: elite capture of the government and bureaucracy by a powerful network of business leaders from well‐established landed families, who have close links with the political establishment; and second, a long‐established culture of informal influence in the Philippine state bureaucracy (what may be termed the informal bureaucracy), which has been used to maximum effect by the elite network of business leaders. As a result, this network has been able to influence the reforms to serve its own interests and ensure its continued dominance of the procurement market.

Originality/value

The value of the paper is to show how administrative reforms, no matter how well formulated they are, may be readily undermined in the process of implementation by elite groups able to influence government bureaucracy through an informal culture.

Abstract

Purpose

The paper criticizes current directions in research on women and management. The purpose of this paper is to propose new directions for such research.

Design/methodology/approach

The paper is conceptual and is based on a review of recent literature on elites and the gendering of elite positions internationally and in the Nordic countries. This literature is discussed using studies of changing power dynamics and the development of welfare state services in a context of globalization.

Findings

The paper argues that one needs to move away from the focus on individual traits and “female management” to study the processes and practices that (re)produce power differences between men and women in the organisations where they take place. Two contextual factors make new directions in research necessary. The first is the knowledge economy changing organisations from bureaucratic towards democratic forms at the level of production and the financialization of the economy centralizing power at corporate level. The second is the challenging of Nordic welfare states by globalization of the economy. The welfare state results in a “democratization of motherhood” that increases women's participation in the economy, but may limit their opportunity to obtain elite positions.

Originality/value

To understand women's exclusion of elite positions, new research should combine multidimensional analyses of gender and power to explore the symbolic connections between masculinity and “big money”.

Abstract

Purpose

The paper aims to conceptualise cosmopolitanism drivers from the third-level power perspective by drawing on the Steven Lukes’ (1974; 2005) theory of power. Additionally, the paper aims to investigate the relationship between entrepreneurs’ cosmopolitan dispositions and habitus, i.e. a pattern of an individual’s demeanour, as it was understood by Pierre Bourdieu.

Design/methodology/approach

This conceptual paper makes use of Bourdieu’s framework (habitus) by extending it to the urban cosmopolitan environment and linking habitus to the three-dimensional theory of power and, importantly, to the power’s third dimension – preference-shaping.

Findings

Once cosmopolitanism is embedded in the urban area’s values, this creates multiple endless rounds of mutual influence (by power holders onto entrepreneurs via political and business elites and by entrepreneurs onto power holders via the same channels), with mutual benefit. Therefore, mutually beneficial influence that transpires in continuous support of a cosmopolitan city’s environment may be viewed as one of the factors that enhances cosmopolitan cities’ resilience to changes in macroeconomic conditions.

Originality/value

The paper offers a theoretical model that allows to enrich the understanding of the power–cosmopolitanism–entrepreneurship link by emphasising the preference-shaping capacity of power, which leads to embedding cosmopolitanism in societal values. As a value shared by political and business elites, cosmopolitanism is also actively promoted by entrepreneurs through their disposition and habitus. This ensures not only their willing compliance with power and the environment but also their enhancement of favourable business conditions. Entrepreneurs depart from mere acquiescence (to power and its explicit dominance) to practicing their cosmopolitan influence by active preference-shaping.

Abstract

Purpose

This study explores family firms' ex ante conflict management strategies to preserve their socioemotional wealth (SEW) under predictable conflict through the succession process. Specifically, the authors examine how family firms leverage the insurance-like benefits of corporate social responsibility (CSR) to mitigate the threat of foreseeable family feuds among the sons of firms' family heads.

Design/methodology/approach

The authors focus on the charitable donations pledged by Korean family business groups (chaebols). Using the data of 62 chaebols with generalized least squares (GLS) models, the authors analyze 711 observations from 2005 to 2017.

Findings

The authors find a positive relationship between the number of sons of a family firm's head and the firm's CSR activities such as spending on charitable donations. Furthermore, the number of daughters of heads in executive positions strengthens such a positive relationship, whereas the number of business and political marriage ties weakens this relationship.

Practical implications

Family heads of family businesses may leverage CSR activities and marriage ties to elite families interchangeably to ward off negative impacts from foreseeable family feuds and preserve their SEW. Thus, a policy-based incentive for CSR that encourages more family heads to use CSR as insurance would serve the public interest.

Originality/value

The authors contribute to the family business literature by suggesting that CSR activities can be used by family firms as an instrument to mitigate foreseeable damage to the SEW caused by family feuds. The authors also shed new light on CSR research by finding that marriage ties to elite families may reduce the strategic value of CSR activities.

Abstract

Purpose

The purpose of this paper is to posit that orthodox analysis of government–business and business–business organizations in Vietnam involves subtle constituency and “beneath-the-surface” relationships, largely ignored in reviews of the post-Fixed graphic economy, but are nevertheless worthy of inspection.

Design/methodology/approach

Following a review of the theoretical terrain regarding Vietnamese political-business-economy, the authors provide an alternative view showing how the business sector has developed net(work)s of cooperative mechanisms to work with the Vietnamese Government and its bureaucrats.

Findings

While a delicate interplay of politics can be identified in the net(work) relationships, such constituency politics do not seek to challenge the existing authority of the state or the ruling elite. Rather, the small-scale constituency politics are constructed to operate within the dominant polity and work with corporatist strategies to secure personal and group gain. The strategies used are unique in that they exhibit sympathy with socialism, yet succeed in exploiting the pro-entrepreneur characteristics of Fixed graphic.

Originality/value

This paper supports the analysis that the dominant political culture in Vietnam is, and will continue to be, dominated by the Communist Party of Vietnam machine. However, the authors have shed light on the “below-the-surface” political activity that exists and persists throughout the business–business and government–business relationships in Vietnam and present evidence of the pluralist behaviors in these relationships that have hitherto been bypassed in orthodox state-qua-state analysis of Vietnamese polity. Taken as a whole, the existence and persistence of the net(work)s encourages a conclusion that the polity of Vietnam is a more complex process than previously thought.

Abstract

Previous studies of business‐government relations have tended to take either a macro approach (using a single theoretical framework to explain all business‐government relations) or a micro approach (one that fails to explain why business‐government relations have not improved over time). This article applies Lowi′s four‐part typology of policy types. In order to test the typology′s usefulness, a survey of business executives and government officials was carried out. The findings confirmed the thesis: business satisfaction with its relationship to government will be highest in the case of distributive policies, and decline to lowest in the case of constituent policies. A “meso‐level” theoretical framework is recommended to provide not only a better understanding of the multi‐levelled character of business‐government relations, but also future research with a practical orientation.
