Abstract

Purpose

The purpose of this paper is to analyse the emergence of organizational isomorphism in the industry superannuation sector in Australia. The largest not-for-profit private businesses in the country, the industry funds were created in the 1980s in light of a broader union campaign to extend occupational retirement savings provision to all employees in Australia.

Design/methodology/approach

The emergence of organizational isomorphism among the industry funds is assessed from the perspective of institutional theory. The study is based on interviews with key players in the establishment of the industry superannuation sector, original archival research as well as contemporary public commentaries and more recent historical assessments.

Findings

The tripartite framework of institutional isomorphism established by DiMaggio and Powell is unable to explain the emergence of the widespread organizational isomorphism found in industry superannuation. Using the more recent notion of institutional logics allows a more satisfactory explanation for the convergence in models of retirement-savings provision in the industry superannuation sector.

Originality/value

Organizational isomorphism cannot be described simply in terms of a tripartite framework of professional normativity, state coercion and market-based mimesis. Alternatively governed organizations such as those created by trade unions may develop in a different manner than social enterprises founded by less powerful social actors.

Abstract

Purpose

The purpose of this paper is to introduce and critique frameworks of communication in Australian bushfire management. Achieving bushfire preparedness is a complex process that centres on meaningful communication and relationships between fire emergency agencies and the residents at risk. However, the practice of bushfire communication in Australia might better be described as bricoleur-like, applying and adapting whatever is at hand from the broader media panoply, rather than involving a more deliberative and comprehensively planned approach to preparedness.

Design/methodology/approach

This paper builds on different frameworks of communication, beyond the traditional transmission and power models, to establish alternative ways in which communication may take place in bushfire preparedness. It is built from coupling theoretical and social science approaches to communication and through interviews and fieldwork in four states across Australia. The aggregation of these data became the basis to examine how communication was taking place among these constituents.

Findings

Communication as transmission still remains dominant from the perspective where expertise is marshaled among fire agency specialists and disseminated to the public. Communication as power highlights that the persistence of the transmission process can reinforce power dynamics, diminishing empowerment, participation and capacity-building for change by the community. Recognising the importance for understanding audiences, communication as marketing pays closer attention to attitudes to influence behaviour. Finally, communication as community elaborates the conversational aspects of knowledge flow, through social networks, bringing a particular focus to bear on the greater need for community agency.

Originality/value

The authors put forward these frameworks as ways to analyse, critique and propose different ways that communication can, and does, occur, resulting in different kinds of interaction and impact. The authors argue that an awareness of such frameworks is significant in assisting the communities and fire authorities in bushfire preparedness.

Abstract

Purpose

This paper aims to contest Mees’ (2010) theory that publicly owned public transport operators normatively target their resources to maximize service rather than profit. Mees argues that neoliberal governments in the Anglosphere were mistaken to privatize their undertakings, yet it is shown that the British ethos of municipal trading meant that municipalities always saw public transport as more of a business than a service.

Design/methodology/approach

The author uses an archival microstudy of the municipal tramway undertaking of the English city of York, using municipal archives triangulated with local and industry media sources.

Findings

The paper proposes the refination of the Mees spectrum of public transport from public to private (2010, pp. 73-75) to note that public undertakings can be operated within a profit-maximizing framework.

Originality/value

This paper provides a rare historical explication of an individual municipal trading enterprise and tramway system placed in its economic context together with its wider theoretical implications.

Abstract

Purpose

The purpose of this paper is to consider the way in which agency theory has crowded out other approaches to understanding the governance of modern businesses. The paper rescues the meaning and context which informed the American corporate governance reform movement originally and demonstrates how the economically predicated agency approach became dominant in academic considerations of corporate governance.

Design/methodology/approach

Both primary and secondary sources were considered in a Foucauldian history of ideas approach.

Findings

Other approaches to corporate governance have been pushed out of the mainstream of corporate governance discourse by an economic model which excludes many of the key issues which informed the notion originally.

Practical implications

Dominant academic attitudes to corporate governance have occluded other ways in which the governance of corporations can be understood.

Originality/value

Previous accounts of corporate governance have ignored the alternative approaches represented before agency theory became dominant.

Abstract

Purpose

This paper aims to investigate “corporate governance” of the English East India Company (EIC) in the late 17th century through a case study of the Tonkin factory (1672–1697).

Design/methodology/approach

The paper draws upon British primary materials relating to the Tonkin factory to examine and analyze the EIC’s style of management in Tonkin (Vietnam) and Bantam (Java). Qualitative and comparative methods are applied to the analysis of reports, records and letters written by EIC staff.

Findings

The paper finds that the EIC faced principal-agent problems as it had difficulties administering its distant agents and subsidiaries in the 17th century. London was strategically weakened, both by the limiting power of regional headquarters and by its use of experienced factors. Before 1682, London failed to temper the Bantam Council’s influence, and there were serious internal conflicts and power struggles between English Tonkin employees seeking to improve their positions. After 1686, London successfully forced Madras to adopt a noninterventionist stance in Tonkin’s business, but it faced the problem of “adverse selection.”

Originality/value

This paper provides evidence from the Tonkin factory (1672–1697) to show the EIC’s governance in the perspective of the agency theory.

Abstract

Purpose

The purpose of this paper is to empirically examine the link between trade liberalization and employment through the export channel under Korea’s FTAs by distinguish firm heterogeneity (i.e. size) as well as sector-level international competitiveness (i.e. comparative advantage).

Design/methodology/approach

Using the firm-level data during 2000–2009, the authors drive the difference-in-difference-in-difference model on Wagner (2007) with the dependent variables of labor productivity and employments and the independent variables of free trade agreement, revealed comparative advantage, firm size and payroll costs.

Findings

The authors find that the economic benefit of FTAs in Korea is not concentrated in large enterprises or firms with comparative advantage. Accordingly, the authors conclude that FTA or trade liberalization brings positive effects to business as a whole, rather than to specific industries or group of firms.

Research limitations/implications

The Korean Government has continued its policy of supporting small and medium-sized enterprises (SMEs) for a long time by recognizing them as socially underprivileged. According to the results of this study, an increase in export through FTAs improves firm’s labor productivity and increases employment, especially for SMEs, which can be a practical and efficient support for them.

Originality/value

The paper provides the empirical evidences that how the effects of trade liberalization on labor depend on firm heterogeneity, industrial competitiveness and/or both and thus how labor is reallocated in response to trade liberalization in Korea.

Abstract

Purpose

The Healthy at Home (H@H) is an older adult day program that is in Toronto in Ontario, Canada. This is an integrated health and social care (IHSC) program that seeks to address the social isolation and health needs of a highly vulnerable older adult population living in the north Toronto communities. These are Russian-speaking Jewish older adult immigrants. The case provides a detailed description of the factors that enabled a diverse group of health and social care organizations to integrate their respective services to address the health and social care needs of their clients using a culturally appropriate and trauma-informed lens.

Design/methodology/approach

A case description comprised of key informant interviews, and a focus group was undertaken of representatives from health and social care organizations serving clients in the north Toronto area.

Findings

This case description identified eleven integration factors that enabled organizations to provide integrated care using a culturally appropriate and trauma-informed lens, and they include developing an aligned vision and goals, communications, an inter-organization culture of inter-dependence, champions, pre-existing relationships, and champions. In addition, operating in the not-for-profit sector, sector differences, enabling public policies and a strong sense of community have influenced integration of services across the organizational partners to serve its high-risk client group.

Originality/value

This case description lends insights into how IHSC can be leveraged to provide culturally appropriate and trauma-informed care for highly vulnerable client/patient populations. A lesson learnt is that social care partners can engage in successful integration leadership in joint health and social care integration efforts.

Abstract

Purpose

Monitoring and evaluation (M&E) of projects is a very important aspect of project execution and management. This is because proper M&E practices have a significant effect on the successful delivery of projects. The purpose of this paper is to examine the impact of project M&E practices on construction project success criteria.

Design/methodology/approach

Structured questionnaires were used to solicit the views of project professionals in the Ghanaian construction industry. The questions were developed through critical review of literature and complemented with a pilot interview on the subject. This paper utilized a partial least square–structural equation modeling (PLS–SEM) to establish the impact of project M&E practices (constructs) on project success based on the hypothesis.

Findings

Results showed that M&E practices had a positive statistical significant relationship with construction project success criteria. In addition, health and safety performance and project scope showed a strong significant relation with M&E practice, implying that, in developing countries, these two main constructs should be given critical attention in achieving project success.

Practical implications

The findings of this study may be useful to organizations in determining M&E techniques that are relevant and contribute highly to project success. This may go a long way to increase productivity and accelerate the rate of successful project delivery.

Originality/value

The application of rigorous analysis, PLS–SEM, gives a more reliable information on M&E practices that can ensure successful delivery of construction projects.
