Abstract

Purpose

The lack of studies about the response time of emergency medical service during the coronavirus disease 2019 (COVID-19) pandemic in a dense city of a developing country has triggered this study to explore the factors contributing to a high response time of ambulance service to reach patients in need. An evaluation of contributing factors to the response time is necessary to guide decision-makers in keeping a high service level of emergency medical service.

Design/methodology/approach

This research employed an agent-based modeling approach with input parameters from interviews with emergency medical service staff in Bandung city, Indonesia. The agent-based model is established to evaluate the relevant contribution of the factors to response time reduction using several scenarios.

Findings

According to agent-based simulation, four factors contribute to the response time: the process of preparing crew and ambulance during the pandemic, coverage area, traffic density and crew responsiveness. Among these factors, the preparation process during the pandemic and coverage area significantly contributed to the response time, while the traffic density and crew responsiveness were less significant. The preparation process is closely related to the safety procedure in handling patients during the COVID-19 pandemic and normal time. The recommended coverage area for maintaining a low response time is 5 km, equivalent to six local subdistricts.

Research limitations/implications

This study has explored the factors contributing to emergency medical response time. The insignificant contribution of the traffic density showed that citizens, in general, have high awareness and compliance to traffic priority regulation, so crew responsiveness in handling ambulances is an irrelevant factor. This study might have different contributing factors for less dense population areas and focuses on public emergency medical services provided by the local government.

Practical implications

The local government must provide additional funding to cover additional investment for ambulance, crew and administration for the new emergency service deployment point. Exercising an efficient process in ambulance and crew preparation is mandatory for each emergency deployment point.

Originality/value

This study evaluates the contributing factors of emergency medical response time in the pandemic and normal situation by qualitative analysis and agent-based simulation. The performance comparison in terms of medical response time before and after COVID-19 through agent-based simulation is valuable for decision-makers to reduce the impact of COVID-19.

Abstract

Purpose

The lack of studies about the relevance of disaster awareness factors and disaster evacuation as a part of disaster responses especially for fire cases in an academic environment in Indonesia has triggered this study to explore the disaster awareness factors and evacuation experiment without emergency alarm for case study students in the classroom. The relevance of disaster awareness factors in transforming into practical action and decision in a disaster evacuation need to be examined to study the relevance of both phases in disaster.

Design/methodology/approach

This research conducted a quantitative approach by studying questionnaires from 162 respondents collectively divided into five groups to examine the student disaster awareness factors randomly from those groups. The qualitative approach was implemented through the evacuation experiments that were conducted twice to analyze the disaster evacuation performance. The analysis for the relevance is conducted by comparing the result of the questionnaire study and the evacuation experiment.

Findings

According to the questionnaire study, generally, the students are highly confident with their hazard knowledge in disaster awareness except that half of them are doubtful about appropriate steps in a disaster. The experiment without explosive sound showed that they have slower responses in the critical moment of evacuation. The response in the experiments showed relevance with several disaster awareness factors

Research limitations/implications

This study has explored the relevance of disaster awareness factors with disaster response in a campus building. In the part of reducing risk during fire disaster, this research shows the importance of social interaction and hazard knowledge during the disaster.

Practical implications

The improvement of disaster evacuation procedures and training in a campus building is mandatory to reduce disaster risk based on the relevance of disaster awareness factors and disaster response in this study.

Originality/value

This study measures the relevance of disaster awareness factors performance of the students by comparing it to their actions and decisions in an experimental setting of fire building. The disaster awareness factor performance was measured by a questionnaire survey while the experiments were deployed to observe the performance of their actions and decisions during evacuation as part of the disaster response phase.

Abstract

Purpose

This paper aims to design a hybrid model of knowledge-based performance management system (KBPMS) for facilitating Lean Six-Sigma (L6s) application to increase contractor productivity without compromising human safety in Indonesian upstream oil field operations that manage ageing and life extension (ALE) facilities.

Design/methodology/approach

The research design applies a pragmatic paradigm by employing action research strategy with qualitative-quantitative methodology involving 385 of 1,533 workers. The KBPMS-L6s conceptual framework is developed and enriched with the Analytical Hierarchy Process (AHP) to prioritize fit-for-purpose Key Performance Indicators. The application of L6s with Human Performance Modes analysis is used to provide a statistical baseline approach for pre-assessment of the contractor’s organizational capabilities. A comprehensive literature review is given for the main pillars of the contextual framework.

Findings

The KBPMS-L6s concept has given an improved hierarchy for strategic and operational levels to achieve a performance benchmark to manage ALE facilities in Indonesian upstream oil field operations. To increase quality management practices in managing ALE facilities, the L6s application requires an assessment of the organizational capability of contractors and an analysis of Human Performance Modes (HPM) to identify levels of construction workers’ productivity based on human competency and safety awareness that have never been done in this field.

Research limitations/implications

The action research will only focus on the contractors’ productivity and safety performances that are managed by infrastructure maintenance programs for managing integrity of ALE facilities in Indonesian upstream of oil field operations. Future research could go toward validating this approach in other sectors.

Practical implications

This paper discusses the implications of developing the hybrid KBPMS- L6s enriched with AHP methodology and the application of HPM analysis to achieve a 14% reduction in inefficient working time, a 28% reduction in supervision costs, a 15% reduction in schedule completion delays, and a 78% reduction in safety incident rates of Total Recordable Incident Rate (TRIR), Days Away Restricted or Job Transfer (DART) and Motor Vehicle Crash (MVC), as evidence of achieving fit-for-purpose KPIs with safer, better, faster, and at lower costs.

Originality/value

This paper successfully demonstrates a novel use of Knowledge-Based system with the integration AHP and HPM analysis to develop a hybrid KBPMS-L6s concept that successfully increases contractor productivity without compromising human safety performance while implementing ALE facility infrastructure maintenance program in upstream oil field operations.
