Part 1: Introduction

Abstract

Transport and pandemics are interlinked given the ubiquitous nature of modern transport systems. The COVID-19 pandemic has provided much evidence for both virus contagion but also containment and how transport plays a role in both. As the world and its cities experienced lockdowns, there were travel restrictions, physical social distancing rules, transport systems shut down, changed operations, a re-opening with lower demands in some sectors (e.g., air transport and urban public transport services) and an increased demand in others (e.g., freight and home deliveries). These changes brought about a series of reactions at all levels, from governments and local authorities, operators of all transport modes but also personal and individual behaviour. This volume provides evidence on an array of transport and pandemic experiences through a collection of works from around the world, each chapter discussing a mode, a region and possible future outcomes. This introductory chapter provides the context for this volume with an overview of literature that looks at transport and pandemics, a timeline of events that marked the COVID-19 pandemic developments across different parts of the world, and finally an overview of the chapters in the volume. It concludes with some insights from the editors on the future of transport in a post-COVID world.

Abstract

Like many countries, the US government-imposed travel restriction policies on selected countries with a high spread of COVID-19 airports to prevent the introduction and spread of COVID-19. Between March 2020 and October 2021, travellers from China, Iran, European Schengen countries, the United Kingdom, Republic of Ireland, Brazil, South Africa and India were restricted with some exceptions. The main objective with this study was to explore the associations between COVID-19 cases and death rates, and the proximity to airports, train stations and time of public transportation. To address the study objective, the authors used the most recent JHU COVID-19 database, the American Community Survey and Airport and Amtrak data from the Bureau of Transportation Statistics from 3,132 US counties. The authors categorised the counties into three groups according to their distance from an airport: less than 25 miles, between 25 and 50 miles and more than 50 miles. The authors then ran negative binomial regressions and Cox regression models, adjusted for population density, population race/ethnicity, travel time, being close to an international airport and the main sources of commutes. The findings showed that the number of airports, the number of train station and the length of commuting time were predictors for the number of deaths and cases in a county. The authors found that counties within 25 miles of an airport had 1.372 times the rate of COVID-19 cases and 1.338 times the rate of COVID-19 deaths compared to the counties that were more than 50 miles from an airport. To prevent the introduction and spread of COVID-19 and any similar pandemic that transfers by air, the timing of the travel restriction policy is a crucial element. Policymakers and officials in transportation and public health should collaborate to promulgate policies and procedures to prevent the spread of airborne infectious diseases.

Abstract

Transport policy is constrained by the dilemma of the positive impacts of lowering the generalised costs of travel and their today non-ignorable negative externalities. This chapter details this dilemma and discusses current policy ideas to manage and overcome it against the impacts of the COVID-19 pandemic on travel habits and work behaviour. The impacts are presented for Switzerland for which a large-scale GPS tracking survey spanning the autumn 2019 to winter 2021 period is available. The chapter concludes by highlighting the dilemma of transport policy by discussing a number of potential solutions for the future.

Part 2: Travel Behaviour in Different Settings

Abstract

COVID-19 arrived in the United States and Canada at a time when the future of sustainable urban travel across the continent looked uncertain. A decade-long trend in transit ridership growth appeared to have stalled in many cities (Boisjoly et al., 2018), while automobile ownership grew. This chapter synthesises unfolding evidence on how COVID-19 disrupted some of these existing trends in North American urban transportation while accelerating others. This synthesis is organised around three themes emerging from COVID-19 in the region: declining transit ridership, increased auto ownership or auto purchase plans, and a possible ‘new normal’ of increased telecommuting. The author evaluates each theme in the context of prior trends and public policy choices feeding those trends. Untangling hype from data, the chapter concludes with recommendations on how to support travellers in the region while calling for clearer thinking from urban thought leaders and researchers on the likely long-term impact of the crisis.

Abstract

On 24 January 2020, France informed WHO of three cases of novel coronavirus, all of whom had travelled from Wuhan, China. These three cases were the first confirmed cases in Europe. By 13 March 2020, Europe had become the epicentre of the pandemic with more reported cases and deaths than the rest of the world combined, apart from the People’s Republic of China. Many European countries like Italy, France and Germany took drastic actions and subsequently announced a lockdown, while other countries like the UK, the Netherlands and Sweden were much more hesitant to introduce such far-reaching safety measures. This chapter provides a literature overview of how the variation in such measures in Europe has ultimately resulted in changes in daily activities and travel behaviour during the pandemic. It focusses on five main themes: (i) reduction in mobility and activities, (ii) spatial-temporal adjustments in out-of-home activities in which people still participated, (iii) modal adjustments especially among people who used to travel by public transport before the pandemic, (iv) new out-of-home activities including new outdoor activities and (v) digital adaptations as several out-of-home activities were replaced by digital activities, with special attention to the experience of teleworking.

Abstract

The effects of the COVID-19 pandemic on cities have transformed the lives of urban societies across the globe. One of such effects has been the redefinition of access and urban mobility patterns, exposing divides and inequalities along the lines of class, gender and social positions. In Latin America, long-term lockdowns and widespread containment-oriented restrictions have deepened already acute conditions of poverty and deprivation. Low-income and socially vulnerable households and individuals in countries such as Colombia find themselves unable, or in a disadvantaged position, to work from home, access goods and services securely and avoid transport modes that increase exposure to contagion. This chapter examines inequalities in urban mobility and access to essential opportunities in urban settings in Colombia, through data collected from 3,900 respondents to a web survey organised during the national lockdown in the country in April 2020. The chapter presents a Latent Class Analysis model exploring how intersecting differences in class, gender, ethnicity, age and other relevant socioeconomic characteristics, influence the degree of adaptability and capacity to adapt to the challenging conditions posed by COVID-19 for physical travel and carrying out everyday activities. Building on three distinct classes of mobility and access-related conditions, the chapter reflects on structural inequalities associated with Colombian cities’ urban form, functional and productive structures and its wide social gaps. The chapter builds on empirical findings to reflect on urban policy and discuss avenues for addressing social and spatial inequalities worsened by the pandemic.

Abstract

This chapter focusses on the use of immobility policies and practices in the Asia-Pacific nations of East and South East Asia, Australia and New Zealand to respond to COVID-19 across 2020–2021. Concepts from the field of mobilities studies are adopted for analysis. Transport system managers in the region have increasingly played roles either limiting movement, adjusting transport supply, creating proscribed ‘mobilities passageways’ for travellers that present COVID-risk, and encouraging or mandating passenger compliance with other pandemic measures. The series of immobility policies and practices used at the international, intra-national and local scales are analysed. Transport agency responses differed greatly including whether to retain levels of public transport supply or reduce them in line with falling patronage. A summary of known travel behaviour impacts is then discussed, using available data from government travel portals, and, for Shanghai, Brisbane and Hong Kong, a range of road volumes, public transport boardings, micro-mobility, bicycle and pedestrian counts. There are indications that a series of socio-technical transitions have occurred, such as increased work-from-home, new social practices around walking, increased demands for roads to provide place functions (as opposed to movement functions) and the role of cycling and micro-mobility as liberating technologies in a world of increased control and fear of contagion. Transport agencies have harnessed some of these changes in attitudes and societal needs, using radical institutional responses such as pop-up bike lane trials and other ‘tactical urbanism’ approaches, to adapt their cities to life during and after the pandemic.

Abstract

The coronavirus pandemic led to supply chain disruptions resulting in adverse economic impacts on global supply chains. Nationwide lockdowns in countries that play key roles in global manufacturing restricted freight movements through air, ocean, and land routes resulting in delivery delays, higher freight rates and congestion. At the same time, the pandemic has accelerated the growth of the e-commerce sector. Concern around infections has led to a surge in first-time online consumers for categories such as health and pharmaceuticals and fast-moving consumer goods. Companies have had to rethink their approaches to optimising warehouse locations and inventory to meet customer demand. From a freight perspective, the focus has shifted from a single-mode model towards multi-modal logistics to reduce costs and dependence on any one mode. This chapter will review recent developments, long term impacts and opportunities for growth in the context of this important sector and illustrate some of the key impacts of the pandemic using the example of the emerging economy in India. It concludes by synthesising key takeaways and reflecting on the future of the sector.

Part 3: Initiatives and Policies Across the World

Abstract

The COVID-19 pandemic disrupted travel patterns, use of space and modal choice. Cities took actions in a way they did not before, trying to accommodate economic and travel needs with the goal of reducing the spreading of the virus. Active travel (AT) played an important role in accommodating travel needs and in increasing the resilience and environmental friendliness of the urban transport system. As cities gradually return to their normal life, transport planners must decide which role to assign to AT in future urban plans. In particular, whether to confirm the temporary policies incentivising AT enacted to counteract the reduction in the use of public transport or to return to the previous road space allocation that dedicated considerable urban space to motorised vehicular traffic. After reviewing the empirical evidence on the AT evolution during the various pandemic phases and illustrating the main policies planned and implemented at city level in many countries, this chapter summarises the lessons learnt, derives some policy suggestions, and identifies future research needs.

Abstract

This chapter focusses primarily on the short-term measures and policy reactions of transport operators and regulators to the COVID-19 pandemic throughout 2020/2021 (such as the introduction of physical distancing and mask wearing) but also considers those policies which directly influence public transport (such as parking management and working from home). Emphasis is placed on the experience in a number of jurisdictions to identify the influence of varying governmental level responses to the pandemic. The approaches of different jurisdictions are compared using a narrative approach to help identify policy narrative elements by policy actors as the pandemic unfolded. Such an approach enables us to focus on how decision-makers can learn from the COVID-19 experience to better react to future unexpected incidents. In identifying the future policy implications and challenges, the chapter suggests that strategic planning will need to respond to both the ‘current normal’ and the ‘next normal’, and will require flexibility and tight integration between urban planning and public transport planning, as well as private transport and long-distance transport. The chapter also highlights the importance of learning from the experience of other jurisdictions and disciplines (such as disaster management) and offers suggestions for further research.

Abstract

This chapter provides an overview of the policies that taxi and ridesourcing regulators in the USA and around the world have adopted in response to the COVID-19 pandemic and the recovery from it, including regulatory actions and measures to protect driver and passenger safety and health, as well as various efforts intended to provide economic relief and assistance. This chapter raises the issue of guidance versus regulatory mandates by transportation officials, and what issues need to be further researched and evaluated for permanent implementation and/or to prepare for any resurgence of this or other pandemics.

Abstract

The global COVID-19 pandemic highlighted the interconnectivity and interdependence of the modern world economy and international society’s epidemiological vulnerability to the global transmission of human infectious diseases by air travel. The rapid formulation of new pandemic policy responses for the air transport industry at both a national and international level revealed complex tensions between mandatory ‘stay-at-home’ public health interventions and international travel restrictions, which were designed to limit the virus’s spread but which dramatically disrupted everyday social activities, and political and economic imperatives to reopen global air travel as quickly as possible. The aim of this chapter is to examine the development of global policies for the air transport industry from the perspective of aviation public health policy, airline passengers, air freight and financial support for airline and airport operators.

Abstract

COVID-19 has changed the landscape within which we travel. Working from Home (WFH) in many countries has increased significantly, and while it was often forced on a society it has delivered some unintended positive consequences associated in particular with the levels of congestion on the roads and crowding on public transport. With a likelihood of some amount of WFH continuing as we move out of the active COVID-19 period, the question being asked is whether the post-COVID-19 period will return the pre-COVID-19 levels of traffic congestion and crowding. In many jurisdictions, there is a desire to avoid this circumstance and to use WFH as a policy lever that has appeal to employees, employers and government planning agencies in order to find ways of better managing future levels of congestion and crowding. This chapter uses the ongoing research and surveys we have been undertaking in Australia since March 2020 to track behavioural responses that impact on commuting and non-commuting travel, and to examine what the evidence tells us about opportunities into the future in many geographical settings to better manage congestion and crowding. This is linked to a desire by employers to maintain WFH where it makes sense as a way of not only supporting sustainability charters but also the growing interest in a commitment to a broader social licence. We discuss ways in which WFH can contribute to flattening peaks in travel; but also the plans that some public transport authorities are putting in place to ensure that crowding on public transport is mitigated as people increasingly return to using public transport. Whereas we might have thought that we now have plenty of public transport capacity, this may not be the case if we want to control crowding, and more capacity may be needed which could be a challenge for trains more than buses given track capacity limits. We conclude the chapter by summarising some of the positive benefits associated with WFH, and the implications not just for transport but for society more widely.

Abstract

Over the last decades, freight networks and multimodal integration have been shaped by complex driving forces. Globalisation and consumerism in society significantly contributed to intensify the demand for services in freight transport. Technological breakthroughs and the related development of innovation fed the constant search for faster and cheaper services on a global scale. Altogether, these driving forces have boosted a rapid increase in the volume of freight transport by means of road transport. While industry had modified its networks to meet the demand, the pandemic period brought new challenges to freight networks, forcing the different modes of transport to adapt to the unexpected environment. Some of those reactive solutions might have been adopted temporarily. However, others are expected to become permanent and their deployment in the short-medium term remains to be seen.

This chapter presents an overview of the challenges and respective solutions that were initiated throughout the pandemic period, mostly in response to concerns related to social distance and untypical demand needs. This overview allows for a better foretelling of the future directions and developments in the freight network elements. This chapter approaches the way forward for cities and industry regarding the lasting pandemic effects on freight networks. Such an overview is complemented by an input from an expert survey in order to evaluate the social acceptability towards the expected solutions that are emerging. The outcome of the chapter highlights the main guidelines for the freight networks in the future and correlates them with the pandemic’s permanent effects.

Part 4: Looking to the Future

Abstract

The long-term trend of sustained growth of tourism travel and activities, that has characterised the last decades, was forced to an abrupt halt at the beginning of 2020. This was due to the regulations that restricted mobility and tourism activities in many countries as a response to the hazard to health caused by the COVID-19 pandemic. Among the various possible scenarios proposed by the UNWTO and by other international organisations, the worst one characterised the decline of travel and tourism in 2020, with the exception of a short-lived increase in the summer months, mainly due to domestic tourism. This sector was the hardest hit by this pandemic emergency, requiring a response both by policy makers and by private organisations.

The present chapter provides a survey of the effects of the COVID-19 on the tourism market in the various world regions, pinpointing the similarities and heterogeneities among them. Moreover, it summarises the policy responses and the private schemes that have aimed at tackling this emergency. The analysis will consider both the initiatives related to travel and tourism demand and those addressed to the supply side of the market, assessing their likely long-term outcomes. Finally, it will discuss the future of tourism travel and the potential impact of COVID on that future.

Abstract

A consistent pattern that emerged out of the consequences of COVID-19 is that public transport was hit particularly hard compared to private cars and other modes. This raises concern regarding the future of public transport and the sustainability of urban transport. While the current clash of challenges, trends and disruptions makes the future more difficult to forecast than ever, this chapter highlights both long-term and emerging trends that are likely to influence public transport beyond the pandemic. As a foundation for the discussion, the chapter first briefly outlines the state and development of public transport before COVID-19, as well as the immediate effects of the pandemic. Before COVID-19, strong trends included initiatives towards sustainable urban transport, digitalisation and automation, and increasingly personalised services. The pandemic induced lockdowns, restrictions to use public transport and anxiety towards crowding, which influenced people to travel less and shift to other modes. There were clear socioeconomic inequalities in the ability to do so and a loss of accessibility. Many agencies and operators suffered financially as a result of lost fare revenues and limited governmental support. Emerging trends such as less commuting and financial struggles are likely to influence public transport for many years to come. However, the pandemic, and the induced behaviour and exposed problems that have followed, can serve as a call for substantial changes in urban transport planning. A continued development and integration of sustainable mobility services, with public transport as a central actor, is widely seen as key in this ambition.

Abstract

Transport shapes the health of urban populations. It can support healthy behaviours such as participation in regular physical activity and access to community connection. Transport systems can also have major negative impacts on health. For example, through air pollution from fossil fuel-based modes of travel, the risk of injury and death from transport related collisions, and in the way sedentary modes of travelling can contribute to less physically active lifestyles.

This chapter considers the long-term impact of the pandemic on a series of well-researched transport-related health outcomes. It first describes the established connections between transport and health. It then considers the future implications of three potential pandemic-induced shifts: the increased uptake of working from home (WFH); decreased usage of public transport and increased interest in walking and cycling in the local neighbourhood. The impacts of these shifts on the transport-health nexus are then discussed, revealing both positive and negative outcomes. The authors conclude by providing policy recommendations to mitigate possible negative outcomes and strengthen the positive consequences into the future.
