The Director-General of WOSC has accepted the application of the Universidad Norbert Wiener to be a member of the organisation. He has welcomed Ing. Alberto Un Jan Liau Hing, Dean of the Faculty of System and Informatic Engineering to be its representive at WOSC. The University representataive writes that:

Our University was founded by Dr Alcibiades Horna Figueroa, in December 1996.
Dr Horna chose the name of Norbert Wiener to show the importance of cybernetic, and to promote investigations in this area.
Its first four faculties began to work in March 1997:

Pharmacy and Biochemistry
- •
Obstetrics
- •
Industrial Engineering
- •
Management
The next two faculties were Nursing and Systems and Informatic.
To achieve quality in education, our university is certificated in ISO 9001 standards.
The policy an philosophy of our institution is based on a system named 1111. This system was completely formulated by Dr Horna.
The Faculty of System and Informatic Engineering is closely related to the work of Norbert Wiener

This University will also collaborate with WOSC's Norbert Wiener Institute of Systems and Cybernetics.
