Institution of Electrical Engineers (IEE) have reported that nearly half of the journal articles currently being covered by INSPEC can be linked to through one vendor or another and expect this figure to rise to well over 60 per cent during the coming year. Of the vendors who offer site licences for the INSPEC database the following now also offer some sort of linking facility: Datastar; Institute of Physics Publishing (IoPP); Ovid Technologies; ScienceDirect; SilverPlatter; and STN.
This will be facilitated by CrossRef, a collaboration of scholarly publishers who have formed a not-for-profit member organisation, which both primary and secondary publishers may join. CrossRef utilises the Digital Object Identifier (DOI) as its core to ensure permanency of links and its purpose is to share the metadata of electronic journals in order to link to full-text from citations.
Although millions of journals are stored on document servers, there is at present no "de facto" standard for linking. More information about the CrossRef project can be found at http://www.crossref.org
