Looks at the organizational barriers that prevent good leadership emerging. Argues that too many organizational processes inhibit leadership, suggesting that this leads to procrastination and timidity. Instead advocates offering managers and leaders a level of autonomy and accepting that their decisions may involve some risk. Points out that shareholders are usually risk-averse and discusses how this problem can be overcome, either by ensuring that they are willing to take a longer view of organizational success or by operating with as few a number of shareholders as possible.
