Abstract
The present state of public services, particularly library services, is examined in relation to the United Kingdom Government and its advocacy of an enterprise culture. The role of librarians in promoting a community‐based caring cultural service is argued for. Scottish public libraries are discussed in the context of such a service, of Scottish cultural history and of the resurgence in arts and culture in Scotland.
