Militia abuses may increase in Niger

Monday, March 11, 2024

Significance

This has sparked the growth of ethnic Zarma self-defence militias, known locally as ‘zankai’. These militias reflect broader communal self-defence efforts, often arising because of inadequate protection from security forces. Ethnic Tuareg militias known as ‘garde nomade’ ('nomadic guards') units have also appeared in the north-western Tahoua region in response to jihadist attacks.

Impacts

  • Recent changes to military procurement legislation could increase the scope for corruption.
  • Disputes could arise between zankai groups and the government over mining operations.
  • Tensions between the junta and Tuareg political elites could undercut garde nomade integration.
  • The junta may be more open to building closer ties with zankai groups than with the gardes nomades.
