Lula foreign policy will stress Brazil's regional role

The new Brazilian government has announced an ambitious foreign policy agenda that includes meetings with several world leaders, new trade deals and the relaunching of Latin American regional institutions. Lula also hopes to mark out a clear contrast with his predecessor’s policies on the environment.


  • Brazil will resist calls to take sides on the Ukraine war and will try to pursue a mediating role.
  • Despite Lula’s ideological affinities with other Latin American leaders, deeper regional economic integration is unlikely.
  • Lula will seek international support for conservation efforts in the Brazilian Amazon.
  • Brazil will have a platform to promote multilateralism when it leads the G20 in 2024.
