Prospects for the eastern EU in 2023.

Significance

Perceptions of Russia as an overwhelming security threat have grown across the eleven eastern EU member-states (EU-11), but important pockets of pro-Russian support remain in Hungary, Bulgaria, Slovakia and Latvia. Poland’s key position on the Russia-Ukraine war has raised its standing in Brussels, but not enough to overcome its rule-of-law dispute with the EU. Hungary keeps challenging EU solidarity on Ukraine and other issues.
