Benghazi reconstruction in Libya will be slow

Thursday, September 22, 2022

Significance

The 2014-17 conflict destroyed entire neighbourhoods. Reconstruction has been paralysed by rivalries between eastern strongman Khalifa Haftar and his allies, who control the city, and the government in Tripoli.

Impacts

  • Egypt is frustrated with the lack of progress with reconstruction.
  • Politics and security problems deter foreign investment.
  • Longer term plans for decentralisation will stall if reconstruction of the city is not tackled urgently.
