M23’s return will complicate Congo’s security outlook
Monday, April 4, 2022
Significance
The fighting triggered a UN helicopter crash and cross-border clashes with Ugandan troops. The M23 is famous for conquering North Kivu’s capital, Goma, during a 2012-13 rebellion allegedly backed by Rwanda, but had remained largely dormant since its defeat in 2013.
Impacts
- The M23’s return may encourage the mobilisation of other armed groups.
- An escalation could put infrastructure and regional integration projects on hold, overshadowing DRC’s entry into the East African Community.
- A focus on the M23 could distract from other key threats, notably CODECO in Ituri, the ADF in Beni and conflict in South Kivu’s highlands.
