Constitution issues may hobble next Libya government

Libyan factions are divided over what constitutional basis to use for the elections, as the 2017 draft was controversial and not widely accepted. The debate also feeds into whether Libya should have a presidential or parliamentary system.


  • The march to elections will keep prospects of a return to violence low for now.
  • Once the contours of the elections are agreed, attention will shift to the security track.
  • An agreement between revolutionary militias and Haftar’s forces will be difficult to achieve.
