Court ruling will not end challenges to Mexico’s INE

It unanimously confirmed the INE’s decision to tighten candidate registration rules, and approved the disqualification of some candidates of the ruling National Regeneration Movement (Morena), for failing to disclose campaign finance details. Morena has accused the INE of bias.
- Morena requires majorities in at least 17 state congresses to secure approval of constitutional reforms.
- Post-election migration of legislators between parties may dampen the impact of INE efforts to prevent supermajorities.
- Deposed candidates could still seek governorships if their replacements win and subsequently resign, forcing fresh elections.
