Significance

The uncertainty of the transatlantic relationship and the growing need for Europe to 'go it alone' are raising questions about aspects of Germany's commitment to multilateralism which went unasked during times of stronger transatlantic ties. At the same time, the deepening fragmentation of the party system is making it harder for Berlin to devise an assertive and coherent foreign policy.
