Significance

While Russian rearmament continues, European governments are reluctant to increase defence spending. The United States is constrained by budget disagreements, but still has the world's most comprehensive procurement programme. The key drivers for procurement continue to be regional tensions in the Middle East and Asia. In the latter, reactions to Chinese military modernisation are the main factor in procurement planning.
