Fallow politics will impede Libyan talks

Friday, April 10, 2015

Significance

They claim the reason is that the rival Tobruk-based House of Representatives (HoR) and its supporters have continued military operations in the west of the country despite the dialogue. The announcement followed a similar threat to withdraw on April 6 by the Misrata Municipal Council, which dominates the Libya Dawn bloc that supports the GNC. Misrata said it believed the Tobruk bloc was not committed to the talks. The HoR has made repeated attempts to take control of the National Oil Corporation (NOC) and the Central Bank of Libya.

Impacts

  • Effective integration and demobilisation will not be possible until a new government is in place and has proved its effectiveness.
  • The trade and flow of migrants through Libya will continue, driven by demand and financial benefits.
  • This could raise pressure for an international marine task force for Libya.
