Viewpoint: Housing Action Trusts
Abstract
Explains the part Housing Action Trust (HATs) play in housing policy, from the Government′s perspective. Describes the need for HATs, the function of HATs, the areas which might benefit from HATs, and the safeguards for tenants. Asserts that whichever route tenants take after HAT improvements, they will be better off, since the trusts will provide better housing and a better quality of life.
