Abstract

Examines the criteria involved in selecting a system for a particular work measurement programme, including purpose of measurement, policy decisions, type of work, and desired time scale. Analyses the initial and ongoing costs involved in using a particular system which are viewed as an investment in the same category as capital investment. Concludes that an appropriate measurement technique can only be identified once the objectives of measurement and available systems are known.
