Abstract
Purpose
Religious Freedom Restoration Act (RFRA) is a controversial bill passed by the State of Indiana and signed into law in March 2015. The purpose of this paper is to look into whether there is empirical evidence that the political shock of RFRA had a negative empirical impact upon the hotel industry in Indiana’s major city, Indianapolis, and investigate how DMOs and other organizations in the tourism and hospitality industry worked in ways to counteract the threat of a great deal of loss of business caused by the national furor caused by the passing of the original bill in March 2015.
Design/methodology/approach
To fully examine the impact of RFRA on hospitality business in Indiana, secondary data were used in this study. The researchers used the Trend Market report created by Smith Travel Research (STR) (2016b) with a focus on the greater Indianapolis area, which include Indianapolis South East, Indianapolis Central Business District, Indianapolis Airport/Speedway, Indianapolis North Loop, and Indianapolis small towns. In the Trend Market report, hotel operation performance results are listed including occupancy percentage, average daily rate, revenue per available room, supply, demand, and revenue.
Findings
The findings from this investigation illustrate that there is no empirical reason to believe that the political shock of the RFRA controversy in Indiana in 2015 had a meaningful impact upon the hospitality and tourism industry in Indianapolis, despite concerns that it would make a big and negative impact upon the industry. While event planners may have a negative perception of the city of Indianapolis and the state, these perceptions do not seem to be enough to make a difference in terms of impacting upon the hospitality industry in Indianapolis.
Originality/value
There are lessons that could be learned from this, as many states in the USA continue to pass similar laws to RFRA, laws that are perceived as being problematic for those in the lesbian, gay, bisexual, and transgender (LGBT) community. The most noteworthy lesson is that the passing of laws that seem to threaten people of the LGBT community will bring a national response and will likely be accompanied with threats that are economic in nature. There is a great deal of evidence to show that passing any legislation that may be interpreted as infringing upon the rights of members of the LGBT community will result in substantial responses that may be negative in nature.

Abstract
Purpose
The purpose of this paper is to explore cultural tourism investment and resident quality of life in the Midwestern city of Indianapolis, Indiana. It is important to understand from a cultural tourism perspective how further attempts to grow and invest in tourism will affect resident perception of quality of life and future cultural tourism investment.
Design/methodology/approach
To achieve this goal, data from the 2012 Indianapolis Quality of Life survey was statistically analyzed to specifically examine how residents’ perceived quality of life affects cultural tourism investment. This allows for the study of what city-service attributes (i.e. safety, attractions, transportation, etc.) identify as potential indicators of whether residents’ perception of quality of life affects cultural tourism investment and if there were any correlations between demographic factors of age, gender, ethnicity, and household income with the perception that investing in cultural events and attractions for tourists is good for residents.
Findings
Results indicated that several key city-service attributes identify as potential indicators of whether residents’ perception of quality of life in Indianapolis affects residents’ perceptions that investing in cultural tourism for tourists is good for residents. Furthermore, excluding perceptions of cultural tourism investment, several key city-service attributes identified as potential indicators of residents’ perception of quality of life in Indianapolis. Finally, results indicated that demographic factors of gender, age, ethnicity, and income were not significant when it came to affecting the perception that investing in cultural events and attractions for tourists is good for residents.
Research limitations/implications
The findings of this study have unique academic and applied implications in the continued study of tourism in Indianapolis, Indiana. This study provided research related to the study of quality of life in Indianapolis and reported statistics for the 2012 Indianapolis Quality of Life survey. The data and statistical analysis reported in this study will serve as valuable information for future endeavors concerning cultural tourism and quality of life in Indianapolis. The identification of city-service attributes that significantly impact resident perception of quality of life and city-service attributes that, in conjunction with resident perception of quality of life, affect how residents perceive cultural tourism investments is important information that can be utilized by future researchers, tourism planners, and policymakers in Indianapolis. The analysis revealed what city-service attributes are important to residents of Indianapolis and demographic factors that affect resident perception of quality of life. The continued examination of these city-service attributes may help to identify areas of public service that need to be improved.
Practical implications
This study demonstrates that resident level of awareness pertaining to the benefits of cultural tourism investment are relatively low. Tourism planners, officials, and researchers can utilize this knowledge to better facilitate methods to gain resident support for cultural tourism investment and development. In addition, this research can be utilized to better understand the needs of residents and how tourism and various city-services impact their quality of life. If cultural tourism planners and other tourism officials better understand methods to gain resident support for cultural tourism investment then they can maximize economic and cultural tourism gains for the city.
Originality/value
This case study specifically focussed on cultural tourism to better present data regarding this issue; however, the authors believe future studies that examine both cultural and sports tourism could be beneficial. Aspects such as city-services and resident perception of quality of life could be examined from both cultural and sports tourism perspectives. This approach could produce beneficial results regarding cultural and sports tourism investment and potentially highlight demographic characteristics unique to cultural tourism and sports tourism supporters in the city of Indianapolis.

Purpose
Tax sales intersect with the market, housing policy and socioeconomic matters, but the topic in this context is understudied. The purpose of this paper is to investigate whether and how land banking is more effective in fostering positive property outcomes than tax lien sales and what market-based measures can be combined with land banking to reuse tax delinquent, vacant and abandoned properties.
Design/methodology/approach
This paper analyzes the consequences of tax lien sales and land banking in Indianapolis, Indiana, the USA. Various local data sources are used.
Findings
This paper finds that land banking, when compared to tax lien sales, results in less tax delinquency, less vacancy and abandonment, more increase in assessed value and fewer ownership changes after sales. Also, this paper shows the contributions of non-profit and for-profit developers as business partners to land banks.
Practical implications
This paper demonstrates the utility of the land banks that have become prevalent in some states in the USA over the past 20 years. The results of this paper recommend the realistic approach of combining government intervention and market forces.
Social implications
This paper sheds light on the US practice of tax lien sales. It goes largely unnoticed, but malpractice risks harming the vulnerable members of community.
Originality/value
Housing policy needs to find common ground with the market. It is a dilemma, more or less, for every country. The results of this paper suggest a harmonized public policy approach that includes land banking and the market can be effective in combatting with troubled properties.

The Indiana Writers Center (IWC) believes that everyone has a unique story to tell. The mission of IWC is to nurture a diverse writing community, to support established and emerging writers, to improve written and verbal communication, and to cultivate an audience for literature in Indiana (About the Indiana Writers Center, 2012, para. 1).
For more than 30 years, the IWC, a nonprofit organization, has worked to foster a vibrant literary writing community in Indiana, providing education and enrichment opportunities for both beginning and accomplished writers. (About the Indiana Writers Center, 2012, para. 1).
Teacher, writer, and community activist Darolyn “Lyn” Jones was asked to join the staff at the IWC in 2005 to meet the new initiative: take writing out of the center and to marginalized writers. Her charge was to help writers both find and share their voice.
The origin of this initiative began with a group of girls, ages 12–22 in a maximum state prison. The girls became the Center’s muse and because of their words, the Center was compelled to build, create, and nurture even more youth writers. The backstory of the IWC work with the girls will be featured in this chapter.
The product of that early work has now evolved into Building a Rainbow, an eight-week long summer writing program designed to teach creative narrative nonfiction writing program to youth using a curriculum that helps them identify meaningful moments, see them in their mind’s eyes, and bring them alive on the page in vivid, compelling scenes.
Currently funded by the Summer Youth Program Fund (SYPF) in Indianapolis, the Building a Rainbow writing program is free to youth participants and held in various locations that serve a diverse student population. This chapter will highlight our work with four different community partners: our first group of youth, girls at a maximum state prison, and our current work with an all African-American youth development summer camp for students ages 6–18 run by the Indianapolis Fire Department, a Latino leadership institute that works with Latino students ages 11–16, and a south side, historic community center that works primarily with Caucasian students living in poverty.

Abstract
Purpose
The purpose of this paper is to describe current challenges faced by women and underrepresented minority faculty members, the benefits of mentoring programs, conceptual frameworks that highlight a wellness model and mentoring relationships and the findings from a mixed methods evaluation of a formal mentoring program (EMPOWER) that highlights the indirect benefits of such a program and the impact on faculty well-being.
Design/methodology/approach
This study was based on grounded theory, in which analysis was ongoing as data were collected and a variety of methods were used to building understanding. Measures included a survey and semi-structured interviews and focus groups. The thematic analysis of qualitative data was conducted utilizing the constant comparative method. Descriptive statistics were calculated for quantitative data.
Findings
Findings focus on the indirect benefits of EMPOWER including creation of a safe space, continued relationships between mentees and mentors, networking benefits, acculturation to the campus and a better understanding of organizational politics and how these can positively impact faculty well-being.
Originality/value
The benefits of this formal mentoring program, and the impact on faculty well-being, are important to acknowledge, understand and share with the broader research community and other institutions of higher education.

Purpose
Migrant and seasonal farmworkers (MSFWs) have many health challenges due to the nature of their work, low wages, living conditions, mobility, and lack of health insurance. The purpose of this paper is to assess the availability of health services, barriers to accessing health care, and the prevalence of chronic conditions among MSFWs in Indiana.
Design/methodology/approach
A site-based convenience sample of MSFWs aged 14 years and older completed a cross-sectional survey. A total of 97 participants who currently or previously identified as farmworkers completed the questionnaire.
Findings
Almost one-third of the respondents reported no access to a health care provider. Of those, 43 percent reported that cost prevented them from seeking care. Of those who reported chronic conditions ( n=22), over 50 percent did not have access to a health care provider. These findings highlight the need to further investigate the magnitude of the problem and begin exploring ways to improve affordable health care access among MSFWs in Northeastern Indiana.
Originality/value
The results from this study highlight the need for the development and implementation of community health education programs that target MSFWs in Indiana. The findings, although not generalized, offer important insights into health care challenges and barriers to access in Indiana. The authors recommend that assistance programs should be implemented for providing affordable health care services for Hispanic MSFWs.

Purpose
The purpose of this paper is to compare family group conferences (FGCs) facilitated by police officers with those facilitated by a civilian along several dimensions including process, reparation agreements, recidivism, and time until failure.
Design/methodology/approach
Using observational data and juvenile histories of offending from the Indianapolis Restorative Justice Project, the authors attempted to answer four research questions: Are family group conferences facilitated by police officers procedurally different from family group conferences facilitated by civilians?; Are reparation agreements resulting from police‐officer‐facilitated conferences different from reparation agreements resulting from civilian‐facilitated conferences?; Did youths who participated in police‐facilitated conferences recidivate at different rates compared with youths who participated in civilian‐facilitated conferences?; Did youths who participated in police‐facilitated conferences have a longer time to failure than youths who participated in civilian‐facilitated conferences?
Findings
Generally, there appeared to be no major differences between conferences facilitated by civilians as opposed to police officers. Observations indicated that police officers seemed to lecture offenders more during the FGC and made more suggestions as to what should be in the reparation agreement. Youths who attended police‐officer‐facilitated conferences “survived” somewhat longer before re‐offending than youths who attended civilian‐facilitated conferences, although these differences were not statistically significant.
Research limitations/implications
While subjects in the Indianapolis experiment were randomly assigned to family group conferences or a “control group” diversion program, subjects were not randomly assigned to conferences according to facilitator type. This limits the generalizability of the findings.
Practical implications
The study suggests tjat both police officers and civilians are capable of facilitating FGCs, consistent with restorative justice principles. For police departments interested in responding proactively to early juvenile offending and in strengthening ties with the community, FGCs provide an opportunity through police officer training and involvement as conference facilitators. In contrast, in communities where the police may be disinclined to commit officers to the role of facilitator, the findings suggest that civilian facilitators can also effectively coordinate FGCs.
Originality/value
The study adds to the restorative justice literature by further examining conference processes and outcomes. Additionally, it offers the first empirical examination of some of the concerns that have been raised about police‐ as opposed to civilian‐facilitated conferences. The finding that there were few differences between police‐ and civilian‐run conferences suggests that the police are at least as capable as civilians in facilitating FGCs. This suggests that FGCs could be implemented as part of a community policing initiative utilizing police officers as facilitators. Similarly, FGCs could be implemented as part of a community justice initiative utilizing civilians as facilitators. The key to successful outcomes is likely to be driven by fidelity to theoretical principles as opposed to the formal role of the facilitator.
