Abstract

Purpose

The purpose of this paper is to explain how the author carried out the modernization project of the central library and establishment of an e-resource center at Chittagong Veterinary and Animal Sciences University (CVASU), stated the implementation of integrated library system (ILS) in a library and encouraged library professionals by sharing practical experience to implement modernization project in their libraries.

Design/methodology/approach

The paper describes the authors’ practical experiences regarding implementation of the modernization project of the central library and establishment of an e-resource center at CVASU using open-source ILS and library management systems (LMSs).

Findings

The study reveals practical and systematic approach toward implementation of the modernization project starting from the project proposals, fund release, vendor selection, mode of procurement, manpower selection, selection of ILS and LMS solution to the library’s day-to-day activities and a series of communication with the funding organization.

Practical implications

This paper will help librarians implement the modernization project in a practical way to their libraries. This paper stands as a unique case study for the new applicant and for those who have got University Grants Commission funding for library modernization.

Originality/value

The paper provides a practical experience in the implementation of a library modernization project complying all the procedures of funding agencies. The content of the paper was not published before in any form other than the internal workshop and presentation.

Abstract

Purpose

This study aims to explore whether socio-economic factors determine the level of menstrual knowledge and perceptions of schoolgirls in Bangladesh. The aim of this study is to understand how knowledge and perceptions vary with variations in the different socio-economic factors in a schoolgirl’s life such as place of residence, religion, age, grade, parents’ education, parents’ occupation, family income and even family size.

Design/methodology/approach

Data were collected from four schools (two in urban areas and two in rural areas). A total of 450 schoolgirls from grades V–X were interviewed to examine how knowledge and perceptions varied with different socio-economic aspects. Multiple logistic regression models were used to measure the associations between various socio-economic variables and perceptions of and knowledge about menstruation.

Findings

Respondents from urban areas were 4.75 times more likely and those 14–16 years old were two times more likely to report higher levels of knowledge about menstruation compared to their counterparts. Based on the father’s occupation, respondents whose father was engaged in a professional occupation were 1.983 times more likely to have a higher level of knowledge on menstruation compared to those whose fathers were in an unskilled profession. Similarly, the odds of positive perceptions on menstruation were 1.456 and 1.987 times higher, respectively, among respondents living in urban areas and those 14–16 years old, compared to their counterparts.

Originality/value

This study provides evidence that different socio-economic and even demographic factors are important in the development of menstrual knowledge and perceptions. Policy formulation and development actions related to adolescent girls’ physical and reproductive health development need to consider these factors in Bangladesh and in other developing countries, where poor knowledge and perception related to menstruation are hindering girls’ mental and physical development. This is expected that better knowledge and perception will facilitate girls’ right to have better health and social lives.

Abstract

Purpose

The purpose of this study is to explore the roles that should be practiced in university libraries of Bangladesh; the more specific objectives are to identify the present practicing roles of university libraries of Bangladesh, the tools and technologies which are needed for serving libraries in changing environment, the qualities of library professionals that are necessary for providing better service in changing roles of library and the problems of implementing changing roles in university libraries of Bangladesh and to explore the ways to overcome the existing problems.

Design/methodology/approach

Survey methods were used for gathering data using a well-structured questionnaire. The questionnaire was sent to the respondents of some selected public and private universities of different divisions of Bangladesh including Dhaka, Chittagong, Rajshahi, Khulna, Sylhet and Barisal. The respondents consisted of library and information professionals and IT professionals who are working in libraries. Descriptive analysis techniques of SPSS were used to analyze the quantitative data. Qualitative data has been analyzed using thematic analysis process.

Findings

The findings revealed that there are some hindrances to provide modern library service, lack of IT skills, funds and problems of intellectual property right act and provide some suitable suggestions for the advancement of modern university libraries of Bangladesh.

Originality/value

The insights and views of the respondents regarding tools and technologies obtained from this study are original and unique in nature.

Abstract

Purpose

Construction management is ameliorated by the lean construction concept in many direct and indirect ways to reduce waste of construction process and improve the value. The purpose of this paper is to identify the challenges of the implementation of lean construction in the Bangladeshi construction industry and to prioritize these factors that constitute these challenges.

Design/methodology/approach

A comprehensive literature review was used for shorting the global challenges of implementing lean construction. Subsequently, these challenges were incorporated into a structured questionnaire for survey. A total of 164 valid responses were collected from Bangladeshi construction practitioners involved in different types of construction organizations. The results were analyzed using the Relative Important Index (RII) and Mann–Whitney U test.

Findings

The findings revealed 41 challenges of lean construction implementation in the Bangladeshi construction industry. The highest ranking challenges are the lack of awareness about lean construction, lack of skills, training and lean techniques, unwillingness to change the existing culture, lack of management commitment, fragmented and cyclic nature of the construction project and unavailing communication between all project participants. The study also discusses some universally applicable solutions to overcome these challenges.

Originality/value

By the findings of this study, the Bangladeshi construction industry could get a new insight into the challenges of implementing lean construction. It could play a very important part in the body of knowledge, as it reveals the challenges of implementing lean construction for the first time with the socio-economic context of Bangladesh. Exploring the findings, the study could help the stakeholders, companies, academician, researchers and government to focus their effort and resources on the significantly appropriate issues. Furthermore, this study may beneficial to those developing countries especially in South Asia, who have shared the same socio-economic status with Bangladesh.

Abstract

Purpose

The purpose of this study is to explore the present practicing situation of digital record management (DRM) in the university libraries of Bangladesh. The more particular objectives are to identify the present preservation scenario of DRM, to find out the problems of DRM which are faced by archivists for long-term preservation, to identify the necessary tools and technologies for DRM and to explore the ways to overcome the existing problems.

Design/methodology/approach

Survey methods were used for gathering data using a well-structured questionnaire. The questionnaire was sent to the respondents of some selected public and private universities of Bangladesh.

Findings

The findings revealed that there are some hindrances to practise DRM, such as lack of stable preservation software, shortage of skilled IT personnel, allocation of insufficient budget, shortage of digital records, lack of proper training of library professionals, and these also provided some suitable suggestions, such as allocation of adequate fund, infrastructure development, recruitment of knowledgeable IT professionals, the simplicity of the intellectual property act, the willingness of authority regarding the implementation of DRM and frequently training arrangements for library professionals for the advancement of DH in the university libraries of Bangladesh.

Originality/value

The insights and views of the respondents regarding DRM tools and technologies obtained from this study are original and unique.

Abstract

Purpose

The purpose of this paper is to scrutinize the human rights dimensions of COVID-19 responses in Bangladesh through a viewpoint methodology in four critical areas: freedom of opinion and expression; access to information; protection of health-care workers; and marginalized populations’ access to health care. However, these responses remain non-aligned with the international human rights law obligations of Bangladesh, which undermines the human rights and dignity of its population. Based on the responses shaping and aggravating the situation, this paper concludes with some recommendations, which can be helpful for Bangladesh for better human rights responses in these areas, should a parallel situation emerge in the future.

Design/methodology/approach

This paper scrutinizes the human rights dimensions of COVID-19 responses in Bangladesh through a viewpoint methodology.

Findings

The responses of Bangladesh remain non-aligned with international human rights law obligations of Bangladesh, which undermines the human rights and dignity of its population.

Originality/value

This paper concludes with some recommendations, which can be helpful for Bangladesh for better human rights responses in these areas, should a parallel situation emerge in the future.

Abstract

Purpose

This study aims to present the variations of optimal seismic control of reinforced cement concrete (RCC) structure using different structural systems. Different third-dimensional mathematical models are used to examine the responses of multistory flexibly connected frames subjected to earthquake excitations.

Design/methodology/approach

This paper examined a G + 50 multi-storied high-rise structure, which is analyzed using different combinations of moment resistant frames, shear walls, seismic outrigger systems and seismic dampers to observe the effectiveness during ground motion against soft soil conditions. The damping coefficients of added dampers, providing both upper and lower levels are taken into consideration. A finite element modeling and analysis is generated. Then the nature of the structure exposed to ground motion is captured with response spectrum analysis, using BNBC-2020 for four different seismic zones in Bangladesh.

Findings

The response of the structure is investigated according to the amplitude of the displacements, drifts, base shear, stiffness and torsion. The numerical results indicate that adding dampers at the base level can be the most effective against seismic control. However, placing an outrigger bracing system at the middle and top end with shear wall can be the most effective for controlling displacements and drifts.

Originality/value

The response of high-rise structures to seismic forces in Bangladesh’s soft soil conditions is examined at various levels in this study. This study is an original research which contributes to the knowledge to build earthquake resisting high-rises in Bangladesh.

Abstract

Purpose

Application of appropriate shading device strategies in buildings can reduce direct solar heat gain through windows as well as optimize cooling and artificial lighting load. This study investigates the impact of common shading devices such as overhangs, fins, horizontal blinds, vertical blinds and drapes on energy consumption of an office building and suggests energy efficient shading device strategies in the contexts of unique Bangladeshi subtropical monsoon climate.

Design/methodology/approach

This research was performed through the energy simulation perspective of a prototype office building using a validated building energy simulation tool eQUEST. Around 100 simulation patterns were created considering various types of shading devices and building orientations. The simulation results were analysed comprehensively to find out energy-efficient shading device strategies.

Findings

Optimum overhang and fin height is equal to half of the window height in the context of the subtropical climate of Bangladesh. South and West are the most vulnerable orientations, and application of shading devices on these two orientations shows the highest reduction of cooling load and the lowest increment of lighting load. An existing building was able to save approximately 7.05% annual energy consumption by applying the shading device strategies that were suggested by this study.

Originality/value

The shading device strategies of this study can be incorporated into the Bangladesh National Building Code (BNBC) as new energy-efficient building design strategies because the BNBC does not have any codes or regulations regarding energy-efficient shading device. It can also be used as energy-efficient shading device strategies to other Southeast Asian countries with similar climatic contexts of Bangladesh.

Abstract

Purpose

This study aims to investigate and propose the potential practice of hibah al-ʿumra as a Shari‘ah-compliant policy that would encompass the disbursement of death benefits and facilitate their smooth distribution among the projected beneficiaries of the family Takāful.

Design/methodology/approach

This study uses a qualitative approach. It conducts semi-structured interviews with different Takāful practitioners in Malaysia. This study also consulted a few Shari‘ah scholars regarding their opinions on the application of hibah al-ʿumra in disbursing family Takāful benefits. The thematic analysis is carried out to analyse qualitative data.

Findings

From both Shari‘ah and the relevant industry perspectives, the notion of hibah al-ʿumra has a great potential to disburse the family Takāful benefits to the Takāful participants or nominated beneficiaries. Given the conditional nature of hibah in Takāful, it is argued that there is a scope for imposing some conditions to make hibah al-ʿumra a life grant gift. This is expected to play a significant role in resolving the issues relating to the disbursement of family Takāful benefits among the beneficiaries, where it becomes irrevocable.

Practical implications

In the current practice of family Takāful, in the event of the recipient’s death or divorce, the application of absolute hibah results in the disbursement of Takāful benefits among undesirable beneficiaries. In contrast, in hibah al-ʿumra, it is expected that subject to a condition of withdrawal, its practice would help manage any unwanted situation if other potential beneficiaries are nominated upon signing the agreement at the outset.

Originality/value

This study is expected to contribute to help channel the family Takāful benefits into the desired beneficiaries being the proposed hibah al-ʿumra as a form of conditional hibah. Besides, this type of hiba can be treated as a solution in any adverse situation.

Abstract

Purpose

This paper aims to identify the critical project management success factors and analyze those factors to achieve a sustainable construction industry in Bangladesh.

Design/methodology/approach

This study identified 41 major problematic factors from the related literature. In this research, a detailed questionnaire survey was conducted among the experts and stakeholders of the construction industry of Bangladesh. The survey was carried out on a Likert scale and ranked the critical factors using the relative importance index (RII). The 41 problematic factors were divided into five group factors and ranked by the RII index to prioritize the factors. Finally, stakeholders' opinions were analyzed with the critical assessed factors, which was a very effective technique to eliminate the risks and uncertain occurrences in the construction industry of Bangladesh.

Findings

The factors analysis revealed that cost overrun, traffic jam, low wedges, slow payment for completed works and financial issues of the owner were leading critical factors in construction projects. Moreover, the critical factors are divided into five-factor groups, namely, financial management, monitoring and feedback, competency management, communication and coordination management, and risk management, which exhibit 0.767, 0.720, 0.711, 0.710 and 0.658 RII values. After all, the stakeholders' opinion suggested that implementing modern tools and techniques can help to avoid the critical situation in the construction industry of Bangladesh.

Practical implications

The construction industry of Bangladesh is moving away from stable construction work day by day. Previously, the potential CSFs were discussed unstructured way. Hence, detecting early warning signals in a structured way has become necessary for the building firm's survival.

Originality/value

Though some scattered critical issues are discussed in different literature, the critical issues of the Bangladeshi construction industry were not investigated extensively. Therefore, this study finds out the potential critical issues of the construction industry of Bangladesh to accumulate such harmful construction issues in a single platform so that the construction industry can have an overview of them with the help of innovative technologies.
