Abstract

Purpose

Delays in utility shifting during road construction have broad ramifications. These delays not only lengthen the project's timeline but also raise expenses and cause problems with resource allocation. Thus, this study investigates the influence of delay in utility shifting for extension of time claims in road construction projects (RCPs) in Sri Lanka.

Design/methodology/approach

The study used a quantitative approach with three rounds of Delphi surveys to gather empirical data. Further, the probability impact assessment was used to carefully analyse the data and appraise the information gathered.

Findings

The findings initially revealed 33 causes of delays in utility shifting for extension of time claims in RCPs in Sri Lanka. Ultimately, 11 severe causes were identified based on their high probability and impact, concluding with 45 strategies that were assigned to overcoming those most severe causes of delay.

Originality/value

This study will contribute to the industry and theory by providing solutions to handle utility-shifting delays with the linkage of preventing time extension claims for RCPs in Sri Lanka. Further, there is a dearth of literature in the research area, both locally and globally. Thus, the findings of this research will provide a benchmark for further detailed studies in other countries as well.

Abstract

Purpose

Public-private partnership (PPP) highway projects in India are undertaken at both state and national levels, such that differences exist in how the procuring authorities manage project risk during the development and construction phase under different institutional frameworks. This study assesses the performance implication of the different administrative positionings of the procuring authority.

Design/methodology/approach

A data set of 516 PPP highway projects implemented in India formed the basis of this study. Means comparison, ordinary least squares (OLS) regression and seemingly unrelated regression were used to assess the impact of procuring authority on schedule performance.

Findings

The findings suggest that the state and the national highway projects were no different in achieving financial closure. However, the administrative positioning of the procuring authorities had a significant impact on other schedule performance variables. The construction of the state highway projects started quickly after the financial closure compared to the national highway projects. Moreover, the state highway projects were not only planned to be implemented at a faster rate but they were actually implemented at a faster rate and had a lower time overrun.

Practical implications

Procuring authorities under the state governments, being closer to the project, are better placed to manage project risk than those under the national government.

Originality/value

The administrative distance of the procuring authority from the PPP project and its implication on performance has never been studied.

Abstract

Purpose

Relocation of utilities is a major source of delay in Indian infrastructure projects. This delay is particularly critical in road and bridge construction projects. The purpose of this paper is to identify the various factors and also the interrelationships between the factors which influence the delays in the relocation of utilities.

Design/methodology/approach

Case studies were conducted on 11 road and bridge projects in India with varying levels of complexity and size. Factors causing relocation delays were identified using computer aided qualitative analysis methodology. Cognitive mapping technique was used to map the interrelationships between the factors and to identify the critical delay factors.

Findings

Factors affecting delays were identified across two groups, namely, technical and organizational factors. The study offers insights into the kinds of interactions of factors that can lead to delays in a project. The critical factors causing delays were identified as slow response from utility agencies, difficulty in identification of underground utilities, lack of information on underground utilities and conflict between agencies.

Research limitations/implications

The limitations of the study are that the interview respondents are not evenly distributed among the type of organizations which may have induced some bias in responses. The impact of the utility relocation delays on the overall project delay has to be detailed further.

Practical implications

The interrelationships between factors has the potential to help the officials of highway department, contractors, utility agencies and others understand how various interactions/linkages of factors contributes to delays in utility relocations. Recommendations are provided for the practical use and to reduce the impact of delays.

Originality/value

Utility relocation has received very little attention in the extant literature and this paper seeks to contribute to knowledge in this area by identifying the linkages between factors and the critical factors of utility relocation delays in India.

Abstract

Purpose

Some of the major concerns since the implementation of smart meters (prepaid meters) in some parts of Ghana is how electricity consumers have benefited from data obtained from these meters by providing important statistics on electricity-saving advice; this is one of the key demand-side management methods for achieving load reduction in residential homes. Appliance shifting techniques have proved to be an effective demand response strategy in load reduction. The purpose of this paper is therefore to help consumers of electricity understand when and how they can shift some appliances from peak to off-peak and vice versa.

Design/methodology/approach

The research uses an analysis technique of Richardson et al. (2010). In their survey on time-of-use surveys to determine the usage of electricity in households as far as appliance shifting was concerned, this study allowed for the assessment of how the occupants’ daily activities in households affect residential electricity consumption. Fell et al. (2014) modeled an aggregate of electricity demand using different appliances (n) in the household. The data for the peak time used in this study were identified from 05:00 to 08:00 and 17:00 to 21:00 for testing the load shifting algorithms, and the off-peak times were pecked from 10:00 to 16:00 and 23:00. This study technique used load management considering real-time scheduling for peak levels in the selected homes. The household devices are modeled in terms of controlled parameters. Using this study’s time-triggered loads on refrigerators and air conditioning systems, the findings suggested that peak loads can be reduced to 45% as a means of maintaining the simultaneous quality of service. To minimize peak loads to around 35% or more, Chaiwongsa and Wongwises (2020) have indicated that room air conditioning and refrigerator loads are simpler to move compared to other household appliances such as cooking appliances. Yet in conclusion, this study made a strong case that a decrease in household peak demand for electricity is primarily contingent on improvements in human behavior.

Findings

This study has shown that appliance load shifting is a very good way of reducing electrical consumption in residential homes. The comparative performance shows a moderate reduction of 1% in load as was found in the work done by Laicaine (2014). The results, however, indicate that load shifting to a large extent can be achieved by consumer behavioral change. The main response to this study is to advise policymakers in Ghana to develop the appropriate demand response and consumer education towards the general reduction in electrical load in domestic households. The difficulty, however, is how to get the attention of consumer’s on how to start using appliances with less load at peak and also shift some appliances from off-peak times. By increasing consumer knowledge and participation in demand response, it is possible to achieve more efficiency and flexibility in load reduction. The findings were benchmarked with existing comparison studies but may benefit from the potential production of structured references. However, the findings show that load shifting can only be done by modifying consumer actions.

Research limitations/implications

It should be remembered that this study showed that the use of appliances shifting in residential homes results in load reduction benefits for customers, expressed as savings in electricity prices. The next step will be to build on this cost/benefit study to explain and measure how these reductions transform into net consumer gains for all Ghanaian households.

Practical/implications

Load shifting will include load controllers in the future, which would automatically handle electricity consumption from various appliances in the home. Based on the device and user needs, the controllers can prioritize loads and appliance usage. The algorithms that underpin automatic load controllers will include knowledge about the behaviors of groups of end users. The results on the time dependency of activities may theoretically inform the algorithms of automatic demand controllers.

Originality/value

This paper addresses an important need for the country in the midst of finding solutions to an unending energy crisis. This paper presents demand response to the Ghanaian electricity consumer as a means to help in the reduction of load in residential homes. This is a novel research as no one has at yet carried out any research in this direction in Ghana. This paper has some new information to offer in the field of demand in household electricity consumption.

Purpose

Utility relocation issues are unfortunately frequent and recurring problems in several countries’ highway projects. Very few studies have addressed the utility relocation issues in highway projects. The purpose of this paper is two-fold. First, this paper explores how the utility relocation issues are managed in highway projects. Second, this paper systematically identifies the prioritized technical and coordination strategies to be adopted to avoid delays in utility relocation.

Design/methodology/approach

Multiple case-based research methodology was used to explore how the utility relocation issues are managed in highway projects. Empirical evidences from 11 road and bridge projects in India were used to develop the descriptive storyline for each of the project. The strategies used to manage the utility relocation issues were identified from three sources namely literature review, case studies and nominal group technique (NGT). The strategies were then evaluated quantitatively using NGT.

Findings

The analysis of the case studies showed that the delays in utility relocation were in the range of 5-52 months. It was found that the duration of relocation of utilities is impacted more significantly by the complexity of underground utilities rather than the size of the projects. Strategies that are used to manage utility relocation were identified across two groups namely; technical and coordination strategies.

Practical implications

Recommendations are provided for the practical use and policy changes.

Originality/value

The prioritized technical and coordination strategies can be used systematically to avoid delays in utility relocation.

Abstract

Purpose

The relocation of existing underground utilities in urban environments is complex because of the existence of multiple utility agencies being responsible for numerous utilities and over constrained space and time to execute maintenance works. Unfamiliar location and insufficient records of maintenance data hamper the flow of work, causing unnecessary delays and conflicts. The aim of the paper is to explore 4 dimensional Building Information Modeling as a smart solution for the management of multiple utility data for a relocation project in an urban setting.

Design/methodology/approach

An empirical case-based research methodology is used to collect data and develop the BIM models. Two ongoing construction projects in an urban city are empirically studied, and 4D BIM models of identified utilities are developed to assist management and relocation of existing utilities.

Findings

The developed BIM models enabled the location of existing sub-surface utilities through 3D visualization and also enabled clash detection. The 4D simulation of BIM model enabled the tracking of actual progress of relocation works and thereby helped in taking necessary actions to minimize forthcoming delays. The evaluation of the developed model showed that the application of 4D BIM improved communication and coordination during utility relocation works.

Practical implications

4D BIM for utility infrastructure provides better management of utility information. They provide utility stakeholders an efficient way to coordinate, manage utility relocation processes through improved visualization and communication with a reduction in delays and conflicts.

Originality/value

Limited efforts were made using 3D BIM for sub-surface utility infrastructure in visualization and management of utility information. Efforts using 4D BIM in coordination and management of utility projects are left unexplored. This study adds value to the current literature through the application of 4D BIM for utility relocation projects.

Responses from 1,347 Japanese adults are collected through an online survey, and their responses are analyzed using a random parameter logit model.

Findings

The paper finds that social preference for the present income of a stranger equals social preference for the income of an acquaintance 140 days later, of a close friend 224 days later, and of a family member 255 days later.

Originality/value

The paper simultaneously estimates social preference parameters, including the inequality aversion rate, the social discount rate, and the time discount rate.

Abstract

Purpose

Avoiding truck congestion and peaks in landside activity is one of the challenges to container terminal managers. The spreading of truck arrivals at terminals can be facilitated by widening the opening hours of terminals at the landside. Israel’s Ministry of Transport has instituted the “Good Night Program”, involving monetary incentives for importers and exporters who deliver containers to ports at night.

Design/methodology/approach

This paper aims to quantitatively examine the market utility resulting from shifting traffic from daytime to nighttime, and analyzes customer considerations regarding nighttime transportation.

Findings

The external utility found in the traffic-economics model is quite similar to the economic incentive given to customers. Therefore, a significant increase of the incentive is not feasible.

Originality/value

Furthermore, it seems that an incentive method by itself is not effective enough, and does not motivate customers to act and find creative solutions to the obstacles they face. To achieve a considerable change in nighttime transport to Israeli ports, more effective methods should be examined.

Abstract

In this paper, we analyze statistical properties of stated choice experimental designs when model attributes are functions of several design attributes. The scheduling model is taken as an example. This model is frequently used for estimating the willingness to pay (WTP) for a reduction in schedule delay early and schedule delay late. These WTP values can be used to calculate the costs of travel time variability. We apply the theoretical results to the scheduling model and design the choice experiment using measures of efficiency (S-efficiency and WTP-efficiency). In the simulation exercise, we show that the designs based on these efficiency criteria perform on average better than the designs used in the literature in terms of the WTP for travel time, schedule delay early, and schedule delay late variables. However, the gains in efficiency decrease in the number of respondents. Surprisingly, the orthogonal design performs rather well in the example we demonstrated.
