Abstract

Purpose

The purpose of this paper is to evaluate if, given personal, supply-related features, and labour demand-related variables, there is a difference in the share of women finding more stable jobs with respect to men, in an eight-year time span.

Design/methodology/approach

Fragmentation leads to a lower probability of transitioning into more certain, full-time work positions. The authors analyse a rich cohort of dependent workers in Emilia-Romagna to investigate whether part-time jobs lead to full-time jobs in a “stepping-stone” fashion and whether this happens with the same probability for men and women. The focus is on the cost of part-time jobs rather than the contrast between permanent and temporary jobs, as often observed in the literature. The authors also evaluate the transition between part-time job formulae and open-ended work arrangements to determine whether women's transition to full-fledged, stable work positions is slightly rarer than their male counterparts. Even if the authors allow for the fact that part-time contracts can be a choice and not an obligation, these contracts generate more flexibility in managing the equilibrium between private and work life and create more uncertainty than full-time contracts because of the fragmentation associated with these arrangements.

Findings

The authors find that women have a more fragmented working career than men, in that they hold more contracts than men in the same time span; moreover, the authors find that part-time jobs act more as bottlenecks for women than for men.

Originality/value

The authors use a large administrative dataset with over 600,000 workers observed in the 2008–2015 time span, in Emilia Romagna, Italy. The authors can disentangle the number of contracts per worker and observe individual, anonymise personal features, that the authors consider in the authors' propensity score estimate. The authors ran a robustness check of the PSM estimates through coarsened exact matching (CEM).

Abstract

Purpose

The purpose of this paper is to understand if and how industrialized house building (IHB) could support productivity developments for housebuilding on project and industry levels. The take is that fragmentation of construction is one explanation for the lack of productivity growth, and that IHB could be an integrating method of overcoming horizontal and vertical fragmentation.

Design/methodology/approach

Singe-factor productivity measures are calculated based on data reported by IHB companies and compared to official produced and published research data. The survey covers the years 2013–2020 for IHB companies building multi-storey houses in timber. Generalization is sought through descriptive statistics by contrasting the data samples to the used means to control vertical and horizontal fragmentation formulated as three theoretical propositions.

Findings

According to the results, IHB in timber is on average more productive than conventional housebuilding at the company level, project level, in absolute and in growth terms over the eight-year period. On the company level, the labour productivity was on average 10% higher for IHB compared to general construction and positioned between general construction and general manufacturing. On the project level, IHB displayed an average cost productivity growth of 19% for an employed prefabrication degree of about 45%.

Originality/value

Empirical evidence is presented quantifying so far perceived advantages of IHB. By providing analysis of actual cost and project data derived from IHB companies, the article quantifies previous research that IHB is not only about prefabrication. The observed positive productivity growth in relation to the employed prefabrication degree indicates that off-site production is not a sufficient mean for reaching high productivity and productivity growth. Instead, the capabilities to integrate the operative logic of conventional housebuilding together with logic of IHB platform development and use is a probable explanation of the observed positive productivity growth.

Abstract

Purpose

This paper maps gender‐related outcomes of the World Trade Organization Government Procurement Code (GPC) by highlighting the role of deskilling in changing labor market rewards for women employed in traditionally feminine service occupations.

Design/methodology/approach

The emergence of the “contract state” is examined as a major response to the GPC, one, that generates fragmentation and promotes deskilling in public service jobs. Fragmentation is examined by comparing average income in direct public employment and in public procurement contracts.

Findings

In the context of service procurement, previous collective agreements recognizing skill and experience are circumvented generating precarious employment for skilled employees.

Originality/value

The analysis unveils the ways in which the contract state through its prioritization of low‐cost bids, promotes women's deskilling in public services. It contributes to a better understanding of the importance of employees' representatives' active participation in tender committees as well as in long‐term auditing of service contractors.

Abstract

Purpose

This study extends the concept of managerial efficacy to include managerial means efficacy (MME) attributed to the utility and quality of means external to managers for performing a task. Focusing on its antecedents, the authors theorize and empirically test MME sourced from the organization (MMEO) and situate the examination under extreme events.

Design/methodology/approach

This study uses a 2016 national survey of 892 top managers in 273 US largest transit agencies covering 82% of the entire population. Participants report their confidence for their organization to perform effectively under various extreme events. The survey data are matched with data from various institutional data sources to capture organizational characteristics, operations and experience with extreme events.

Findings

Findings suggest that organizational-level factors influence MMEO. Specifically, organizational slack and relationship management of key jurisdictional stakeholders positively predict MMEO, whereas political fragmentation is negatively associated with MMEO.

Practical implications

Organizations can bolster MMEO, hence, managerial efficacy through developing organizational slack and engaging in relationships building with jurisdictional stakeholders. Those initiatives have particular importance for those with boundary-spanning service areas.

Originality/value

The study advances understanding of managerial efficacy by directing attention to means external to managers' self. It also brings clarity to the notion of “confident managers” or “managerial confidence” broadly applied in previous studies. Findings provide insights about capacity-building interventions to build managerial efficacy through improving external means, circumventing the need to alter self-efficacy that is typically stable and resistant to change.

Abstract

Purpose

The purpose of the paper is to study the influence of procurement on the performance of integrated design teams.

Design/methodology/approach

The research paradigm is based on Russian socio‐constructivist approach to activity theory. Activity theory, as opposed to natural or social science, is a design science approach that focuses on the context aspect of project. A triangulation of qualitative research methods is used to investigate the dynamic of integrated teams in two different procurement contexts.

Findings

The paper is conclusive regarding the influence of procurement on team efficiency. It demonstrates that traditional procurement processes reinforce socio‐cognitive barriers that hinder team efficiency. It also illustrates how new procurement modes can transform the dynamic of relationships between the client and the members of the supply chain, and have a positive impact on team performance.

Practical implications

The paper demonstrates first that problems with integrated design team efficiency are related to context and not process – they are not technical but socio‐cognitive; second that fragmented transactional contracting increases socio‐cognitive barriers that hinder integrated design team performance; third that new forms of relational contracting may help to mitigate socio‐cognitive barriers and improve integrated design team performance, fourth that changing the context through procurement does not address the problem of obsolete design practices.

Originality/value

The paper brings together theories of production in lean construction and social learning as a rival approach to traditional project management theory for demonstrating the importance of context on team performance.

Abstract

Industry 4.0 and its leading-edge components are transforming all aspects of human life with wide-ranging repercussions for managing production and workforce in the digital age. The traditional definitions of formal and informal employment are no longer applicable to our world, thanks to disruptions of various nature. The innovation landscape is radically altering the way work is done as well as where it is done, leading to an expansion of the gig economy with its freelancers, contract workers, agile workforce, or independent workforce who are constituting increasingly more temporary providers of labor. In addition to a tension between technological development and loss of jobs at the expense of individuals with lower set of skills, advancing technology is enabling new forms of organizing through facilitating new work arrangements. The new world of work is characterized by short-term contracts, fluidity, fragmentation, transience, temporariness, increased autonomy, and independence, on the one hand, and by precarity, financial instability, job uncertainty, and insecurity embedded in its very fabric, on the other, hence presenting both opportunities and challenges that need to be urgently addressed by researchers and policymakers. The inevitable tension between technology-driven developments in economy and labor markets is further exacerbated by the most recent pandemic and global economic recession, making scholarly and policy discussions all the more relevant.

Abstract

Purpose

Project management (PM) is a diverse discipline which covers the study of management practices. Different research approaches have been used in the study of PM but not much emphasis has been given to the constructive approach which is implicitly applied in most cases through managerial constructions. The purpose of this paper is to support the application of the constructive research approach to the construction PM discipline. It is also aimed at showing the rigour of the constructive research approach that satisfies the requirements of applied studies research.

Design/methodology/approach

The study is carried out via extensive literature review and a demonstrative example of the development of the Specialist Task Organisation procurement approach through the six stages of the constructive research approach.

Findings

The paper shows the applicability of the constructive research approach to construction and PM. The paper also highlights some criticisms that the constructive approach has not been firmly rooted in PM research and suggests some solutions.

Research limitations/implications

The constructive research approach is applicable to the PM discipline because most research in this field is applied and practical. The paper specifically scrutinises and promotes the constructive research approach.

Originality/value

The paper will provide an additional research tool in the PM discipline that produces innovative solutions which are grounded by valid research instruments. The impact of this paper will increase the popularity of this research methodology, generate and stimulate a debate to further explore its application and the development in the PM discipline.

Abstract

Purpose

Based on the brief historical review, the purpose of this paper is to expound the target and bottom line for the farmland institutional reform of in China, analyze the “Chinese scenes” and historical heritage of farmland institutional arrangement, evaluate the policies and their effects over the last four decades and outline the keynotes and possible direction of the future reform.

Design/methodology/approach

The paper builds the analytical clue of “institutional target – institutional heritage – policy effort – realistic dilemma – future direction” and review and forecast the Chinese farmland institutional reform.

Findings

The farmland institution is an important issue with Chinese characteristics. Over the last four decades, the farmland institutional reform in China has focused on “stabilizing the land property rights” and “promote the farmland transfer.” As the study indicates, the promotion of farmland transfer has not effectively improved the scale economy of agriculture and stabilizing land property rights by titling may restrain the development of farmland transfer market because farmland transfer is of special market logic.

Originality/value

It depends on the revitalization of farmland management rights to resolve the transaction constraint of personal property and its endowment effect in farmland transfer. And, classifying the land management property to involve farmers into the economy of division can be reference for the reform of traditional agriculture worldwide.

Abstract

Purpose

Using a case study method, the article investigates the impact New Public Management (NPM), through outsourcing has had on the management of government information at the Swedish Transport Agency. In April 2015 the Agency outsourced its IT-operations to IBM company. Some of the IBM sub-contractors had not been cleared by the Swedish Security Service. This exposed the Agency’s information to risk. By outsourcing the IT operations, the General Director of the Agency deviated from the laws governing government information such as the Swedish Security Protection Act, the Personal Data Act and the Publicity and Secrecy Act.

Design/methodology/approach

The researcher has applied a case study method as the investigation focuses on a phenomenon in a real-life setting. The case study method entails the use of past studies, which facilitates the exploration and understanding of a complex issue. The phenomenon under investigation is NPM’s impact, through outsourcing, on the management of public information at the Swedish Transportation Agency.

Findings

Outsourcing should be foregone by well-formulated contracts that should put into consideration the management of government information and the involvement of all stakeholders such as records managers/archivists, IT personnel, heads of departments, lawyers and business analysts. Outsourcing risks to compromise the two tenets of democracy that is, accountability and transparency which are central to Swedish public administrations’ operations.

Research limitations/implications

The study is limited by the fact that it only presents the views of the archivists. This was, however, purposely done because their voice was missing during the discussions that followed after the data breach scandal had become public knowledge. Additionally, archivists are supposed to play a major role in the management of government information at Swedish institutions. Further research that will involve different categories of employees might give a deeper and better understanding of the impact that NPM, through outsourcing, is having on the management of government information and what implications this might have on issues of trust, transparency and accountability.

Practical implications

The study demonstrates the need for well-formulated outsourcing contracts that will include information management clauses. It is of crucial importance in a democratic society that access to government information is not compromised as institutions endeavor to achieve efficiency and high-quality service delivery.

Social implications

It is government information that gives citizens knowledge about the various processes of government institutions. It is therefore of paramount importance that government information is not left in the hands of unauthorized companies that are involved in the outsourcing activity but should be securely managed and guarded, as the opposite might pose privacy and national security challenges and hence undermine the trust that citizens have in government institutions.

Originality/value

The search that the author conducted confirmed paucity in research that discusses issues related to NPM, outsourcing and the management of government information. This paper is therefore a contribution to the discourse from an archives and information management perspective.
