Abstract

Purpose

The purpose of this paper is to examine the factors (including conservation payments) that influence household decisions to participate in off-farm work and estimate the impact of participation on household welfare under the auspices of the Grain for Green (GfG) program.

Design/methodology/approach

The authors used survey data from 225 farm households on the Loess Plateau and addressed the possible sample selection and endogeneity problems by employing a jointly estimated endogenous switching regression (ESR) model.

Findings

The findings of this paper are as follows: off-farm participation is positively related to households’ educational attainment and negatively related to their land resource endowment and the presence of children; participation in off-farm work exerts positive effects on household income and per capita household income, but negative effects on farm productivity; and conservation payments show no significant impact on off-farm participation, no significant impact on any of the three household welfare indicators for off-farm non-participant households, but a significantly negative impact for off-farm participant households.

Originality/value

This paper makes two contributions. First, the authors address the selection bias and endogeneity problem of GfG participating households by employing the ESR method and explicitly estimating the treatment effects of off-farm participation on their household welfare. Neglecting these problems leads to biased estimates and misleading policy implications. Second, this analysis stresses the important role of government in reducing market or institutional failure and other barriers that impede farmers’ efficient allocation choices instead of compensating households for conserving sloping land, shedding new light on the most effective policy options to achieve the program’s goals.

Abstract

Purpose

The purpose of this paper is to examine the impacts of direct government payments on agricultural production and exports in the USA.

Design/methodology/approach

Alternative regression models are estimated using the time‐series data of 1960 to 2010 from ERS/USDA to address the research questions.

Findings

Regression results suggest that current direct government payments had negative influences on US agricultural production and exports, and the lagged influences were positive, but as a whole the impacts of direct government payments were very limited.

Practical implications

Findings from this study provide useful information to agricultural policymakers in the USA, as well as other nations such as China. China may learn from the US experience in developing agricultural subsidies that are effective and allowed under WTO.

Originality/value

While many agricultural trade disputes under WTO are related to the question of whether domestic government supports have boosted agricultural production and exports or reduced imports, this paper addresses the question based on empirical analysis.

Abstract

Purpose

In recent years, prices for prime farmland have increased substantially, begging the question is the dramatic increase the result of a speculative bubble or consistent with market fundamentals with increases driven by increased global demand, low interest rates, and recent changes to US agricultural and energy policies. The purpose of this paper is to investigate the impacts of recent agricultural support policies and ethanol policies on farmland values and rental rates.

Design/methodology/approach

Farm-level Agricultural Resource Management Survey data collected by the United States Department of Agriculture (USDA) between 1998 and 2008 as well as county-level data collected by the USDA, US Census Bureau, and Bureau of Economic Analysis are used to determine the impacts of recent agricultural support policies and ethanol policies on farmland values and rental rates, while controlling for parcel characteristics and urban pressure. Specifically, weighted ordinary least squares and two-stage least squares are used to investigate the impact of various governmental agricultural support policies, corn ethanol facilities location, and local corn ethanol production capacity on farmland values and rental rates.

Findings

The results indicate that government payments, urban pressure, and the proximity of the parcel to an ethanol facility have a positive impact on both farmland values and rental rates. More specifically, parcels located in the same county as at least one corn ethanol facility are more valuable and command higher rental rates. In addition, county-level ethanol production capacity is positively associated with farmland values and rental rates. An inverse relationship between distance of the parcels from an ethanol facility and farmland values is also found; a similar result is found for rental rates.

Research limitations/implications

The findings suggest that agricultural support payments and ethanol policies are capitalized into farmland values. These findings have important implications for the formulation of future farm policy. A limitation of the analyses is that farmland values are estimated by landowners; future research could utilize farmland transaction data to overcome potential biases generated by using landowner estimates. In addition, while our study period covers 11 years, future research could expand the time period further to analyze the effect of more recent agricultural and ethanol policies.

Originality/value

This paper extends prior research pertaining to factors influencing farmland values and rental rates by also examining the proximity of the parcel to an operating ethanol facility using a unique data set.

Abstract

Purpose

US decoupled direct payments, paid to farm operators based on historic yields and base acreage under the 2002 Farm Bill, may alter a farmer's access to credit or his ability to meet debt servicing obligations. More specifically, direct payments might improve the farmer's liquidity position or repayment capacity enabling the farmer to obtain more favorable credit terms. In turn, more favorable credit terms might allow a farm to remain in business or expand production, leading to current production distortions. Since direct payments are based on historic production, beginning farmers tend to receive lower levels of direct payments and hence these payments might impact beginning farmers differently than more experienced farmers. The purpose of this paper is to investigate the effects of direct payments on liquidity and repayment capacity for experienced and beginning farmers.

Design/methodology/approach

Given the manner in which direct payments are calculated and administered, it is likely that direct payments affect beginning farmers and more experienced farmers differently; hence the authors analyze the impacts of direct payments on the current and term debt coverage ratios for these two groups separately. In the analysis, the authors control for farm financial characteristics, farm operator characteristics, and other factors. Data from the US Department of Agriculture (USDA) Agricultural Resource Management Survey (ARMS) for the years 2005, 2006, and 2007 were used in the weighted regression analysis and jackknifed standard errors computed.

Findings

A positive significant relationship was found between the level of direct payments (in dollars) and the term debt coverage ratio for experienced farmers, suggesting that direct payments improve repayment capacity. However, this relationship is not significant for beginning farmers. Also, a negative significant relationship was found between the number of base acres and the current ratio for experienced farmers, while this relationship lacks significance for beginning farmers.

Originality/value

The paper provides evidence that decoupled direct payments impact a farmer's liquidity and repayment capacity. Furthermore, direct payments impact beginning and experienced farmers differently. This paper also contributes to the growing body of research investigating the mechanisms by which decoupled payments have the potential to distort current production.

Abstract

This research examines factors influencing the adoption of crop and revenue insurance. This is accomplished by estimating a multinomial logit model of insurance choices facing U.S. farmers. Results indicate significant differences in the probabilities of adoption of each insurance plan. The levels of selected explanatory variables, such as operator’s education level, debt‐to‐asset ratio, off‐farm income, soil productivity, participation in production and marketing contracts, and type of farm ownership, appear to be the determinants of the probability of having adopted each insurance plan.

Abstract

Purpose

The paper examines the evolution of beginning farms’ income statement and balance sheet items over a 15-year period. The purpose of this paper is to gain insight into the diversity of beginning farms from a financial point of view.

Design/methodology/approach

Using the USDA’s Agricultural Resource Management Survey (ARMS), the author constructs a synthetic panel of data consisting of age cohorts of beginning farmers and follow them over time. Baseline financial information for the farm income statement and balance sheet is examined in 1999 and again in 2014 for each cohort.

Findings

Overall, there is a marked contrast in the evolution in the income statement between beginning farmers who are under 45 years old and those over 45. The gross cash income of the youngest cohorts grows tremendously, as do their expenses, indicating rapid expansion in production on the part of the youngest cohorts. The change in the balance sheets of the cohorts also provides a glimpse into the changing roles of beginning famers over time. The youngest cohort of beginning farmers increase the current and non-current assets on their balance sheets by a substantial amount, more than doubling both. Furthermore, the youngest cohort is the only group to take on more current liabilities, indicating increased financing of the production expenses.

Practical implications

Differences in the evolution of financial profiles of beginning farms may predict differences in future output, and it could be a predictor of the farm’s operational goals or intentions, as well as predictor of future financial needs and challenges.

Originality/value

Knowing and understanding likely trajectories of beginning farmers may provide an opportunity to better tailor farm programs, outreach, and support to beginning farmers.

Abstract

Purpose

There is a great deal of interest in ecosystem or natural capital accounting and in methods to estimate monetary valuations of ecosystems. This paper aims to explore methods that may assist agricultural (livestock grazing) enterprises to estimate the monetary value of the productive capacity of the ecosystems they use. Such estimations are expected to provide a more complete set of information about the performance of pastoral operations and may assist them to assure ecological and economic sustainability.

Design/methodology/approach

This paper applies five different methods for valuation of the productive ecosystems used in extensive agricultural (grazing) systems. The methods apply different approaches to valuation described in the United Nations System of Environmental-Economic Accounting (SEEA) and Australian Accounting Standards (AASs). To do this, the paper uses financial information drawn from the long-term performance of an economically and environmentally sustainable pastoral enterprise.

Findings

SEEA- and AAS-compliant methods to measure the value in use of provisioning ecosystems are practical and useful. The estimations contribute to a reasonable range of fair values required by AASs and improve the availability of information that would be useful in improving the performance of the operation and compare it to reasonable alternate management strategies.

Research limitations/implications

The SEEA is an international standard and AASs are closely aligned to the International Accounting Standards, so the methods described in this paper are likely to be generalisable to enterprises grazing low-rainfall rangelands in other countries. However, their ability to appropriately accommodate the extensive modifications to ecosystems caused by cultivation and fertilisation needs to be tested before they are applied to grazing operations in high-rainfall areas or other forms of agriculture such as cropping or horticulture.

Practical implications

The availability of standards-compliant methods for ecosystem valuation means that companies who wish to include ecosystems on a voluntary and informal basis as sub-classes of land in their general purpose financial reports may be able to do so. If these methods are SEEA-compliant, they could be combined with information about the ecosystem type, extent and condition to produce a set of national ecosystem accounts so that the contribution of ecosystems to the economy can be estimated.

Social implications

Many of the enterprises that rely on extensive agricultural ecosystems are unable to generate sufficient financial returns to cover their obligations to owners and creditors. The ability to determine the monetary value of the annual inputs provided by the ecosystems may assist landowners and citizens to detect and avoid depletion of their economic and ecological resources.

Originality/value

This paper applies an explicit interpretation of AAS and draws from valuation methods recommended in the SEEA to demonstrate that current accounting standards (national and corporate) provide a strong foundation for the valuation of the ecosystems used as economically significant factors of production.

Abstract

Purpose

The purpose of this paper is to analyse the investment pattern, adoption behaviour, attitude of farmers towards conservation compliance programmes and the extent of participation of farmers in soil conservation projects in the Western Ghats of India.

Design/methodology/approach

For the present study, multistage purposive sampling was followed. The sample respondents were identified for the survey in all the five categories of watersheds (very high, high, medium, low and very low priority watersheds) in the Nilgiris district of Tamil Nadu at the rate of 50 farm respondents in each category. Since the investment among the five categories of watersheds did not show any significant differences, the sample farmers were post stratified as marginal, small, medium and large farmers based on farm size for further analysis.

Findings

The investment analysis showed a benefit cost ratio (BCR) of 1.03 for staggered trenches for tea to 1.40 for bench terrace for carrot. For annual crops, the BCR for bench terrace varied from 1.03 for cabbage to 1.32 for carrot. Among the soil conservation technologies, in tea plantation, stone wall had the highest net present value (NPV) of Rs. 74,335. Staggered trench had the lower NPV Rs. 19,237 among all conservation structures. The results of the contingent valuation showed that cropped area, farm size, on-farm income positively and significantly influenced the willingness to pay (WTP) towards soil conservation. Family size and age of the farmer negatively influenced the WTP of the respondents significantly. The multinomial logit model indicated that staggered trench had direct impact on productivity. In tea plantation, staggered trench adoption was influenced by area under plantation crops, farm size, educational level and land slope. The participation index was very low (<30), indicating the poor participation of farmers in soil conservation programmes.

Research limitations/implications

The results of the study reveal the appropriateness of the soil conservation technologies for the select soil type as well as the specific socioeconomic conditions of the farmers undertaking conservation compliance programs in the Nilgiris district of Tamil Nadu. Understanding the farmer’s perceptions and adoption behaviour is important in making the whole programme a successful one. Hence the results of the study may not be generalized for other study zones, unless otherwise, the agro-ecological zone is similar to the site where the study was conducted.

Practical implications

The study suggested that adoption of conservation technologies should be promoted in a big way to conserve natural resources like soil and enhance economic returns. It is also advocated that institutions should provide only guidance for community participation not on community governance and the role should be involving the real stakeholders/beneficiaries under participatory mode to achieve the goal of soil conservation. The bottom-up approach should be adopted to address the real issues involved in conservation compliance programmes.

Social implications

The outcome of the study advocates the economic viability of conservation technologies adopted by the crop farmers. The project results also advised the farmers, institutions and the enforcements authorities, the strategies to be adopted to minimize soil loss and increase crop productivity by adopting the appropriate conservation compliance programs. The results also revealed that conservation of soil and water not only conserved the precious natural resources but also had far reaching effect on the yield of croplands, which would be reflected on the food and nutritional securities of the local communities at the micro level and the nation as a whole at the macro level.

Originality/value

The research outcome is based on the field level research done by the authors in the Western Ghats of India. The primary data collected from the respondents were analysed and used for drawing inferences and conclusions.

Abstract

In the United States, successive farm bills and the 2007 Renewable Fuels Standard (RFS) have largely defined domestic subsidy and conservation programs and U.S. food-aid initiatives over the past decade. This chapter examines the effects of the current mixture of U.S. agricultural policies and international food-aid programs on domestic and global food-insecure populations. A detailed research-based examination is carried out with respect to the impacts of U.S. subsidy programs on agricultural production, domestic and global agricultural commodity prices, and their implications for food-insecure populations. The impacts of the RFS are assessed along with the effects of current and potentially reformed U.S. international food-aid programs.

This study concludes that current U.S. agricultural subsidy programs have small or negligible impacts on the aggregate level and mixture of U.S. agricultural output, U.S. domestic prices and global prices, and domestic and global food insecurity among poor households. The RFS has increased prices for food and feed grain and oilseeds with adverse implications for the urban poor in developing countries and some poor U.S. households. The portfolios of U.S. food-aid programs are managed inefficiently because of congressional mandates designed to aid special interest groups that waste 30% of the current budget. While U.S. subsidy programs likely should be moderated for other reasons, they have few impacts on domestic and globally food-insecure households. However, in relation to global and domestic food insecurity, the RFS should be discontinued and major reforms to U.S. international food aid implemented.

Abstract

Purpose

The purpose of this paper is to assess the potential for pastoral communities inhabiting Kenyan Masailand to adapt to climate change using conservancies and payments for ecosystem services.

Design/methodology/approach

Multiple methods and data sources were used, comprising: a socio‐economic survey of 295 households; informal interviews with pastoralists, conservancy managers, and tourism investors; focus group discussions; a stakeholder workshop. Monthly rainfall data was used to analyse drought frequency and intensity. A framework of the interactions between pastoralists' drought coping and risk mitigation strategies and the conservancy effects was developed, and used to qualitatively assess some interactions across the three study sites. Changes in household livestock holdings and sources of cash income are calculated in relation to the 2008‐09 drought.

Findings

The frequency and intensity of droughts are increasing but are localised across the three study sites. The proportion of households with per capita livestock holdings below the 4.5 TLU poverty vulnerability threshold increased by 34 per cent in Kitengela and 5 per cent in the Mara site, mainly due to the drought in 2008‐2009. Payment for ecosystem services was found to buffer households from fluctuating livestock income, but also generates synergies and/or trade‐offs depending on land use restrictions.

Originality/value

The contribution of conservancies to drought coping and risk mitigation strategies of pastoralists is analyzed as a basis for evaluating the potential for ecosystem‐based adaptation.
