Cambodian and Laotian students (CLS) are among the largest groups of international students in intra-ASEAN student mobility as well as in Vietnamese higher education institutions

Abstract

Purpose

Cambodian and Laotian students (CLS) are among the largest groups of international students in intra-ASEAN student mobility as well as in Vietnamese higher education institutions (HEIs). However, little has been researched on the factors influencing CLS’s decision to choose Vietnam as destination country. The purpose of this study is to investigate why CLS decide to go overseas and choose Vietnam as their host country among other opportunities as well as their perceptions of the decision.

Design/methodology/approach

Using qualitative methods and employing purposive sampling, data were collected by semi-structured interviews from CLS studying in a HEI in the Mekong Delta of Vietnam. The data were analysed against the push–pull framework to understand factors influencing the participants’ decision.

Findings

The findings show that CLS in the study were “pushed” by the perceived higher value of a foreign qualification and family encouragements. In terms of pull factors, they were attracted to choose Vietnam as the host country most observably due to scholarship opportunities. However other pull factors were also significant, especially the lack of certain skills in home countries and its congruence with Vietnam’s competitive strength in offering courses for those skills. In retrospect, the participants expressed a sense of optimism, though there was also certain reservation.

Research limitations/implications

The small sample restrict the generalisability of the findings.

Practical implications

As an exploratory study, the findings can lay the ground for largerscale studies investigating CLS mobility in Vietnam and be employed for inbound student mobility policymaking reference for HEIs in Vietnam as well as in other developing countries.

Originality/value

This study investigates why Cambodian and Laotian international students decide to go to Vietnam, a developing country in the lesser-known part of international student mobility landscape. This is a topic that remains under-researched in the Asia-bound student mobility literature. Insights from the study can not only contribute to the scholarly gap but also offer implications for HEIs in Vietnam and other Asian countries.

Abstract

Purpose

Internationalization is viewed as an important strategy in the context of a country in transition from central planning to market orientation. Efforts to internationalize universities are being carried out at both national and institutional levels. However, to the best of the authors’ knowledge, there has been no study to investigate how individual institutions approach internationalization and what they gain from that process. This paper aims to investigate the enhancement of teachers’ and students’ knowledge and skills using internationalization in Vietnam universities as a strategy.

Design/methodology/approach

Semi-structured interviews with leaders from 12 universities were conducted to investigate their perceptions, strategies and perceived outcomes of the internationalization process of their universities. Data analysis involved coding the transcripts of interviews into themes.

Findings

Results show that current approaches to internationalized activities in Vietnamese universities are ad hoc in nature, while resources and language incompetence of staff and students are limited. In line with other previous studies, limited resources and lack of English competence among educators and students were found to be the key obstacles and challenges for internationalized activities. The authors also note an issue that apparently has not been raised elsewhere in the relevant research literature, which is the challenge for the sustainability of knowledge production via research and publications.

Originality/value

Findings from this study not only contribute to Vietnamese universities but also to other developing institutions which do not have strong international exchange programs or have not experienced strong benefits from international exchange programs.

Abstract

Purpose

Higher education reform in Vietnam has recently required university libraries to improve their quality, to evaluate their performance, and to be accountable for the purpose of quality assessment and accreditation. Systematic performance measurement is an integral part of this process. The aims of this paper are: to provide an overview of the current state of performance development in Vietnamese university libraries; to address issues related to the measurement of library performance; and to propose an approach to evaluation for university libraries in Vietnam.

Design/methodology/approach

The paper reviews the literature on library performance measurement, with particular focus on university libraries in Vietnam. Relevant documents relating to performance measurement were examined, and two case studies of performance measurement in university libraries in Vietnam were carried out.

Findings

It is critical that university libraries in Vietnam develop systematic performance measures and apply different methods and tools for performance measurement. To succeed, cooperation between the administering authority, university administration and library management is essential.

Research limitations/implications

This paper reports on the first phase of a doctoral research project at Monash University. Further research is being undertaken to develop a framework for quality assurance and performance measurement for Vietnamese university libraries. The efficacy if this framework is yet to be tested through its deployment in practice.

Originality/value

While performance measurement is well established in Western countries, it is less so in Vietnam. The current research is seeking to develop a performance measurement framework for university libraries that is attuned to the Vietnamese context. The paper stresses the urgent need for the development of effective performance measures and systematic performance measurement systems amongst this sector.

Abstract

The higher education system in Vietnam has expanded rapidly during the past two decades, creating opportunities for personal advancement by hundreds of thousands of young Vietnamese. On the limited evidence available, however, it appears that these opportunities have not been distributed equitably. Young people from better-off homes from urban areas and from the ethnic majority group seem more likely to have benefitted. Girls also appear to have benefitted, a trend that is a reverse of the past. In this paper, we report on the state of access to higher education in Vietnam and we report on areas of policy that relate to achieving a more socially inclusive higher education system.

Abstract

Purpose

Vietnam is experiencing rapid expansion in the provision of higher education that requires quality assurance appropriate for the Vietnamese-centralised Confucian cultural context. This paper aims to examine the concept of quality from the perspectives of academic leaders, quality assurance members and academics at three higher education institutions in Vietnam.

Design/methodology/approach

Based on an interpretative study, semi-structured interviews were used as a major research instrument augmented with document analysis across three case studies. Interviews were conducted with 35 participants from three groups of stakeholders.

Findings

The concept of quality was found to be under-conceptualised in this Vietnamese context. Quality was conceptualised as meeting societal needs across the case studies underpinned by the belief that the purpose of higher education is to prepare graduates for employment.

Research limitations/implications

The study was conducted in similar disciplines at three state-owned universities in Vietnam in 2011. This provides insight within this context and timeframe that may not be generalised. It is suggested to extend this research to other disciplines, the private sector and other groups of stakeholders.

Practical implications

The paper discusses the necessity of revisiting the philosophy of higher education and re-conceptualising quality in Vietnam that informs quality assurance processes that are relevant to the cultural context.

Originality/value

This paper provides a centralised Confucian perspective to the literature on quality assurance in higher education. How quality is perceived by academic leaders, quality assurance members and, in particular, academic staff can be used to inform policy. In a centralised country such as Vietnam, academic leaders and quality assurance members may indicate their “obedient” attitudes to policies, leading to the same view with what is centrally enacted, while the academic staff have a different perception of quality.

Abstract

Purpose

The research aims to provide the basis for a better understanding of the internationalization of higher education in Vietnam. First, it examines Vietnam's higher education reforms and policy/ legal frameworks for the promotion of internationalization since the implementation of Doi Moi in 1986. Secondly, it analyzes the internationalization activities at the national and institutional levels. At both levels, the internationalization activities are categorized into internationalization at home and cross borders (Knight, 2012). Finally, the paper discusses the challenges Vietnamese HE is facing and presents policy directions.

Design/methodology/approach

This study employs a case study research strategy to examine and gain understanding of internationalization of higher education in Vietnam as a phenomenon. The study collected detailed information using a variety of data collection procedures over a period of time. First, it analyzes Vietnam's higher education reforms as well as policy and legal framework for the promotion of internationalization. Then, using Knight's framework, the study analyzed the internationalization at home and crossborder educational activities at the national and institutional levels. At the national level, strategic policy goals and programs were explored. Then, it chose Vietnam National University- Hanoi as a institutional case to learn its institutional strategies on cross border programs and mobility, reputation building, research cooperation.

Findings

Vietnam has continuously reformed its legal and policy framework of higher education to better integrate into the global higher education market and also to meet the national demand for economic development. Predominant rationale for Vietnam to engage in crossborder programs is for brain development, specifically in the academics and public sector. Meanwhile internationalization at home is driven by (1) international programs and universities and (2) initiative to enhance competitiveness of its higher education institutes. Vietnam hosts different models of international universities, including classical, satellite and co-founded. However, issues and challenges remain, such as poor lack of systematic cooperation and coordination at the governmental level, retaining talents, and finally finances.

Originality/value

Written for the special edition on Internationalization of Higher Education in the Era of SDGs: Asia–Pacific Perspective, the study aims to provide a basis for understanding the current situation of internationalization higher education in Vietnam and how it compares to its partners in the region. This study is unique as it provides a two-layer analysis, at the national and institutional levels capturing macro and micro perspectives in one scene. In addition, this study includes rich empirical data, which was rare in previous literature due to limited access.

Abstract

Purpose

This chapter explores the influences of Vietnamese culture coupled with national policies on gender equality on academic women’s advancement into senior leadership positions.

Methodology/approach

In-depth interviews with 20 mid-level women leaders and five top-level leaders were conducted at four different higher education institutions in the Mekong Delta (MD) in southern Vietnam. In addition, document analysis and participant observations contributed to the overall analysis, which allowed for the cross-check of data from multiple sources to investigate the participants’ understanding, perception, conceptualization, and interpretation of their experiences of advancing in their careers.

Findings

Findings show that there is a large gap between the policies and gender practices. Gender equality does not exist in reality, regardless of tremendous efforts from the Vietnamese government and policy makers to ensure it in all spheres of life. Additionally, patriarchal hierarchy remains dominant in the institutional administrative system, and Vietnamese Confucian ideology continues to confine and adversely affect both men’s and women’s perceptions of women’s social roles, status, and forms of social participation. Nevertheless, academic women still develop professionally and find their own ways to advance to a few key leadership positions at their institutions.

Research limitations

The sample of this study is limited to academic women in the MD in Vietnam. Future research should include more women and universities and colleges, from not only the southern part but also other regions of Vietnam. Further, international and comparative studies should be conducted to see differences in experiences of academic women from several Southeast Asian countries as they move up their career ladder.

Originality/value

Because there have not been any empirical studies about women and leadership in academia in the MD, this study serves as a resource and foundation for improving gender policies and practices as well as future research on this topic and gender issues of colleges and universities in Vietnam.

Abstract

Purpose

The purpose of this paper is to examine corruption in Vietnam's higher education system and offer a number of suggestions to address the issue.

Design/methodology/approach

The first section gives an introduction to the current higher education system in Vietnam and examines the factors that influence corruption in higher education. This is followed by a conceptual model of corruption of higher education and places Vietnam within this theoretical context. The final section suggests a number of policies to address the issue of corruption.

Findings

It is argued that if Vietnam is to obtain an international standard educational system, a sea change in both thinking and culture is necessary, particularly from “gatekeeper” entities which control resources and opportunities in higher education by virtue of their location in the higher education system. In particular, the author contends that focus must be placed on reforming the attitude and perception of faculty and administration toward corrupt practices and that, until this occurs, little progress will be made

Originality/value

Scholarly work on corruption in higher education is relatively limited and a newly‐emerging topic in the field of educational research. Data are difficult to obtain and with no clear consensus on a definition of corruption, much needs to be done to better understand this issue. Less attention has been paid to examples from the emerging economics of Southeast Asia, with only a few analyzing corruption in Vietnam.

Abstract

Purpose

The purpose of this paper is to review the strategic management of Vietnamese higher education institutions.

Design/methodology/approach

The paper examined the external environment of the country’s education system based on the five forces framework by Michael Porter and inspected the strategies of universities and colleges.

Findings

It was concluded that lack of environmental analysis from both the government and higher education institutions themselves diminishes the intended effectiveness of the reforms; problems of skill shortage in the labor market, staff insufficiency and poor quality are prevalent; and that strategies developed by the institutions are purely responsive to the State’s direction without considering sustainability.

Research limitations/implications

Lack of literature on Vietnamese higher education limits timely analysis.

Practical implications

Strategic planning based on a thorough investigation of the environment is imperative to enhance the performance of the education system generally as well as of academic institutions individually. The government plays a key role in developing initiatives to enhance staff capabilities and improve quality of educational outputs.

Originality/value

There has not been any paper that approached Vietnam’s higher education management under such an analytical framework.
