Abstract
Purpose
Applying universal ownership theory and drawing on a multiplecase study design, this study aims to analyze what drives institutional investors to engage with government entities and what challenges they find in the process.
Design/methodology/approach
The authors relied on document analysis and conducted 12 semi-structured interviews with representatives from asset owners, asset managers, investor associations and academia.
Findings
The authors identify a trend where investors conduct policy engagement to fulfill their fiduciary duty, improve investment risk management and create an enabling environment for sustainable investments. As for engagement challenges, investors report the longer-term horizon, a perceived limited influence toward governments, the need for capacity building for investors and governments, as well as the difficulty in accessing government representatives.
Originality/value
This research contributes to filling a gap in the literature on this new form of investor activism, as a growing number of investors engage with sovereign entities on environmental, social and governance issues.

Abstract
Purpose
The authors aim to review a five‐year multi‐study research programme on the role of public dialogue in the social and cultural sustainability of biotechnology developments in New Zealand.
Design/methodology/approach
The authors conducted a critical review of all the published research products from a five‐year government‐funded study of the cultural and social aspects of sustainable biotechnology in New Zealand.
Findings
The review research highlights how New Zealand Government policies on biotechnology, which motivated the research programme, were fore‐grounded on economic progress and competitive positioning. Thus, debate on sustainable biotechnology issues became cast in economic and technical terms, while public dialogue became seen as diversionary and unsubstantiated. The analysis concludes that the programme was ineffective in influencing government policy and fell victim to the very problem of science governance that its purpose was designed to address.
Research limitations/implications
The research develops implications regarding the ability of government‐funded sustainability research to influence policy.
Originality/value
The review focuses on the purpose, content, outcomes, and context of the research programme and identifies a number of key themes that arose from the programme that are useful for other sustainability policy researchers. The reviewers conclude that this case demonstrates that the marketization of the public sphere depoliticises the social and cultural construction of the nation's future.

Abstract
Purpose
Public engagement in health technology assessment (HTA) is increasingly considered crucial for good decision making. Determining the “right” type of engagement activity is key in achieving the appropriate consideration of public values. Little is known about the factors that determine how HTA organizations (HTAOs) decide on their method of public engagement, and there are a number of possible factors that might shape these decisions. The purpose of this paper is to understand the potential drivers of public engagement from an organizational perspective.
Design/methodology/approach
The published HTA literature is reviewed alongside existing frameworks of public engagement in order to elucidate key factors influencing the choice of public engagement process undertaken by HTAOs. A conceptual framework is then developed to illustrate the factors identified from the literature that appear to influence public engagement choice.
Findings
Determining the type of public engagement undertaken in HTA is based on multiple factors, some of which are not always explicitly acknowledged. These factors included the: perceived complexity of the policy-making issue, perceived impact of the decision, transparency and opportunities for public involvement in governance, as well as time and resource constraints. The influences of these factors vary depending on the context, indicating that a one size fits all approach to public engagement may not be effective.
Originality/value
Awareness of the various factors that might influence the type of public engagement undertaken would enable decision makers to reflect on their choices and be more accountable and transparent about their choice of engagement process in eliciting public values and preferences in a HTAO.

Abstract
Purpose
Contributing to the global dialogue on disaster risk reduction (DRR), the purpose of this paper is to address a key priority for the Post-2015 Framework for DRR (HFA2) by analysing initiatives used by one local government to increase local-level engagement in DRR.
Design/methodology/approach
A review of literature from the multidisciplinary areas of communication, social and political theory examines the role that communication theory and practice can play in facilitating public participation to build community resilience. Building on these insights, the authors introduce a research methodology to examine modes of communication, the quality of dialogue and opportunities for “voice” and “listening” between decision makers and local-level stakeholders during DRR planning A qualitative, case study is undertaken with data sourced from observation, document analysis and interviews to provide insights into public engagement events, policies and procedures that enhance or impede local engagement in DRR.
Findings
Communication between the DRR campaign team and publics are analysed according to the range of communication practices used and opportunities provided for dialogue between parties. Findings differentiate between public information, consultation and participation events. Factors that enable and conversely, constrain local-level engagement to build community resilience, and conditions associated with each factor, are identified.
Research limitations/implications
A unique analytical framework adapted from the duel lenses of participatory communication and information flow models, is used to differentiate events using one-way information from those offering opportunities for dialogue and participation. The framework provides a method for DRR practitioners to plan and evaluate local-level engagement events to meet the communication needs of particular situations.

Originality/value
Co-authored by an Australian academic and a member of Amadora’s campaign team, the paper is a combination of one city’s experience in developing strategies to build community resilience, analysed using communication, social and political theory. Findings have implications for standard command-and-control management systems and styles of leadership and crisis management. Results will assist practitioners’ advance their understanding of different ways that publics may be engaged to build community resilience.

The purpose of this paper is to explore the concept of community engagement within a public library context
Design/methodology/approach
The paper analyses selected literature discussing the concept of community engagement, focusing particularly on that considering community engagement activities in public libraries. Key issues are illustrated using examples from the literature and data from an interview‐based study of public library practitioners and policy makers.
Findings
The evidence suggests that the public library is being positioned as a key community resource. Community engagement in public libraries includes: making the library space available for community activities; working in partnership with the voluntary and community sector as well as with other public services; involving volunteers in the delivery of library services; activities to support community involvement in various levels of decision making. The paper concludes that library services have been quite effective at involving local people in the simpler forms of community engagement, such as surveying their opinions and consulting them on a range of issues, but they could do more to support the development of community capacity building. Activities focusing on work with reading and books could provide a useful way forward.
Originality/value
The paper provides empirical evidence of the views of key stakeholders towards community engagement activities in public libraries and should be of use to policy makers, practitioners, researchers and students of the public library sector.

Abstract
Purpose
This study aimed two objectives: The first objective was to explore carriers' intentions to use cargo electric vehicles (EVs) and the factors influencing these intentions in last-mile delivery (LMD). The other objective was to provide recommendations for policymakers and manufacturers to promote and customize cargo EVs to meet the requirements of carriers in the LMD sector.
Design/methodology/approach
In this study the authors constructed a research framework that adjusted and extended the original technology acceptance model (TAM). The proposed model combines eight psychological factors, including attitude, perceived usefulness, perceived ease of use, perceived risk, public engagement, face consciousness, financial incentive policy and carrier intention, in which four factors, namely attitude, perceived usefulness, perceived ease of use and intention, were obtained from the original TAM and the four remaining factors, namely perceived risk, public engagement, face consciousness and financial incentive policy, were added.
Findings
The results showed that psychological factors such as attitude, perceived ease of use, perceived risk, public engagement and face consciousness might affect carriers' intentions to use electric cargo vehicles in LMD service in Vietnamese cities. These results agree with the previous studies and confirm that attitude, perceived ease of use, perceived risk, public engagement and face consciousness might be important for shaping intention to use electric cargo vehicles in emerging markets.
Research limitations/implications
This study has several limitations, first, the data were collected in Vietnam, a country with weak academic contributions. Therefore, these findings might not be generalizable to other areas. The authors expect to apply the same research framework to other countries to explore the similarities and differences across the countries. Second, the authors conducted the surveys in three cities; except for Hanoi, the other two cities are not really large markets in the LMD service sector. Third, the authors ignored the relationship between the demographic characteristics and electric cargo vehicles. Further studies should address this gap.
Practical implications
Based on the findings, manufacturers should ensure the high-quality performance of electric cargo vehicles in terms of extending driving range and shortening recharging time. Policymakers should develop the roadmaps for electric cargo vehicles, starting from switching from conventional cargo motorcycles to electric motorcycles. In addition, developing public charging infrastructure should be prioritized, which is the fundamental basis for operating electric cargo vehicles. Finally, manufacturers should research and develop a product that would improve the reputation of carriers because carriers with higher face consciousness are more likely to pursue brand-name and high-priced products in order to enhance their reputation.
Originality/value
This study contributes to the literature in two aspects: First, the authors investigated intentions to use electric cargo vehicles in LMD service, which is rare from other studies, and they further identified the psychological determinants of carriers' intentions. Second, the findings increase the knowledge of carriers' intentions and suggest implications for policymakers and manufacturers to promote the adoption of electric cargo vehicles in last-mile deliver service.

Abstract
Purpose
The purpose of this paper is to describe and evaluate a novel approach to citizen engagement in health priority setting carried out in the context of Primary Care Trust (PCT) commissioning in the English National Health Service.
Design/methodology/approach
Four deliberative events were held with 139 citizens taking part in total. Events design incorporated elements of the Twenty-first Century Town Meeting and the World Café, and involved specially-designed dice games. Evaluation surveys reporting quantitative and qualitative participant responses were combined with follow-up interviews with both PCT staff and members of the public. An evaluation framework based on previous literature was employed.
Findings
The evaluation demonstrates high levels of enjoyment, learning and deliberative engagement. However, concerns were expressed over the leading nature of the voting questions and, in a small minority of responses, the simplified scenarios used in dice games. The engagement exercises also appeared to have minimal impact on subsequent Primary Care Trust resource allocation, confirming a wider concern about the influence of public participation on policy decision making. The public engagement activities had considerable educative and political benefits and overall the evaluation indicates that the specific deliberative tools developed for the exercise facilitated a high level of discussion.
Originality/value
This paper helps to fill the gap in empirical evaluations of deliberative approaches to citizen involvement in health care priority setting. It reports on a novel approach and considers a range of implications for future research and practice. The study raises important questions over the role of public engagement in driving priority setting decision making.

Abstract
Purpose
The European External Action Service (EEAS) is a relatively new diplomatic service established in 2010. In previous analyses, the authors noted a dominance of security and foreign policy messages emanating from the EEAS, demonstrating the European Union (EU)'s negotiating power. It was clear it had discovered the benefits of public diplomacy, but rather practised traditional diplomacy on public diplomacy specific platforms. The authors aim to pursue the monitoring of the EEAS’ strategy, covering 2019 and 2020, to understand how the use of Twitter supports the evolution of the EU foreign policy.
Design/methodology/approach
Questioning if the EEAS is entering the second phase of its life cycle (launched in 2010, its introduction phase was under Katherine Ashton, 2009–2014, followed by Federica Mogherini, 2014–2019, and Josep Borrell, 2019–2024), the authors carried out a content analysis on 765 tweets. The authors used the MARPE Diplo methodological framework to compare how the EU uses public diplomacy through its EEAS to negotiate its own interests with non-EU parties under the presidency of Federica Mogherini (period 1), during the transition period (period 2) and under the presidency of Joseph Borrell (period 3).
Findings
Based on the comparison with their previous studies, the authors demonstrate that, over the years, the overall discourse of the EEAS is much more oriented towards public diplomacy.
Research limitations/implications
The present study has two limitations. The first refers to the sampling of the participants involved in the citizen science experiment: they belong to a homogeneous age category and similar education level which might have biased their analysis. Second, the authors acknowledge the usual limitations linked to citizen science. However, the authors acknowledge a growing emphasis on the outcomes for society involving citizens and including partnerships between the public and scientists as well as an increased public engagement in policy processes.
Practical implications
The research leads into new insights regarding the European-centred translation of the EEAS messages, compared to the off-centred view of non-European contributors.
Social implications
The citizen science approach allows to integrate the targeted public to apply public diplomacy content analysis.
Originality/value
This case study is based on the principles of citizen science and demonstrates the importance of an off-centred approach in the analysis of the practices of public diplomacy.

In this chapter, I examine stories that foster care youth tell to legislatures, courts, policymakers, and the public to influence policy decisions. The stories told by these children are analogized to victim truth testimony, analyzed as a therapeutic, procedural, and developmental process, and examined as a catalyst for systemic accountability and change. Youth stories take different forms and appear in different media: testimony in legislatures, courts, research surveys or studies; opinion editorials and interviews in newspapers or blog posts; digital stories on YouTube; and artistic expression. Lawyers often serve as conduits for youth storytelling, translating their clients’ stories to the public. Organized advocacy by youth also informs and animates policy development. One recent example fosters youth organizing to promote “normalcy” in child welfare practices in Florida, and in related federal legislation.

Abstract
With confidence in the British Political system in decline, it is more important than ever that the top-down approach to decision-making and service strategy in public services is challenged. In this chapter, we examine how coproduction of services can be achieved using Get Talking, an approach to participatory action research that utilizes creative consultation techniques to engage with publics. We explain how the approach enabled Staffordshire Fire and Rescue Service (SFRS) to involve young people in the development of a Children and Young People’s Strategy. The case study approach, building on qualitative methods including focus groups and semi-structured interviews, demonstrates how creative approaches were used by public sector staff to engage young people and partners in strategy development. Creative consultation techniques were used to facilitate the focus group activity. While using Get Talking as an approach to policy development required a resource investment in terms of staff time, it provided SFRS with insight into the needs of service users. This resulted in a more relevant strategy being developed and a cultural shift in how the organization works with young people. Engagement with the Get Talking process had a positive effect on staff, providing them with a sense of ownership over the resulting strategy, enhanced the reputation of SFRS with partners, and improved relationships with young people through demonstrating that they were valued partners in coproduction. While the approach was well received by all parties, challenges of using Get Talking in a public service setting resulted in pragmatic adaptations to a traditional PAR approach.
