Abstract

Purpose

The successful implementation of hospital projects (HPs) tends to confront sundry challenges in the planning and construction (P&C) phases due to their complexity and particularity. Employing key performance indicators (KPIs) facilitates the monitoring of HPs to advance their successful delivery. This study aims to comprehensively investigate the KPIs for hospital planning and construction (HPC).

Design/methodology/approach

The KPIs for HPC were identified through a systematic review. Then a comprehensive assessment of these KPIs was performed utilizing a meta-analysis method. In this process, basic statistical analysis, subgroup analysis, sensitive analysis and publication bias analysis were performed.

Findings

Results indicate that all 27 KPIs identified from the literature are significant for executing HPs in P&C phases. Also, some unconventional performance indicators are crucial for implementing HPs, such as “Project monitoring effectiveness” and “Industry innovation and synergy,” as their high significance is reflected in this study. Despite the fact that the findings of meta-analysis are more trustworthy than those of individual studies, a high heterogeneity still exists in the findings. It highlights the inherent uncertainty in the construction industry. Hence, this study applied subgroup analysis to explore the underlying factors causing the high level of heterogeneity and used sensitive analysis to assess the robustness of the findings.

Originality/value

There is no consensus among the prior studies on KPIs for HPC specifically and their degree of significance. Additionally, few reviews in this field have focused on the reliability of the results. This study comprehensively assesses the KPIs for HPC and explores the variability and robustness of the results, which provides a multi-dimensional perspective for practitioners and the research community to investigate the performance of HPs during the P&C stages.

Abstract

Purpose

The purpose of this study is to investigate the current construction progress monitoring (CPM) process in relation to the contractual obligations, how project management teams carry out this activity in the field and why teams continue to adopt the current method. The study aims to provide a comprehensive understanding of the current monitoring process and its effectiveness, identify any shortcomings and propose recommendations for improvements that can lead to better project outcomes.

Design/methodology/approach

The study conducted semi-structured interviews with 28 construction management practitioners to explore their views on contractual requirements, traditional progress monitoring practices and advanced monitoring methods. Thematic analysis was used to identify existing processes, practices and incentives for advanced monitoring.

Findings

Standard construction contracts mandate current progress monitoring practices, which often rely on manual, document-centric and labor-intensive methods, leading to slow and erroneous progress reporting and project delays. Key barriers to adopting advanced tools include rigid contractual clauses, lack of incentives and the absence of reliable automated tools. A holistic automated approach that covers the entire CPM process, from planning to claim management, is needed as a viable alternative to traditional practices.

Research limitations/implications

The study's findings can inform researchers, stakeholders and decision-makers about the existing monitoring practices and contribute to enhancing project management practices.

Originality/value

The study identified contractually mandated progress monitoring processes, traditional methods of collecting, transferring, analyzing and dispensing progress-related information and potential incentives and points of departure towards technologically advanced methods.

Abstract

Purpose

Project management generally covers many important areas such as cost, quality and time in different industrial settings, but it is deficient in relation to integration of health, safety and environmental risks. Poor knowledge of project managers about HSE management necessitates the studying on the mutual effects of HSE and project management. Hence, investigating the impact of project management on health monitoring programs, safety prevention monitoring, environmental monitoring plans and finally the effectiveness of professional health monitoring programs and determining their importance are main objectives of this research. The paper aims to discuss these issues.

Design/methodology/approach

A model based on structural equations was designed and developed. The constructs of this model are project management, health monitoring and safety prevention monitoring program. Based on the conceptual model, some questionnaires were prepared and distributed among the experts of strategic project management.

Findings

The results of applied structural modeling suggest that project management focuses on each aspect of HSE management, including health monitoring programs, safety prevention monitoring programs, environmental monitoring plans and effectiveness of professional health monitoring programs. HSE management can also be strengthened by empowering project management. Checking fire protection systems, using appropriate techniques to identify contamination and disposal of waste and incorporating techniques for brainstorming or other ideas creation in the group are the most important tasks in HSE-enabled project management frameworks.

Originality/value

Since there is still no strategic alignment model that includes components of project management and HSE management, a model for achieving this goal is vital. This paper elaborates this alignment based on literature and using a field study.

Abstract

Purpose

Work in distributed project teams is always a challenge for organizations. Many researchers have studies different aspects of distributed project teams, as witnessed by the impressive number of papers published in the last decade. However, it appears that the dimensions related to organizational support have still not received much attention in empirical studies. This study investigates the dimensions of organizational support in distributed project teams that contribute most to the quality of the decision‐making process and teamwork effectiveness in distributed project teams.

Design/methodology/approach

The initial intent of this research was to test a theoretical model on the basis of data from the field, namely real‐life situations. A two‐step approach (qualitative and quantitative method) was used. The research model was tested in a sample of experienced project managers on distributed project teams.

Findings

The results suggest that strategic staffing and training and tools provided to team members have a positive impact on the quality of decision making and teamwork effectiveness. Team autonomy is more salient and influential in fostering decision quality in a highly culturally diverse context. Our findings also re‐confirm the link between the quality of decision making and team effectiveness. Thus, teams are perceived as vehicles for identifying and integrating various individual viewpoints and combining knowledge.

Practical implications

This study underscores the importance of selecting practices that enhance the recognition of team members’ contributions in the context of distributed project teams. It is now clear that managers cannot treat these distributed project teams in the same way as conventional teams. Several intervention and support methods are possible. This research contributes to identifying which of them are the most appropriate in this context.

Originality/value

This study contributes to research on distributed project teams and on organizational support theory. It highlights the importance of understanding the processes or dimensions underlying the consequences of perceived organizational support. It bolsters the need to select practices that enhance the recognition of team members’ contributions and treat them favourably in the context of distributed project teams.

Abstract

Purpose

Effective performance management (PM) in public–private partnership (PPP) projects is critical to realizing value for money (VFM). This study aims to provide an in-depth understanding of problems existing in PPP PM and possible avenues for improvement, presenting an experimental system to verify that building information modeling (BIM) and other information communication technologies can improve PPP PM.

Design/methodology/approach

The mixed research method adopted in this study combined empirical research with experimental research. Semistructured interviews were used to ascertain the current situation of PPP PM with the help of Nvivo software. A BIM-based performance management system (BPMS), which combines BIM with Web and Cloud technology, was then constructed to achieve performance monitoring, performance measurement, and performance-based payment. Finally, a case study was introduced to explain the function application of the proposed system.

Findings

The case demonstration verified is found to verify that the developed BIM-based execution framework for PPP PM can effectively guide stakeholders toward achieving mixed PM, promote effective PM, and improve work efficiency with the support of BIM and other information and communication technologies.

Originality/value

Through the development of a BPMS for PPP projects, the effectiveness and efficiency of PM are improved. Practical PM applications are also provided to different stakeholders, through which the key performance indicators and the behaviors of the government and private-sector partners can be monitored to form a more comprehensive and reasonable PM mechanism and promote the realization of VFM in PPP projects.

Abstract

Purpose

The purpose of this research is to develop a generic framework of a digital twin (DT)-based automated construction progress monitoring through reality capture to extended reality (RC-to-XR).

Design/methodology/approach

IDEF0 data modeling method has been designed to establish an integration of reality capturing technologies by using BIM, DTs and XR for automated construction progress monitoring. Structural equation modeling (SEM) method has been used to test the proposed hypotheses and develop the skill model to examine the reliability, validity and contribution of the framework to understand the DRX model's effectiveness if implemented in real practice.

Findings

The research findings validate the positive impact and importance of utilizing technology integration in a logical framework such as DRX, which provides trustable, real-time, transparent and digital construction progress monitoring.

Practical implications

DRX system captures accurate, real-time and comprehensive data at construction stage, analyses data and information precisely and quickly, visualizes information and reports in a real scale environment, facilitates information flows and communication, learns from itself, historical data and accessible online data to predict future actions, provides semantic and digitalize construction information with analytical capabilities and optimizes decision-making process.

Originality/value

The research presents a framework of an automated construction progress monitoring system that integrates BIM, various reality capturing technologies, DT and XR technologies (VR, AR and MR), arraying the steps on how these technologies work collaboratively to create, capture, generate, analyze, manage and visualize construction progress data, information and reports.

Abstract

There is widespread awareness that evidenced-based policy-making is critical for the long-term development of inclusive education systems. Policy-makers, data collection experts and researchers are aware of the need for data collection at national level that not only meets the requirements of international policy guidelines, but also works within a shared approach so as to promote a synergy of efforts at national and international levels.

Monitoring inclusive education at the system level is increasingly seen as a priority for country and EU level decision-makers. However, what form this monitoring should take and what issues it should focus upon are less clear.

This chapter looks across a number of recent European Agency studies in order to highlight and consider key issues and questions in relation to monitoring the implementation of inclusive education in terms of a system’s efficiency, effectiveness and ability to be equitable for all learners.

By drawing upon the findings of European Agency work considering a range of policy priority areas, it is possible to highlight a number of common factors that apply to monitoring the dimensions of efficiency, effectiveness and equity in different educational contexts or systems.

Abstract

Purpose

This study aims to examine the performance indicators (PIs) for assessing environmental management plan (EMP) implementation in road construction projects. The specific objectives are to compare the key PIs between environment auditors and environment officers and among project stakeholders, develop components to categorize interrelated key PIs and evaluate the effectiveness of interrelated key PIs and components.

Design/methodology/approach

Thirty-nine PIs were identified through a systematic literature review and in-depth interviews with environmental professionals. Subsequently, a questionnaire survey was designed based on this list of PIs and distributed to industry professionals. Sixty-one responses were collected in Malaysia and analyzed using the mean score ranking, normalization, agreement analysis, overlap analysis, factor analysis and fuzzy synthetic evaluation.

Findings

The analyses identified 18 key PIs: soil erosion, dust appearance, spill of chemical substance, construction waste, clogged drainage, overflowed silt trap, oil/fuel spills, changes in the colour of bodies of water, excessive cut and fill, vegetation depletion, changes in the colour of the runoff water, landslide occurrence, slope failures, irregular flood, public safety, deforestation, open burning and increased of schedule waste. Also, the key PIs can be grouped and ranked into the following four components: geological, pollution, environmental changes and ecological. Finally, the overall importance of the key PIs is between important and very important.

Originality/value

This study is a pioneer in quantitively examining the key PIs for EMP implementation in road construction projects. Researchers, industry practitioners and policymakers can use the findings to develop strategies and tools to allow public monitoring of EMP implementation.
