This chapter describes the audit of local government in Italy. In Italy, as elsewhere, local audit has been affected by the implementation of new public management based reforms. There is an increasing trend towards collaboration and cooperation between the audited authority and the auditor. Audit has begun, as in other jurisdictions to widen its remit, so that it focusses on performance as much as financial and compliance issues. This change in role brings with it opportunities for the auditor to help public sector improvement but also challenges – as new skills are required for the new roles that the auditor takes on and audit independence is complicated by the cooperative nature of modern local government audit.

Electronic transactions play a substantial role in many automated transactions in government organizations. The introduction of e-government is key as among other benefits it will raise the quality and transparency, and reduce the corruption that may occur especially in money. Saudi Arabia is considered one of the G20 countries. These countries seek to maintain the international financial stability, where Saudi Arabia has an economic weight to influence the global economy. Through this chapter, we will understand the various benefits both socially and economically that the government of Saudi Arabia is reaping through the introduction of e-government. It is these impacts that have had a significant influence on the global market regarding economic impacts. To better understand this, we evaluate the various applications that have been included in the e-government to foster these establishments. Among them includes Yesser, Tadawul, Absher and the national contact center. From them, the government is enjoying various benefits that will raise them high the economic scale globally. Also, the author looks at the strategies that have been put in place by that particular government to ensure that e-government is established as planned.

National governments took responsibility for expanding their economies and providing public services during the 1950s and 1960s for many reasons. In North America and Western Europe the strength of central government bureaucracies grew from their crucial roles in mobilizing resources during World War II and, afterward, they took on expanded responsibilities for economic and social reconstruction. Strong central management in industrialized nations offered convenient models for new governments in developing countries. In the post-colonial period, many newly independent governments in Africa and Asia saw local jurisdictions as colonial institutions or as strongholds of ethnic or religious minorities that could be sources of political opposition. Weakening their powers and concentrating resources and authority in the central government was a crucial instrument for nation building.

We enter the 21st century with our societies undergoing a radical transformation amidst an atmosphere of optimism that global economic prosperity and peace will prevail. At the same time, there is an increasing awareness of the important role government and public administration play in facilitating economic and social change together with a growing realization of the shortcomings of that role. The general belief holds that the far-reaching socioeconomic, political, and technological changes currently taking place will render 21st bureaucracies obsolete. Thus, transformation of our public bureaucracies becomes imperative to avoid the stigma of obsolescence. Major administrative reform undertaking must be launched in every country, western or eastern alike, “governance” matters more and more these days.

The public relies upon the government for many areas of their lives such as: obtaining a driver’s license, applying for a job, licensing pets, applying for a business license, paying taxes, buying a home, or even applying for college admission. Starting from humble beginnings the invention of the computer system opened pathways for the community to interact with government agencies. In the early years of the computer and internet the federal government was known for their advances and for being at the forefront of technology. However, the same was not true for state and local governments who found themselves left behind the technological race. Somewhere in the early 2000’s even the federal government found themselves behind the private sector as integration and innovation became stagnate within government agencies. The workforce of these agencies did not change into a highly technical workforce until the costs of technology lowered and access and availability were more widely distributed to conduct business (Moon, 2002). Once technology started to trickle down to state and local governments it began to expand to all avenues of public service. In addition, the processes were streamlined for the public. However, issues such as lack of access, lack of computer skills, lack of government trust, and the risk to safety of personal information still hinder technological use at this level.

This paper aims to identifying challenges faced by innovation in the public sector of Jordan.

A qualitative method was adopted for achieving the study objective with the undertaking of thematic analysis upon the answers of respondents in relation to the challenges for innovation within the public sector of Jordan. There were 25 semi-structured interviews conducted with organizational development managers, innovation assessors working within the public sector and other experts.

The aspect of the government innovation concept that is most important is the creation of added value, and also that innovation is a process that is individual rather than one that is institutional. Leaders or managers and the employees are considered as primary sources for the innovation in government. On the basis of the analysis of the data within the study, it was concluded that the challenges faced by innovation management within the public sector of Jordan can be considered as being a lack of a culture that is supportive of innovation, a lack of vision for innovation, a lack of institutionalization, a lack of an innovation plan at the national level, a general lack of awareness, the bureaucracy and the rigidity of the organizational structures, the excessive routine, the lack of rewards and incentives, the lack of training, the lack of financial resources and, finally, the silo effect. Several recommendations are provided by the study for improving the reality for government innovation including the building of organizational culture for supporting innovation, the activation of open communication, the development and training of employees and the provision of proper incentives for them.

A conceptual model has been put forward by the study that may be employed in the assessment of challenges faced by managers when seeking to implement innovation management within institutions in the public sector. The study can also benefit both decision makers and practitioners and the makers of public policy within the public administration of Jordan, especially in relation to government innovation through the identification of all the challenges faced by innovation management in Jordanian public sector, and the provision of useful strategies and mechanisms that can help in the mitigation of those challenges and the improvement of innovation management levels in Jordanian government. Further, the study results can act as a catalyst for the issuing of annual innovation reports within the government sector of Jordan.

Nowadays, there is a strong public interest in promoting transparency to be informed about the actions of the public sector. At the same time, there has been a significant change in society’s perceptions and concerns about sustainable development, with a marked increase in attention to this area. In this context, our main objective is to investigate the impact of transparency practices in local government on the implementation of the Sustainable Development Goals (SDGs) in Spanish municipalities.

We will analyse a sample of 84 municipalities, using the Dynamic Transparency Index published by Dyntra to measure transparency. For the level of implementation of the SDGs, we will use an index specifically created using data from the report “The SDGs in 100 Spanish Cities”, published by the Spanish Network for Sustainable Development in 2020.

Municipalities with a larger dependent population tend to achieve higher SDG levels. Municipalities with lower financial surpluses and more self-generated resources show better SDG implementation. Progressive political parties lean more towards sustainability, and coalition governments show higher SDG implementation than majority governments. Gender appears to play a minor role in SDG implementation, but male leadership is associated with higher levels. Factors such as population density and government transfers do not have a significant impact on SDG implementation levels.

This study seeks to address the lack of empirical research on the potential impact of transparency on the achievement of the SDGs, while also taking into account other socio-economic, financial and political aspects of the municipality. In doing so, it also contributes to the limited empirical literature on the determinants of the level of SDG implementation in local governments.

The purpose of this study to brought new dimensions by inserting market conditions and investor sentiments as independent variable measure their impact on government policy formulation and sustainable development. This research also measures the moderating effective stakeholder engagement. Previous research has focused on demystifying the relationship between green bonds and sustainable development.

The analysis part of the research is initiated by factor analysis on the sample size of 100. After the construction of appropriate statements matching the research objective, it was circulated to the respondents of northern region of India. The sampling technique was random in nature through which data analysis on 700 respondents was done. For meeting research objectives present research applies PLS algorithm on the conceptual model framed through review of literature.

Out of all independent variables green bond issuance is having statistically significant impact on government policy formulation and investors’ sentiment is having statistically significant impact on sustainable development. Rest all other pairs are statistically insignificant. For an investor, it is necessary to understand that how its sentiments impacts government policy formulation and the health of ecology.

The research produced results with management implications for practitioners and policy makers that are very significant to the fields of sustainability, green finance and environmental policy. Green bonds also influence government policy, illustrating how green financing may revolutionize environmental laws and regulations.

The social implications of this revelation are considerable. The research enhances knowledge about sustainable development by emphasizing the importance of green bonds in supporting environmentally friendly activities. It allows for transparent reporting, increasing social accountability and reputation while attracting environmentally conscious consumers and fostering community trust. According to the survey, investor sentiment and their enthusiasm for eco-friendly investments may push more money to efforts that are good for society and the environment. This study enhances consciousness about sustainable finance, which has the potential to inspire beneficial social shifts towards a more environmentally and socially equitable future.

These social ramifications manifest themselves in various socioeconomic and environmental issues of the society in addition to credit and public policy. Second, it is evident that green bond emissions are influencing government policy, demonstrating the power of financial instruments to encourage environmentally beneficial social outcomes by providing officials with an incentive to modify environmental regulations.
