Abstract
At the end of the 20th century, birth-rates had fallen below the replacement rate in many Western countries. Changing attitudes towards having children had resulted in very small families, even in childlessness, giving rise to the Vienna Institute of Demography analyzing EUROSTAT data on the most common reasons for Europeans between the ages of 18 and 39 being childless. Almost half of these young adults (48 per cent) said they did not want children because they had general concerns about the future; another 46 per cent lacked a steady partner, while 44 per cent reported enjoying the current childless lifestyle and believed it would be difficult to fit in children; more than a third of these young(er) adults feared the loss of leisure time. ‘Harder’ facts, such as the expense of having children and job pressures, seemed to matter less for the childless respondents, albeit still more than a third of them gave such reasons (quoted in Theil, 2006, p. 54). Concerns about the future, lifestyle and steady partnership outweigh other worries. The expense of having children, work commitments and related problems in balancing work and family may be further reasons for delaying or foregoing family formation, but are not of prime importance. Societies intent on encouraging young people to have children, and at a younger age, must take both concerns into account, i.e. invent a broad discourse on policies for children and families and at the same time design wide-ranging policies. Do they deliver? Can they deliver?

Abstract
Purpose
This study aims to investigate whether social investment (SI) policies improve employment among single mothers.
Design/methodology/approach
This paper analyzes the potential effects of SI policies on vulnerable individuals and workers at the macro level by using the employment position of single mothers as a dependent variable. Time-series cross-national data from 18 OECD countries between 1998 and 2017 are analyzed. Multilevel model analysis is also used for robustness check.
Findings
I find that public spending on education and family support is positively associated with the employment rates of single mothers. In contrast, active labor market policy (ALMP) spending is negatively associated. ALMP’s negative effects stand out particularly with public spending on job training. Of all family support policies, family allowances are positively associated with single mothers’ employment, which runs counter to the conventional argument that family allowances are a disincentive for women’s or mothers’ employment. Paid leave (length and generosity) is also associated with higher employment for single mothers. There is also some tentative evidence that public spending on maternity leave benefits (spending level) may raise the odds of single mothers being employed, when individual-level factors are controlled for in multilevel analysis we implement for robustness check.
Research limitations/implications
This paper does not analyze the effects of the qualitative properties of SI policies. Future research is necessary in this respect.
Originality/value
The effects of SI policies on employment among single mothers have not yet been examined in the literature. This paper seeks to be a first cut at measuring the effects.

Purpose
The purpose of this paper is to compare the family‐friendly policies developed in Sweden, the UK and Singapore and discuss the implications on family‐friendly policies in Hong Kong.
Design/methodology/approach
The study draws on policy documents of the three countries, to examine the welfare model, the service provisions and the outcomes of the family‐friendly policies.
Findings
In the study, the paper finds that considerable differences exist among the three countries in their conception of the role and responsibility of government in the reconciliation of family and work conflict. Strategies ranging from a high degree of intervention to minimal intervention are closely related to the social welfare regime of a country. Learning from the international experiences, it is important to link work and family policies in developing family‐friendly policy in Hong Kong because work and family are not two separate worlds.
Originality/value
Numerous studies have documented the effectiveness and impact of family‐friendly policies in their own countries, but little has been done to compare the international experiences. The analysis contributes to offer a clear direction of developing family‐friendly policy in Hong Kong.

Abstract
Purpose
The purpose of this paper is to take cognisance of the work–life balance (WLB) challenges facing working women in Oman, make a review of the family-friendly policies (FFPs), related provisions in labour laws of various nations, and identify and suggest some FFP-based solutions for attracting women to private sector jobs.
Design/methodology/approach
Initially, desk research was used to review the labour laws of the six Gulf Cooperation Council (GCC) countries and some pioneering countries known for their workplace policies using the major electronic databases and official websites. An exploratory approach was used to understand the lived experience of participants using 46 in-depth interviews. The data were analysed and the findings were explained and contextualised in terms of the Arab culture, wider social processes and consequences related to WLB.
Findings
The interviews revealed that the majority of women in the private sector are not fully aware of the labour laws and FFPs, and are not satisfied with the existing policies, as they do not provide the right WLB. Women in the private sector demand flexible working hours, privacy at work, reduced work hours and certain other benefits akin to the government sector. Omani Labour Law needs a review of FFPs in line with the best global practices and Oman’s diversification initiatives. The provision, awareness and implementation of FFPs in the workplace are necessary to attract Omani women to private sector jobs.
Research limitations/implications
This research focusses on Oman in particular and GCC countries in general in its coverage of Omani women workers. The outcomes would be important for the specific segment but would have limited potential to generalise.
Practical implications
The study of WLB and FFPs is of interest for both academia and industry globally. In its strategic vision 2040, Oman aims to encourage, support and develop the private sector to drive the national economy. To retain and boost the socio-economic development in the post-oil economy, the success of the private sector will depend on the participation of the Omani workforce. The role of working Omani women will be pivotal, for they form a substantial part of the skilled human resources inventory.
Social implications
Women working in Oman are influenced by labour laws, organisational culture, traditional attitudes and societal values and influences. The voices of women working in the private sector indicate a great need to create awareness of existing policies, ensure their compliance and devise additional workplace policies to enable women to contribute to the labour market.
Originality/value
There is a dearth of studies examining work policies and employment of women in the context of Oman in particular and the GCC Countries in general. Even in the extant literature, the sectoral imbalance between the government and private sector has not been explored from the perspective of WLB and FFPs. This study presents a unique approach and findings in this regard.

Purpose
Work from home has become as regular as the traditional commuting system after the outbreak of the COVID-19 pandemic. Previous studies have discussed the influence of working at home on the work–family interface. However, there is limited understanding of how diverse workforces manage their work–family issues with various family-friendly policies. This study aims to bridge this research gap by examining the collective influence of work conditions and family-friendly policies on work–family balance.
Design/methodology/approach
A survey experiment featuring two working conditions (work from home or commuting) × four family-friendly policies (household subsidy, family-friendly supervisor, financial profit, paid leave vs no policy) was approached based on 703 valid responses in China.
Findings
The results indicate that family-friendly policies are more effective under the work-from-home condition than the commuting condition, household subsidies and financial profits are considered more helpful for work–family balance under the work-from-home condition and employees’ policy preferences depend on personal identity and work conditions, which help them maintain work and family issues concurrently.
Originality/value
This study explores the joint impact of work conditions and family-friendly policies from a situational perspective. This study indicated that professional organizations need to perform delicacy management considering policy preferences. Moreover, changing working arrangements help employees facilitate their work–family balance.

Purpose
South Korea has shown ultra-low fertility since the 2000s despite a massive expansion of pro-natal policies. The purpose of this research is to analyse institutional and socio-cultural configurations surrounding Korea's pro-natal policy and provide implications as to why the comprehensive packages have not produced intended outcomes.
Design/methodology/approach
This study assumes institutional complementarities, suggesting that the effectiveness of policy depends on various support factors. Drawing out insights from the framework of de-familisation, the authors construct a gender and family framework to analyse the pro-natal policy configurations in Korea.
Findings
Labour market policies in Korea have explicitly aimed to support dual-earner couples and protect women's employment status after childbirth. However, the dualistic labour market and remaining female-caregiver norms lead to the polarisation of couples into dual earners and male breadwinners. In family policy, the government has rapidly increased affordable childcare services, but widespread distrust in private services and generous birth-related cash benefits formulate a tension between de-familisation and continued familisation. Other welfare programmes that attach welfare rights to marital status also prolong female-caregiver norms in institutional arrangements. The findings suggest that the ambivalence between recent policy developments and the existing arrangements can limit the effectiveness of the policy packages.
Originality/value
The framework based on institutional complementarities addresses the limitations of previous studies concentrating on the statistical testing of individual policy effects. A similar approach can be applied to other countries showing major policy efforts but producing unsatisfactory outcomes.

Abstract
This research aims at explaining the phenomenon of the “black children” (heihaizi), a very little-known generation who lived with concealment under the one-child policy in China. The one-child policy was officially introduced to nationwide at the end of 1979 by permitting per couple to have one child only, later modified to a second child allowed if the first was a girl in rural China in 1984. It was officially replaced by a nation-wide two-child policy and most existing research focused on the parents’ sufferings and policy changes. The term “black children” has been mainly used to describe their absence from their family hukou registration and education. However, this research aims at expanding the meaning of being “black” to explain the children who were concealed more than at the level of family formal registration, but also physical freedom and emotional bond. What we do not yet know are the details of their lived experiences from a day-to-day base: where did they live? How were they raised up? Who were involved? Who benefited from it and who did not? In this way, this research challenges the existing scholarship on the one-child policy and repositions the “black children” as primary victims, and reveals the family as a key figure in co-producing their diminished status with the support of state power. It is very important to understand these children’s loss of citizenship and human freedom from the inside of the family because they were concealed in so many ways away from public view and interventions. This research focuses on illustrating how their lack of access to continued, stabilized, and reciprocally recognized family interactions framed their very idea of self-worth and identity.

Abstract
The Nordic welfare model is known in the literature for its explicit support of the equal treatment of men and women in both family and gender equality policies as well as its achievements in these policy areas. Policy arguments have to promote gender equality and act in the best interest of the child, ensuring that the child access to care from both parents as well as to early childhood education and care. However, the knowledge of how the Nordic welfare states frame and promote active fatherhood remains fragmented.
The chapter asks whether the five Nordic countries (Denmark, Finland, Iceland, Norway and Sweden) have developed similar policies on fatherhood or have taken different paths. Hence, the chapter examines three main policy areas affecting fatherhood: family law, family cash benefits and paid parental leave. Comparative perspective is applied and the chapter asks how the policies frame and promote active fatherhood while also looking into how fatherhood is shaped in interaction between policies, cultures and the daily practices of fathers.
Results show that while all Nordic governments promote a dual-earner/dual-carer social democratic welfare state model emphasizing the active participation of fathers in the care of their children, variations exist in policy and practices. Care policies and entitlements to a father quota of paid parental leave are a defining factor for enhancing fathers’ role in care of their children and the findings show that Nordic fathers are making use of their quota and gradually increasing their share in taking leave for the care of young children.

Abstract
In this chapter we want to demonstrate, using the example of Poland, that the socio-cultural context is important in achieving the social policy objectives of women’s professional activation and investing in children. The chapter is based on secondary analysis of data from sociological research and available public statistics (national and international) and legal documents. The thesis of the chapter refers to the theoretical concept indicated by Birgit Pfau-Effinger.
We take the view of the German sociologist Birgit Pfau-Effinger on the twofold, partially contradictory, mutual relations, and tensions between culture, institutions, social structures, and individuals who formulate the social context of female employment and child care in society. The said researcher emphasizes that the effects of similar solutions implemented in social policies in different countries vary considerably depending on the cultural context. The authors chose the subject matter of the chapter because of the changes introduced in Poland in recent years in social policy relating to the care of small children. They deal with new legal solutions that increase men’s participation in care by introducing new forms of leave for fathers.
The value of the chapter lies in pointing out the weakness of the technocratic implementation of public policies in the absence of “sociological imagination and sensitivity.” This is typical for countries in transition and post-transition periods, which includes Poland. Poor rooting of cultural knowledge and analysis in the area of programming and implementation of public policies generate a variety of social tensions.
