Abstract

Purpose

The study was conducted with the primary objective of measuring the association between the disputant’s expenses and Dispute Resolution Council (DRC) effectiveness in the study area.

Design/methodology/approach

The current study followed a quantitative research design. To obtain the study objectives, data was collected from a sample of 387 respondents in the selected three Tehsils of District Mardan, Pakistan. The respondents were selected through multistage stratified random sampling. At bivariate and multivariate level analyses, chi-square test and Gamma (γ) test statistics were used to test the relationship between variables (expenses of the disputants and effectiveness of DRC). Gender, monthly income and literacy status were used as control variables at the multivariate level.

Findings

At the bivariate level analysis, the study found a significant association (P = 0.05) of office of DRC is easily accessible, DRC as a cost-effective justice system as compared to other, availability of a vehicle to reach the DRC office and affordable amount for preparation of documents and filing the case with the effectiveness of DRC. At the multivariate level, the study portrayed that the expenses of the disputants enhance the effectiveness of DRC in males to a greater extent than females. However, the costs of the disputants were a universal feature to explain the efficacy of DRC irrespective of monthly income and literacy status.

Research limitations/implications

The present study was limited to cost and expenditure of the disputants which was associated with effectiveness of DRC with collaboration of gender, monthly income and literacy status. Moreover, a representation of “387” was only selected but it was enough for validity and reliability of the research dynamics.

Practical implications

The current study is highly significant for the policymakers for devising alternate policies for disputes resolution as the study focused on the cost and expenditure and recommend suggestions that how to improve the effectiveness of DRC in easy and timely disposal of disputes.

Social implications

The main objectives of the study is to examine the association between cost and expenditure of the disputant and effectiveness of DRC. In addition, to measure the influence of gender, income and literacy status on the association between the association between cost and expenditure of the disputant and effectiveness of DRC.

Originality/value

The current study is highly significant for policymakers to devise alternate policies for dispute resolution. The study focused on the cost and expenditure and recommended suggestions for improving the effectiveness of DRC in easy and timely disposal of disputes.

Abstract

Purpose

The purpose of this paper is automatic classification of TV series reviews based on generic categories.

Design/methodology/approach

What the authors mainly applied is using surrogate instead of specific roles or actors’ name in reviews to make reviews more generic. Besides, feature selection techniques and different kinds of classifiers are incorporated.

Findings

With roles’ and actors’ names replaced by generic tags, the experimental result showed that it can generalize well to agnostic TV series as compared with reviews keeping the original names.

Research limitations/implications

The model presented in this paper must be built on top of an already existed knowledge base like Baidu Encyclopedia. Such database takes lots of work.

Practical implications

Like in digital information supply chain, if reviews are part of the information to be transported or exchanged, then the model presented in this paper can help automatically identify individual review according to different requirements and help the information sharing.

Originality/value

One originality is that the authors proposed the surrogate-based approach to make reviews more generic. Besides, they also built a review data set of hot Chinese TV series, which includes eight generic category labels for each review.

Abstract

This chapter reviews successful pedagogical interventions in teaching literacy in languages of teaching and learning in the upper primary grades in low- and middle-income countries (LMICs) and explores how researchers and teachers decolonized classroom spaces to ensure student achievement of learning outcomes. Themes emerging from the analysis of data are biliteracy interventions, interventions in official and national languages, teacher professional development, and ecological interventions. Results of the review indicate that researchers decolonized classroom spaces by using student linguistic repertoires, evidence-based pedagogical strategies student cultural capital and engaging families and communities. The review also reveals that more research needs to be conducted on teaching and learning in upper primary grades. The linguistic diversity of LMICs provides rich contexts for more research in bilingual education and L2 acquisition which could be useful worldwide as stakeholders in the education process explore the best ways to improve learning outcomes in schools.

Abstract

Purpose

The purpose of this study was to show how pro-gender public policies in the agricultural sectors can contribute to the reduction of gender inequalities in the labour market and the diversification of the Congolese economy.

Design/methodology/approach

Computable general equilibrium model that has been adapted to the Congolese economy from the Democratic Republic of the Congo (DRC)'s SAM.

Findings

The results reveal that policies of increasing women's land allocation and government cash transfers to rural female households contribute to the reduction of inequalities in the labour market. However, only the policy of increasing women’s land allocation improves economic diversification.

Research limitations/implications

The implementation of the policy of government cash transfers to rural women's households comes at a cost to the government. Future studies to look at the most effective mode of financing for this policy. Moreover, the policy of increasing women's land allocation is feasible in the DRC as there is a lot of unused arable land available.

Social implications

In Pillar 1 of the National Strategic Development Plan (PNSD) on Economic Diversification and Transformation, the policy of increasing land allocation to women could be added to the objectives related to strengthening the contribution of agriculture to economic growth and employment creation. In Pillar 3 of the PNSD on Social Development and Human Resource Development, the policy of increasing land allocation to women as well as the policy of increasing government transfers to female rural households could be added to the objectives related to the promotion of employment of youth, women and vulnerable groups.

Originality/value

To the best of the authors’ knowledge, this is the first study of its kind for the DRC, which highlights the impact of pro-gender policies on women's employment, particularly in the agricultural sectors and in the diversification of the Congolese economy. This study contributes to policy orientation in DRC. The two policies (increasing land allocation to women and cash transfers to rural women) analysed in this study were chosen in light of the DRC's National Strategic Plan, the first phase of which focuses on promoting employment for vulnerable groups and economic diversification through the development of agricultural sectors.

Abstract

Purpose

The purpose of this paper was to understand what disability-related curriculum (DRC) looked like in the middle school Language Arts classroom. DRC refers to any curricular material and related pedagogical approach intended to address students’ understanding of disability. The authors drew on the experiences of three in-service middle school Language Arts teachers to understand what disability-related texts they selected, and why they chose to incorporate DRC into their classrooms.

Design/methods/approach

The authors used a qualitative, exploratory multi-case design to understand the what and why underlying three middle school language arts teachers’ use of DRC.

Findings

Findings from this study revealed that teachers leveraged DRC to broaden students’ understanding of diversity, increase empathy and provide exposure to disabilities; teachers gathered resources both online and within existing curriculum; and DRC varied in curricular and pedagogical structure.

Research limitations

The results of this study are exploratory. Although the aforementioned findings are promising, they are limited, due to the small sample size and relatively homogeneous participant demographics. Additional research that incorporates a larger and more diverse sample of participants would serve to broaden, or potentially confirm, the results of this study.

Practical implications

The results of this study provide insight into current practice around DRC while illustrating some of the limitations that teachers may encounter when integrating this practice.

Originality/value

While Language Arts curriculum often explores diversity in relation to race or class, it rarely focuses a lens on disability. This study fills a void in current research by providing empirical data on how educators approach the design and implementation of disability programming in their respective classrooms.

Abstract

Purpose

The purpose of this paper is to provide an analytical model to decide between cash-based and in-kind distributions during emergency responses considering the needs of beneficiaries and market conditions. To allow the switch between modalities, a preparedness framework for humanitarian organizations (HOs) is provided.

Design/methodology/approach

A mathematical model is proposed to help humanitarian responders make quantitative decisions on the type of programs to implement in emergency responses. The model was applied to a field response by an international HO during the COVID-19 emergency in Colombia.

Findings

Cash-based and in-kind distributions are not mutually exclusive response modalities during emergencies, and the real needs of beneficiaries and market effects should be included in the modality selection decision to improve program effectiveness.

Research limitations/implications

The research is focused on short-term immediate response to emergencies; the proposed model assumes favorable market conditions and limits the aid options to direct in-kind and multipurpose cash assistance, excluding other types of cash transfers.

Practical implications

The research outlines practical preconditions to operationalize switching between programs during an emergency. The study provides evidence that HOs should consider dynamics decision tools to select aid modalities and evaluate their response depending on market conditions.

Social implications

Considering aid modality as a dynamic decision and including the needs from beneficiaries in the choice can have profound impact in the dignifying of humanitarian response to emergencies.

Originality/value

The quantitative model to decide between aid modalities is a novel approach to include beneficiaries' needs and market dynamics into humanitarian supply chain research. The preparedness framework closes the gap between the emergency preparedness literature and the operational constraints that organizations face for fast program implementation.

Abstract

Purpose

The Check-in Check-out (CICO) program is a Tier II behavioral intervention that has received empirical support as an effective way to reduce problem behaviors (Hawken and amp; Horner, 2003; March and amp; Horner, 2002). The purpose of this study is to use an intervention that combined CICO with social skill instruction and academic planning with three African-American ninth-grade males identified with emotional and behavioral disorders. A concurrent baseline across participants design was used to evaluate participants’ performance on academic planning and behavior. Results indicate that the combination of social skill instruction and academic planning with the CICO mentoring program improved participants’ academic planning and behavior.

Design/methodology/approach

This study used a concurrent multiple baseline across participants design to determine the effect of the CICO mentoring program. CICO was combined with academic planning and social skills training to determine the effect on the DRC scores and the student’s educational success skills. This study included three phases: baseline, intervention (which included academic planning, social skills training and CICO) and maintenance.

Findings

All of the participants were below 50 per cent during baseline for points earned on the daily report card and the execution of steps for academic planning. During intervention, all of the participants had an increase in level and trend for both skills. Participants were able to maintain the skills two weeks after intervention.

Research limitations/implications

This study has several limitations. First, the study was conducted in an urban setting; therefore, it cannot be generalized to other geographical populations, such as rural or suburban students. Second, the study is not generalizable to self-contained settings, resource rooms or other school environments. Third, the use of DRC data, as opposed to direct observations of behavior, is a strong limitation. Consequently, it is possible that improvements in DRC scores were because of changes in teacher perceptions rather than actual changes in student behavior.

Practical implications

The study presents several implications for future studies. First, researchers could investigate different service-level settings (e.g. self-contained or resource) and different settings (e.g. suburban or rural). Second, researchers could focus on varied populations that are targeted for inappropriate behavior or academic difficulties such as English Language Learners. Researchers could also examine the effects of tutoring with CICO and investigate if mentoring is generalizable to community settings.

Social implications

Social validity outcomes from students, parents and classroom teachers who participated this study were positive. Although social validity measures do not add to data for our dependent variables, it is important to consider perceptions from our stakeholders. Students indicated that they found daily mentoring sessions helpful and beneficial. Based on student perceptions and performance and teacher feedback, components of CICO were effective in reducing disruptive behavior of African-American males at the high school level.

Originality/value

Not only does the study focus on African-American males in high school, but also contributes to the literature by focusing on the increase of students’ academic planning skills, social skills and the reduction of office discipline referrals. The version of CICO used in the present study included the use of FBAs. Few studies found in the literature even mentioned conducting an FBA before or during the implementation of CICO with successful results (Campbell and amp; Anderson, 2008; March and amp; Horner, 2002). The authors also monitored the positive gains of the student using Daily Report Cards (DRC). For this study, DRC is simply a method of reporting success to the mentor, student, parent and mentee.

Purpose

This paper attempts to discuss the synergies between the sustainable development goals (SDGs) and Ebola preparedness and response – with a specific outlook about how the five (5) targets in SDG.3 can be prioritized and integrated into the measures taken against the battle of Ebola virus disease (EVD) in the Democratic Republic Congo (DRC) as well as any other sporadic health disasters and emergencies elsewhere.

Design/methodology/approach

This paper draws on the published literature, including reports, peer-reviewed articles, statistical data and relevant documents identified from authenticated sources.

Findings

Sustainable development, which is the nitty-gritty of SDGs, is underscored as a germane in almost all regional and international frameworks. However, as traditional natural hazards persist, alongside the persistence of civil conflicts and instability, socioeconomic challenges such as EVD pose serious hindrances to SDGs, and achieving them by 2030 might be a deferred dream, especially in low- and middle-income countries such as DRC.

Practical implications

This paper will help to inform the decisions of bureaucrats at different levels, especially those aimed at promoting and integrating health into sustainable development.

Originality/value

The recent 2018 EVD outbreaks in DRC, which galvanized the regional and global attention, call for an approach that elucidates an interaction between the SDGs and countermeasures of responding to this deadly disease in the DRC and elsewhere.

Abstract

Purpose

The purpose of this study is to analyze the challenges encountered by international nongovernmental organizations (INGOs) operating in armed conflicts within the Democratic Republic of the Congo (DRC) and the Central African Republic (CAR). Through a 20-month fieldwork analysis, this research maps logistical risks and highlights key obstacles on the ground for successful humanitarian deployments in dynamically changing and complex environments. The study brings together academics and practitioners, providing practical and concrete recommendations for nongovernmental organizations (NGOs) to focus on in the conflict zones studied.

Design/methodology/approach

Using a mixed-methods approach that combines qualitative and quantitative methods, this research provides valuable insights into the challenges faced by INGOs in conflict zones. After collecting data from the field, including interviews with key stakeholders and on-the-ground observations, the data analysis uses software tools such as Text Analysis Markup System analyzer and Macbeth. By adhering to ethical principles and incorporating a reflexive analysis, the study sheds light on the multidimensional nature of successful humanitarian deployments.

Findings

The primary risk in all armed conflict zones, including the DRC and CAR, is insecurity. However, to achieve a successful humanitarian deployment in such contexts, a multidimensional approach is required. This involves first securing the acceptance of local communities and conflict parties, which can be achieved through a deep understanding of both political and customary structures, with a focus on respecting key engagement leaders. Sustainability also plays a crucial role, and NGOs must maintain a secure stock of energy and provide greater initiative for on-the-ground managers to meet the expressed needs of beneficiary populations and involve them from the planning stage onwards. Finally, effective communication, cooperation and collaboration with United Nations Office for the Coordination of Humanitarian Affairs are essential to overcome procurement, technical and security risks, particularly during the initial deployment phases.

Originality/value

This study provides an illustration of the uncommon practice of conducting collaborative research in humanitarian settings amidst two neighboring areas of armed conflict. The authors identified 268 common risk factors across eight categories during five deployment phases. To analyze these risks based on criticality and NGO responsiveness, the authors used a multicriteria method. This approach allowed the authors to validate unanimous judgments, resulting in valuable insights and concrete recommendations.

Abstract

Purpose

This study aims to identify the main challenges to achieving humanitarian logistics in the context of United Nations peace missions in sub-Saharan Africa and to present suggestions for overcoming the logistical gaps encountered.

Design/methodology/approach

The methodological approach of the work focuses on the comparative case study of the United Nations Mission in South Sudan, the United Nations Multidimensional Integrated Stabilisation Mission in the Central African Republic and The United Nations Organisation Stabilisation Mission in the Democratic Republic of Congo from 2014 to 2021. The approach combined a systematic literature review with the authors’ empirical experience as participant observers in each mission, combining theory and practice.

Findings

As a result, six common challenges were identified for carrying out humanitarian logistics in the three peace missions. Each challenge revealed a logistical gap for which an appropriate solution was suggested based on the best practices found in the case study of each mission.

Research limitations/implications

This paper presents limitations when addressing the logistical analysis based on only three countries under the UN mission as a case study, as well as conceiving that certain flaws in the system, in the observed period, are already in the process of correction with the adoption of the 2016–2021 strategy by the UN Global Logistic Cluster. The authors suggest that further studies can be carried out by expanding the number of cases or using countries where other bodies (AU, NATO or EU) work.

Originality/value

To the best of the authors’ knowledge, this study is the first comparative case study of humanitarian logistics on the three principal missions of the UN conducted by academics and practitioners.
