Abstract

Purpose

Electrical services contribute a substantial percentage of total construction cost of any particular project. It is essential for estimators to have a detailed knowledge of the factors that affect the incorporation of electrical services cost into the overall building project cost. The overall aim of the study that formed the basis for this paper therefore was to investigate the factors that influence cost estimating of electrical services project.

Design/methodology/approach

The study was carried out based on questionnaire survey of 225 organizations that are involved in cost estimating of electrical services projects in Nigeria. A total of 158 questionnaires out of the 163 retrieved were appropriate for analysis. A list of factors potentially influencing cost estimate for electrical services was identified for the respondents to rate. The data collected were analyzed using factor analysis based on principal component analysis and varimax orthogonal rotation.

Findings

The results shows that the factors affecting production of cost estimate for electrical services could be grouped into four principal factors: the most important factor grouping being estimator competence followed by project technicality, economic requirements and contract requirements.

Practical implications

Many factors are considered by practitioners in the preparation of cost estimate for electrical work in construction project development. The paper has listed about 23 factors that are relevant. However, this paper has shown that four principal factors need to be considered as they explain 64 percent of the factors affect cost estimate production for building project's electrical service works.

Originality/value

Review of literature has shown that there is limited empirical research on the factors influencing cost estimate production for electrical services work. The paper has produced an empirical research on the crucial factors that must be taken into account when producing cost estimate for the electrical service projects.

This study proposes targeted modernization of the Department of Defense (DoD's) Joint Forces Ammunition Logistics information system by implementing the optimized innovative information technology open architecture design and integrating Radio Frequency Identification Device data technologies and real-time optimization and control mechanisms as the critical technology components of the solution. Abstract

This research estimates a multi-product flexible cost function of airport variable costs. Data for the analysis are a panel of 50 airports from 1996 to 2008. Output includes domestic and international departures, non-aeronautical operating revenues, and the number of transport workload units, where a workload unit is a passenger or the equivalent of a 220 pound packet of cargo. The quasi-fixed factor is the equivalent number of 10,000′ × 150′ runways at an airport. After correcting for first-order serial correlation, the analysis finds that airports operate under constant returns to runway utilization and multi-product decreasing returns to scale, production technology is consistent with product specific returns to capacity utilization and anti-complementarity across outputs, and general airport operations have input substitution possibilities with personnel and contractual repair/maintenance inputs. The study also finds 1.05% technology progress over the sample period, due to strong growth prior to 2001, with similar productivity growth rates for large and medium hubs.

Abstract

The purpose of this study was to assess lifetime economic costs for people with four developmental disabilities (DDs): mental retardation, cerebral palsy, hearing loss, and vision impairment. Estimates were generated for direct medical costs, direct non-medical costs, and productivity losses resulting from increased morbidity and premature mortality. Findings suggest that lifetime costs, in excess of costs for individuals without DDs, are approximately $870,000 per person for mental retardation and $800,000 per person for cerebral palsy (in 2000 dollars). Analogous cost estimates for hearing loss and vision impairment are approximately $330,000 and $470,000, respectively. Roughly four-fifths of total costs reflect productivity losses.

Abstract

Purpose

Challenges associated with ensuring the accuracy and reliability of cost estimation of highway construction bid items are of significant interest to state highway transportation agencies. Even with the existing research undertaken on the subject, the problem of inaccurate estimation of highway bid items still exists. This paper aims to assess the accuracy of the cost estimation methods employed in the selected studies to provide insights into how well they perform empirically. Additionally, this research seeks to identify, synthesize and assess the impact of the factors affecting highway unit prices because they affect the total cost of highway construction costs.

Design/methodology/approach

This paper systematically searched, selected and reviewed 105 papers from Scopus, Google Scholar, American Society of Civil Engineers (ASCE), Transportation Research Board (TRB) and Science Direct (SD) on conceptual cost estimation of highway bid items. This study used content and nonparametric statistical analyses to determine research trends, identify, categorize the factors influencing highway unit prices and assess the combined performance of conceptual cost prediction models.

Findings

Findings from the trend analysis showed that between 1983 and 2019 North America, Asia, Europe and the Middle East contributed the most to improving highway cost estimation research. Aggregating the quantitative results and weighting the findings using each study's sample size revealed that the average error between the actual and the estimated project costs of Monte-Carlo simulation models (5.49%) performed better compared to the Bayesian model (5.95%), support vector machines (6.03%), case-based reasoning (11.69%), artificial neural networks (12.62%) and regression models (13.96%). This paper identified 41 factors and was grouped into three categories, namely: (1) factors relating to project characteristics; (2) organizational factors and (3) estimate factors based on the common classification used in the selected papers. The mean ranking analysis showed that most of the selected papers used project-specific factors more when estimating highway construction bid items than the other factors.

Originality/value

This paper contributes to the body of knowledge by analyzing and comparing the performance of highway cost estimation models, identifying and categorizing a comprehensive list of cost drivers to stimulate future studies in improving highway construction cost estimates.

Abstract

In the continuing endeavour to work towards ever better management, experience plays a crucial role. We learn from success, but we can learn much more from failure. Further, it is far better and cheaper when we learn from other people′s failures rather than our own. This monograph assesses the requirements of project management in relation to industrial projects, illustrating the factors that can result in failure by means of a series of case studies of completed and abandoned projects worldwide that have failed in one way or another. The key roles played by project planning and project cost control in meeting and overcoming the practical problems in the management of industrial projects are examined in detail. In conclusion the lessons that can be learned are evaluated and presented, so that we may listen and learn – if only we will.

Previous empirical studies examine the effect of asymmetries across bidders on auction outcomes. This paper tests for asymmetries in behavior when bidders are confronted with different regulatory environments. Data from federal and state highway resurfacing projects in Colorado are used to determine if bids are more aggressive when contractors switch from federal projects, with Davis-Bacon prevailing wage and Disadvantaged Business Enterprise regulations, to less-regulated state projects. Results from fixed effects estimates of winning bids indicate that the level of aggressive bidding is not altered with a change in regulations, at least not with respect to the policies and types of projects examined here.

Abstract

Purpose

The purpose of this paper is to introduce a new general approach for estimating the maintenance cost of constructed facilities. The proposed approach consists of four components, including: facility work breakdown structure; historical maintenance cost and cost contingency data of actual completed projects; feedback obtained from the post-occupancy evaluation (POE); and fuzzy set theory (FST) to define the uncertainty associated with the maintenance cost and cost contingency as an alternative approach to simulation.

Design/methodology/approach

Literature review of the existing methods used for estimating maintenance cost of constructed facilities was conducted to highlight the limitations of the existing methods and models. The paper then introduced a new approach in which the results obtained from POE are integrated with the estimator’s judgment in estimating maintenance cost of constructed facility. As a proof of concept, the developed approach is tested on a private school facility in the city of Khobar, Saudi Arabia. The application of the proposed approach in this case project demonstrates its applicability and features in comparison with the existing practice.

Findings

The application of the developed approach on a school case project demonstrated that the developed approach can provide a reliable facility maintenance cost estimate, narrow the uncertainties and vagueness associated with the estimated cost, and provide the estimator with the necessary information to conduct risk analysis with less effort, less computations and less complexity comparing with that provided by complex simulation. The results also showed that integrating POE in the estimating process can provide more accurate cost estimate with high level of confidence.

Originality/value

The paper presents a new approach for estimating facility maintenance cost. The developed approach introduced a new concept that assists maintenance contractors in preparing facility maintenance estimate with improved accuracy while satisfying the facility user’s needs. The proposed approach integrates the estimator’s judgment with POE to model the uncertainties associated with cost using FST as an alternative approach for complex simulation.
