Abstract

Purpose

Digital records appraisal and aspects of archival values in theory, regularization and practice are explored. This paper aims to reflect upon the appraisal process, responsibility and norms for value creation in a digitalized environment. The research question was how do appraisal theory, normative rules and appraisal practice meet the aims of values in digital archives?

Design/methodology/approach

The study triangulated appraisal theory, normative values and participants’ views about archival values in appraisal practice in a Swedish setting. Content analysis were used to explore normative documents and interviews. Appraisal theories of the Swedish Nils Nilsson and the Canadian Terry Cook were interpreted. The result was related to theories on public values, the nature of responsibility and relations between the state and citizens.

Findings

The results show influences between theory, norms and practice. Changes in norms and practice do not follow the development of digitalization. Responsibility is focused on tasks, which exposes risks of accountability control and knowledge of appraisal grounds. The paper concludes that access requirements and user needs may prompt change in appraisal processes. In the light of digitalization, “primary and secondary value” are merely a matter of use and usability in a time and space (continuum) perspective.

Research limitations/implications

This study is based in Sweden where extensive right of access to public records and default preservation are norm.

Originality/value

The result shows how allocated responsibilities impinge on a re-active digital appraisal process.

Abstract

Purpose

Appraisal of records to separate the wheat (records of enduring value) from the chaff (ephemeral records) is one of the most important functions of the archives. In terms of the National Archives and Records Service of South Africa (NARSSA) Act (No. 43 of 1996) (the Act), “no public records may be transferred to an archives repository, destroyed, erased or otherwise disposed of without the written authorisation of the national archivist”. In implementing this section of the Act, the NARSSA issues a disposal authority, which emanates from the appraisal process explained in the policy guidelines of 2002. The purpose of the study is to analyse the appraisal policy guidelines on the approach of NARSSA in relation to preservation of digital records.

Design/methodology/approach

This study has used qualitative data obtained through content analysis and literature to review the appraisal policy guidelines and approach of NARSSA in relation to preservation of digital records. The 2002 approved appraisal policy, as well as the directives issued by NARSSA in terms of Section 13(4) of the Act, is examined to determine the criteria, the process and the methodology adopted in the appraisal of records. Content analysis data are augmented through interviews conducted in person with the head of the records management unit at NARSSA and the archivist responsible for appraisal of government records.

Findings

The study has established that, in terms of the approach, records are appraised two years after the implementation of records classification systems in governmental bodies and those of archival value are then transferred to an archives repository after a period of 20 years. Twenty years is a long period as records might be lost, especially in digital environments. Furthermore, the appraisal policy guidelines limit the powers of records managers in governmental bodies in deciding on records of enduring value, as this responsibility is assigned to archivists at NARSSA. It is clear that the policy was written with paper records in mind.

Research limitations/implications

This study may go a long way in influencing policy review to embrace appraisal of digital records in South Africa. This in turn will help in determining the feasibility of preservation technology for digital records.

Originality/value

This study is useful to ensure participation of the public in the appraisal process. This study has triangulated content analysis data with interviews to examine appraisal criteria, process and methodology, followed by NARSSA.

Abstract

Purpose

The purpose of this paper is to propose a theoretical framework to illustrate the archival knowledge applied by archivists in their personal archiving (PA) and the mechanism of the application of archival knowledge in their PA.

Design/methodology/approach

The grounded theory methodology was adopted. For data collection, in-depth interviews were conducted with 21 archivists in China. Data analysis was performed using the open coding, axial coding and selective coding to organise the archival knowledge composition of PA and develops the awareness-knowledge-action (AKA) integration model of archival knowledge application in the field of PA, according to the principles of the grounded theory.

Findings

The archival knowledge involved in the field of PA comprises four principal categories: documentation, arrangement, preservation and appraisal. Three interactive factors involved in archivists' archival knowledge application in the field of PA behaviour: awareness, knowledge and action, which form a pattern of awareness leading, knowledge guidance and action innovation, and archivists' PA practice is flexible and innovative. The paper underscored that it is need to improve archival literacy among general public.

Originality/value

The study constructs a theoretical framework to identify the specialised archival knowledge and skills of PA which is able to provide solutions for non-specialist PA and develops an AKA model to explain the interaction relationships between awareness, knowledge and action in the field of PA.

Abstract

The greatest challenges with which digital systems present us are the creation and maintenance of reliable records and the preservation of their authenticity over time. It is vital for every organisation that its records be able to stand for the facts they are about i.e. that their content is trustworthy. To meet these challenges the international community of records professionals must develop appropriate strategies, procedures and standards. In this article the author explores the concepts and principles derived from archival diplomatics that should guide the management of electronic records and therefore these developments, as well as drawing conclusions about the nature of the research work required

Abstract

Functional appraisal of records is an idea which has been around for a long time but it is only relatively recently that it has actually been implemented in various organisations and countries. The aim is to ensure that archives capture the right records but avoid the huge workloads and backlogs of the past by identifying these records before they arrive in the archives, so that only archival records arrive there. This can be done by appraising functions instead of appraising documents, because records exist to document functions, so if a function is archival, then the records which support it will also be archival. Retention schedules can then be developed based on those functions, and classification schemes based on the schedules so that there is a seamless system governing the records from creation to final disposition.

Abstract

Archival appraisal is the process of determining which manuscripts and archives acquired by a repository are worthy of long‐term preservation. The abundance of modern records prevents saving everything, so archivists must make difficult choices. Records have value as evidence of organizations’ functions and activities, or for their informational content. Appraisal criteria include analysis of functions, context, content, future uses, and cost‐benefit of retention. Decisions to discard manuscripts are irreversible, so choices must be carefully weighed. Reappraisal and deaccessioning may also be applied to legacy holdings. The challenging task of appraisal also contributes to the preservation of institutional evidence, cultural heritage, and social memory.

Abstract

Purpose

The archival records of Canadian corporations held by Library and Archives Canada (LAC) are a rich source of primary documents for the study of the history of marketing and advertising in Canada. The paper discusses the records of iconic department store Sears Canada, steel manufacturer Stelco, and Canadian National, the country’s largest railway, provide primary source material on marketing, sales, catalogues, promotions, celebrity endorsements, sponsorship of charitable causes and other areas of publicity. Additionally, discussing archival records provides a case study of the major archival processes involved in making historical documents available to researchers and the general public, including appraisal and evaluation, archival processing, preservation and digitisation.

Design/methodology/approach

The paper discusses and highlights primary source archival records for the study of marketing history. These archival fonds are unique primary source records that document three historically significant Canadian corporations and their roles in Canadian history.

Findings

The archival records of Canadian corporations held by Library and Archives Canada (LAC) are a rich source of primary documents for the study of the history of marketing and advertising in Canada. The records of iconic department store Sears Canada, steel manufacturer Stelco, and Canadian National, the country’s largest railway, provide primary source material on marketing, sales, catalogues, promotions, celebrity endorsements, sponsorship of charitable causes and other areas of publicity. Abstract

Purpose

This paper aims to investigate the role of documentary editions in supporting the development of historical collections in libraries, their function as evidential and informational objects and considerations for their evaluation in collection development. Framed as objects possessing bibliographic and archival characteristics, attention is given to the evaluative challenges these objects present during collection development.

Design/methodology/approach

This paper provides an archival and bibliographic analysis of documentary editions through examining and discussing their archival and bibliographic elements. Consideration is given to how these elements are expressed as information and evidence, how they operate as scholarly and archive-like objects and how they acquire value as collected objects. This approach clarifies the informational and evidential characteristics of these works, offering a framework for their evaluation in libraries.

Findings

Documentary editions possess archival and bibliographic characteristics, requiring that evaluators critique the scholarly value and archival integrity of their content. This has implications for the curation of archival objects in library collections, where library and archival expertise can support a more nuanced assessment of these works.

Originality/value

The blurred documentary character of these works has been identified by scholars (Cox, 1991). This paper presents evaluative considerations. Here, these characteristics are clarified, and an approach for evaluating these works is offered.

Abstract

Purpose

The purpose of this paper is to examine user studies as well as user education within the context of public services offered by archival institutions. It highlighted some of the key aspects that constitute both concepts drawing from history in order to provide a better understanding in the context of current professional discussions.

Design/methodology/approach

The review analysed peer-reviewed articles ranging from the late 1970s to the present time to illuminate debates in the archival professional underpinning the current understanding of user studies and user education.

Findings

The paper outlined the different paths used in user studies to ensure data collection is exhaustive and provides a nuanced assessment of user needs. It also outlined the two related paradigms of structuring user education programmes, highlighted the points at which they differ and the rich discussions resulting from comparative analysis.

Originality/value

The paper demonstrated that there is a rich corpus of professional literature on both user studies and user education, expounding on different aspects that would ensure both are designed and implemented effectively.

Abstract

Purpose

The purpose of this study is to evaluate strategies to appraise email correspondence to select significant email for permanent preservation without capturing trivial or personal emails. The strategies were tested on the actual email accounts of selected individuals occupying important roles within an important cultural institution in the Northeastern USA.

Design/methodology/approach

Treating this art museum as a case study site, email messages are manually appraised for retention using a rubric. Following the appraisal, strategies for expediting this appraisal process, using what is learned from the manual appraisal process, are explored.

Findings

A major finding of this study is that sent mail is almost always significant, although preserving only sent mail, or preserving sent mail in combination with inbox items that have been acted upon (replied to or forwarded), are not sufficient to capture significant correspondence. Rather, a social network approach holds the most promise to accelerate the process of email appraisal.

Originality/value

This study provides empirically grounded strategies for appraising email for permanent retention.
