Abstract

Purpose

The tea plantation industry is characterized by the large-scale deployment of cheap women laborers and gender-blind practices that make the social positions of women workers vulnerable. This paper considers women temporary workers in tea gardens to study the exacerbated impact of Covid-19 on their lives. The impact of the pandemic on marginal tea garden women laborers has not received enough attention from researchers; hence, the authors have studied the gendered implications of the pandemic on Adivasi temporary women workers in tea gardens in India. “Adivasi” is an umbrella term to refer to all indigenous tribes in India.

Design/methodology/approach

The authors conducted a qualitative study with 26 in-depth interviews with women temporary workers who identify themselves as Adivasis. For the discussion, the authors have mainly borrowed from intersectionality and subalternity literature.

Findings

The analysis explored the intersectional experiences of the women temporary workers (1) as members of Tea Tribes who are compelled to continue working at tea gardens as wage laborers, (2) job insecurities at work due to their temporary worker status, (3) disadvantages faced by women workers for their gender identity and (4) the gendered impact of the pandemic on their lives.

Originality/value

This study has explored the gendered impact of the Covid-19 pandemic on the lives of temporary women workers who belong to ethnic minority groups in the global south. The exploitation of labor rights in the tea industry during the pandemic has not been discussed enough by researchers earlier.

Abstract

This chapter draws on a study on Adivasi identities in a context of protracted violence and conflict in India. The chapter examines the ethical issues that emerged during the research with young people, through a critical exploration of researcher positionality and power. The chapter is informed by a naturalistic inquiry into community interactions and youth voice in an area of civil unrest in India, and specifically, with young people from the historically marginalised Adivasi community. I reflect on my theoretical transition to poststructuralism in the doing of this research, enriched by postcolonial and feminist perspectives, which emphasises the centrality of context and the inextricability of the researcher from the researched. By critically reflecting on my power and positionality as an adult researcher, I question how the particular context of the young participants, my presence and participation within it produced particular responses, understandings and identities of young people. These understandings are entangled with ethical challenges in relation to the navigation of the research context, gendering and hierarchisation within local community relations. In encountering these complexities, my ethical positioning raises questions about ‘representation’ in the capturing of youth voices in the Indian context. The chapter suggests an articulation and linking of the ethical tensions to a substantiation of the theoretical and methodological framings of research, informed through the research context and the researcher’s positionality.

Abstract

Sterilisation in India (and globally) has a contentious and deeply politicised history. Despite this troubling legacy, India continues to rely on female sterilisation as the main form of contraception and family planning. Abortion, which has been legal under broad grounds since 1971, intersects with sterilisation at different points over women's reproductive lifecourse. Drawing on three case studies exploring women's abortion trajectories in Karnataka, India (2017), this chapter examines sterilisation as a reproductive technology (RT) in women's abortion narratives. These include experiences of failed sterilisation necessitating abortion, as well as narratives around pre- and post-abortion counselling with sterilisation conditionalities. Women report healthcare workers shaming or scolding them for not being sterilised after their last pregnancy – demonstrating the prominence of sterilisation as an enforced social norm using ‘health’ frames. Using reproductive justice (RJ) as a lens, I analyse how sterilisation interacts with abortion and the narratives of shame and stigma that surround the two technologies and make visible the ways in which it results in the denial and restriction of women's reproductive freedoms.

Abstract

In this chapter, I revisit an important debate about dalit feminism that took place in the pages of the Economic and Political Weekly, a leading publication in India, from 1995 to 2000 (Datar, 1999; Guru, 1995; Rege, 1998, 2000). Reexamining this debate in the context of contemporary dalit and savarna feminist activism, I show that while the debate was key in making visible (1) the heretofore unmarked savarna nature of autonomous feminism and (2) the male domination of dalit politics, in the decades following the debate, dalit politics remains primarily male, and autonomous feminism while cognizant of and in conversation with dalit feminism is not necessarily transformed by dalit standpoint. Further, dalit feminism itself while visible nationally and transnationally has focused at home largely on “difference,” from savarna feminism without adequately addressing the differences among dalit subjectivities in neoliberal India, limiting the possibilities of radical, coalitional politics.

Abstract

Throughout the world, women encounter strong patriarchal values that promote the virtue of women's chastity. Within numerous conservative societies, such as certain regions of the Islamic Republic of Pakistan, the intactness of the hymen in a young woman is viewed as emblematic of her dignity, righteousness, and pride. Participants in our investigations highlighted that hymen rupture stigma remains prevalent in many parts of Pakistan, often leading to social consequences or disapproval of women who want to participate in sports. Additionally, participants disclosed that some women had internalized the hymen rupture stigma, and families might reinforce it. This chapter contributes to the limited scholarship concerning how social norms, hymen rupture stigma, and family values influence Muslim women's participation or lack of participation in sports in Pakistan.

Abstract

Purpose

The purpose of this paper is to investigate, firstly, to what extent has Nepal’s bureaucracy become representative in terms of reflecting the country’s demographic composition, and secondly, has the bureaucracy become more responsive to citizens since the implementation of a quota policy in 2007.

Design/methodology/approach

This paper relies on factual and perceptual data in analysis. In order to analyze and interpret representative bureaucracy, this paper adopts factual data derived from the secondary sources, especially data generated by the Government of Nepal. Second, the perceptual set of data was collected through two rounds (2008, 2014) of a country-representative survey in Nepal.

Findings

The findings suggest that in terms of representativeness, the bureaucracy is still dominated by high-caste Hindus, while other ethnic communities, except the Newars, are utterly under-represented. Surprisingly, Dalits are represented in higher posts as per their percentage in the population, but they are still underrepresented in the civil service in general. Women’s representation has also increased through participation in the civil service, but they still mostly hold junior or non-gazetted posts. Citizens’ evaluations regarding responsiveness and processes of service provision are also mixed.

Originality/value

This paper is a unique attempt to understand the aspects of representativeness and responsiveness in relation to Nepalese Civil Service.

Abstract

Purpose

Indigenous knowledge (IK) is the anchor of survival and stability for indigenous communities. The purpose of this study was to establish how the socioeconomic value of IK can be maximised in Kenya through effective enactment and implementation of relevant policies and legislation.

Design/methodology/approach

The study adopted a mixed methods research using a survey design. The target population comprised 104 top- and middle-level managers drawn from organisations implementing diverse IK policies and legislation. Primary data were collected from the target population using questionnaires. Additional data were collected using content analysis of IK policies and legislation. The collected data were analysed using descriptive and inferential statistics with the help of IBM’s Statistical Package for Social Sciences (SPSS Version 22) software.

Findings

The findings revealed a low awareness of the IK policies and legislation by the stakeholders. It also became evident that the policies and legislation relevant to IK are not implemented effectively. The authors conclude that policies and legislation do not maximise the socioeconomic value of IK in Kenya.

Originality/value

This is an original study which has practical implications for the use of IK for socioeconomic purposes. The findings of the study may be used to influence policy formulation and implementation; theory on IK; and practices which mainstream IK in socioeconomic activities in Kenya and beyond.

Purpose

Submergence, dislocation, rehabilitation and reform are the terms that crowd out most discussions on Adivasi/indigenous communities. They also fit in aptly with the Adivasi experiences of education and their relationship with knowledge construction, for them but not necessarily with them. Over the course of the last century, the Adivasi story has been composed and reoriented by a confluence of hegemonic regimes, institutions and epistemic traditions. The paper aims to discuss these issues.

Design/methodology/approach

Tracing the shifts over last few decades and paying attention to the larger politics of indigeneity, schooling and knowledge production, this paper advances a critical reading of the relationship between the marginalised and formal systems of schooling.

Findings

Employing Gayatri Chakravorty Spivak’s (1989) “Can the Subaltern Speak?”, the paper identifies the discourses that have contributed to the construction of Adivasi communities and their relationship with the Indian state.

Originality/value

As schooling continues to occupy a significant place among the communities in India and it gets associated with a number of contradictory logics, the present paper highlights the historicity of the project by which marginalised communities have been defined and their schooling needs have been framed and justified.

Abstract

Purpose

The purpose of the paper is to highlight the differences in literacy and schooling attainment among the scheduled tribe women in India.

Design/methodology/approach

The paper uses data from the Census of India, Department of Education in India, and National Human Development Report prepared by the Government of India.

Findings

The high status of women among the tribal groups in the northeastern states has important effects on the literacy rates, enrollment ratios and dropout rates of girls in that region. High‐poverty rates pose to be significant obstacles in attaining literacy and education among tribal women in India. However, large differences in literacy rates in the various states in India show that social and cultural norms, proximity to the mainstream Hindu culture, and the role of women are also important determinants in achieving literacy among tribal women.

Originality/value

Literacy is considered to be an important tool for improving the status of women among the scheduled tribes. Aggregate statistics often paint a dismal picture of the low‐literacy rates and schooling among the scheduled tribe women. This paper shows that such statistics fail to capture the different trends in literacy rates and value placed in schooling among the various tribal groups in India. Differences in economic, social, and cultural backgrounds among the various tribes need to be emphasized in order to understand the differential nature of investments in literacy rates and schooling among tribal women in India.
