Abstract

Purpose – In recent years, various communities across Canada have recognized the need to include young people's input in community/urban decision-making processes. As a signatory to the United Nations Convention on the Rights of the Child (CRC), Canadian governments and policy makers are obligated to take young people's views into consideration when decisions about them are made. The aim of this chapter is to examine how some communities have attempted to involve young people in such decision making by creating youth advisory councils.Design/methodology/approach – This chapter draws on an open-ended small-scale survey conducted with youth council members and adults familiar with the operation of youth councils.Findings – The findings suggest that many youth councils were mostly initiated by adults for youth. However, the successes of these youth councils were many. Participants reported that youth councils provided young people with a voice on an array of issues ranging in scope from local to national/international. Despite these successes, the ability of young people to have a voice in decisions that affected them was hindered by the many challenges that youth councils faced (e.g., lack of adult support).Originality/value – This chapter provides strategies to help overcome barriers to genuine youth participation in the decision-making processes of communities/cities. It also critically engages with the concept of participation as it relates to youth councils as an avenue for enhancing young people's civic and political lives. Finally, it adds to the literature by examining the Canadian context which has often been overlooked in research on youth councils.

Abstract

There is a growing recognition that participation in ‘shadow’ structures such as youth councils, forums and parliaments does not meet all of young people’s needs for action and engagement, and a growing emphasis on finding and recognising opportunities for young people to move out of these structures and initiate their own forms of democratic action for change. This chapter, co-written by academics and young researchers recruited from a youth council, tells the story of an action research project set up under the auspices of PARTISPACE which aimed to learn about the dynamics of self-initiated and autonomous youth participation beyond the confines of formalised youth participation structures. In this chapter, the authors explain what we all brought to the project, reflect from different perspectives on the process we went through, the challenges we encountered, the outcomes we achieved, and make sense of what we, collectively and individually, learned from the experience about different processes of participation.

Abstract

Purpose

This study aims to illustrate how white supremacy culture can be produced within nonprofit organizations with a mandate to serve marginalized communities and provide practical suggestions for preventing oppression.

Design/methodology/approach

The site of inquiry was a nonprofit organization in south central Texas that provides social support to queer and trans youth. Through critical ethnography, the researchers evaluated the organization's processes and structure (including hierarchy, decision-making, fundraising and interactions between leaders, partners and affected groups) to explore how the organization perpetuated attributes of white supremacy culture.

Findings

Data reveal that the organization alienates the youth, volunteers and employees through defensiveness, fear of open conflict, paternalism, perfectionism and power-hoarding.

Originality/value

A dearth of research focuses on how white supremacy culture manifests in organizations serving marginalized communities. This paper addresses this gap by focusing on a nonprofit organization in central Texas that supports queer and trans youth. The authors offer recommendations for addressing white supremacy culture in organizations and suggest future research opportunities.

Abstract

The Child Friendly Cities Initiative (CFCI) is a UNICEF-led collective impact intervention aimed at promoting children’s rights at the city and community levels. The CFCI operationalizes the UN Convention on the Rights of the Child (CRC) for local governments through a framework for action aimed at realizing the rights of young people under 18 years of age: (1) to be valued, respected and treated fairly; (2) to be heard; (3) to access social services; (4) to be safe; and (5) to participate in family, life, play and leisure. This chapter provides an historical analysis of the CFCI globally and in the United States, and how this intervention draws upon and advances sociological research on young people’s meaningful participation. We present three case studies to analyze young people’s participation in CFCIs and the lessons learned from Houston, Texas, Minneapolis, Minnesota, and San Francisco, California.

Abstract

This chapter offers a critical examination of children and young people’s participation in Australia’s official celebrations of the International Year of the Child (IYC) in 1979. While the global objectives of IYC strongly reflected ‘protectionist’ or ‘welfarist’ approaches to children’s rights, the chapter shows that, at a local level, the year was also shaped by alternative notions of children’s liberation that had emerged in the preceding decade and a new emphasis on children’s voices by policymakers, advocates and researchers. The chapter explores how these ideas were incorporated at a national level before closely examining three initiatives in New South Wales (NSW), the Australian state where the emphasis on children’s voices was taken furthest. The initiatives examined are: (1) the establishment of a Kids Council to provide input into the state’s response to IYC; (2) the organisation of a Youth Forum for high school students; and (3) the provision of funding for the ‘Speakout’ camp for children in out-of-home ‘care’. None of these initiatives approached the radical forms of democratic participation envisioned by liberationists. Nonetheless, they attest to the wider credence given to ideas of children’s self-determination in this period, well before the formalisation of children’s ‘participation’ rights in the UN Convention on the Rights of the Child (UNCRC, 1989). The selected case studies also provide context to more recent debates over the inclusion of children and young people’s voices in decision-making processes, demonstrating how concerns around tokenism, exclusivity and adult-centricism manifested and were navigated at a time when the concepts of participation and voice remained relatively novel.

Abstract

In 2020, UNICEF Canada released Report Card 16 revealing that Canada ranks in the bottom tier compared to other wealthy countries in terms of child and youth well-being. The Report Card highlights that promoting participation is required to improve this ranking. Recognising the connection between child well-being and participation, this chapter explores youth-serving institutions in Canada to understand how participation materialises in these settings. Through interviews with provincial and territorial Canadian child and youth advocates, this chapter first explores advocate offices that serve young people facing challenges. These are the only group of child and youth advocates in Canada that have formal legal mandates to implement children's rights at the provincial and territorial level. Comparatively, through interviews with justice-involved youth we analyse the youth justice system. By adjusting the setup of the court space and attempting to minimise power imbalances, we discuss how Canada's first and only Aboriginal Youth Court (AYC), promotes participation and engagement. Through a comparative case analysis, this chapter explores where barriers exist in terms of conceptualising and implementing participation rights, and where opportunities and best practices may be leveraged across child and youth serving institutions in Canada.

Abstract

Since we began work on this volume in 2011, images of youth who are politically and civically engaged have populated news stories. Youth activists played key roles in the social movements that sparked and spread through Africa and the Middle East in the “Arab Spring” of 2011 and 2012. In Norway, politically engaged youth attending a summer camp run by the ruling Labour Party became the victims of a mass shooting in July of 2011. Students in Chile, Mexico City, and Quebec took to the streets in order to challenge the rising costs of education and to organize for improvements to their colleges and universities. Undocumented youth in the United States publicly shared their stories and lobbied for passage of the DREAM Act. And local newspapers throughout the United States continued to celebrate youth who were honored for their volunteer service with awards and scholarships.

Abstract

What is the historical, normative and institutional setting that helps leading Latin American and Eurasian countries to implement a post-hegemonic agenda and contribute to the multipolarization of global politics? Post-hegemony describes a situation in which the unipolar organization of the world political economy is challenged by a plurality of alternative projects, without however being entirely replaced by another system. Emblematic of post-hegemonic initiatives is the rise of the Brazil, Russia, India, China and South Africa countries who have taken the lead in creating alternative institutions that constrain US global hegemony, while however failing to spearhead a coherent, uniform and confrontational opposition movement. Regarding post-hegemonic regionalism, Latin American regionalism – as represented by Bolivarian Alliance for Our America (ALBA) – is characterized by a social justice-driven agenda that refutes US neoliberal hegemony, whereas the peculiarity of Eurasian regionalism – as represented by Shanghai Cooperation Organization – lies in its security-oriented focus that confronts US interventionism and international terrorism. An underlying commonality of both Latin American and Eurasian experiences is that they constitute a multi-front struggle centered on four main areas: culture, economy, financial cooperation, and regional defense. They both hinge on a strong normative framework and firm commitment in the regionalization of an endogenous culture, educational cooperation, and defense system. They all accord primary importance to social, financial, and infrastructural development. Overall, these experiences suffer from unresolved tensions between national sovereignty and supranationalism alongside the predominance of charismatic leaders inhibiting institutionalization. The limitations and contradictions of post-hegemonic transformations also include Latin America’s inability to resolve the question of extractivism, Eurasia’s neglect of the question of democratic participation, and both regionalism’s failure to offer a coherent alternative model of economic development to US hegemonism.
