Abstract

Purpose

This paper aims to report on themes of root cause of injury emerging from a qualitative study of investigations into serious workplace injuries undertaken by the Nova Scotia Department of Labour and Workforce Development, Occupational Health and Safety Division.

Design/methodology/approach

The study used systems‐based safety management as a theoretical lens and a qualitative grounded theory approach to inductively identify patterns and themes in the root cause of injury. Investigations were purposefully selected and analyzed through document review supplemented by interviews.

Findings

A number of themes of root cause of injury emerge from the data reflecting a lack of commitment to safety within the organization and a lack of positive safety leadership by management. Workplace culture is identified as a reflection of beliefs and assumptions of managers which impacts safety behaviour. A trend toward identifying the victim as a cause is also addressed.

Research limitations/implications

Data are limited to investigations of serious injuries reported to the enforcement agency, thus focusing on negative experiences. The identification of root cause of injury may not always be the focus of the investigation, and the nature of acute serious injury limits the industry sectors represented. A need for further investigation across other industry sectors and inclusion of chronic injury is indicated.

Practical implications

These themes represent a cross sectoral perspective and can be used to guide development of prevention and intervention programs, corporate priorities and public policy.

Originality/value

The paper reports on a study of patterns in the root cause of workplace injuries.

Abstract

The modern workplace contains many physical and interpersonal hazards to employee physical and psychological health/well-being. This chapter integrates the literatures on occupational safety (i.e., accidents and injuries) and mistreatment (physical violence and psychological abuse). A model is provided linking environmental (climate and leadership), individual differences (demographics and personality), motivation, behavior, and outcomes. It notes that some of the same variables have been linked to both safety and mistreatment, such as safety climate, mistreatment climate, conscientiousness, and emotional stability.

Abstract

Purpose

The purpose of this paper is to examine to what extent management practices in safety culture are effective in reducing workplace injuries.

Design/methodology/approach

Management practices are an important component of an organization's safety climate. The study was conducted in a major industrial zone in Malaysia. The management practices examined in this study were reward, training, management commitment, communication and feedback, hiring practices, and employee participation. In total, 68 companies participated in this study; the injury data provided by the companies were for three years and 24 musculoskeletal injuries were examined.

Findings

The multiple correlation was at 0.43 and the R2 was 0.19. A significant linear relationship between management practices subscale and injury rates was obtained (F=2.28, p=0.14). Rewards, management commitment, feedback and selection were found to reduce injury rates. However, only feedback (t=−2.98) and employee participation (t=2.01) were significantly predicting the injury rates. Implementing good management practices does reduce injury rates.

Research limitations/implications

Nevertheless, a positive relationship for participation with injury rates suggests that a re‐examination of these practices is necessary, as it may not be effective in reducing injury rates.

Practical implications

It may be posited that although frequency counts of injuries in the workplace do provide some indication of the extent of workplace injury; nevertheless they do not provide a true account of the severity of these injuries.

Originality/value

This paper presents empirical findings on the relationship between management practices and injury rates in the industrial sector in Malaysia

Abstract

Purpose

Workplace injury and death of young persons are important concerns. The purpose of this paper is to focus on the mediating role of safety behaviours underpinning the relationship between perceived safety climate (PSC) and injuries, and the moderating roles of safety-specific transformational leadership (SSTL), general transformational leadership (GTL) and training in influencing the mediation, for young workers.

Design/methodology/approach

An exploratory, online questionnaire was completed by 367 university students employed in various industries. Data were analysed using moderated mediation.

Findings

Safety behaviours mediated the relationship between PSC and injuries. SSTL moderated the relationship between PSC and safety behaviours, but GTL did not. Training did not positively moderate the relationship between safety behaviour and injuries, yet may still inform us on the training by referent others since safety behaviour mediated the relationship between PSC and injuries when SSTL, GTL and training were high.

Research limitations/implications

A student sample was utilised, but was appropriate in this context as it is representative of the type of workers being studied. Longitudinal data with larger diverse data sets should be incorporated.

Practical implications

Business owners must utilise both forms of leadership to promote a safe workplace. HR and H&S professionals must continue to encourage this promotion.

Social implications

Safety training and leadership are important for policy makers and regulators to reduce workplace injuries for youth workers.

Originality/value

This study is the first to test youth H&S using moderated mediation. Safety specific and general forms of leadership and training are important predictors.

Abstract

Purpose

The purpose of this paper is to seek to extend the work of Robson (1991, 1992) by exploring the accounting implications of the way in which subsets of non-financial accounting numbers are constructed. In particular, the study investigates whether the different procedures for organising subsets of a set of accounting data may lead to different conclusions about (the same) reality.

Design/methodology/approach

The empirical analysis focuses on the procedures by which organisations translate work-related injury outcomes to accounting numbers. First, existing procedures are problematised within their institutional context. This highlights complementary elements of translation and neo-institutional theory that together explain how institutional factors might operate to constrain the problematising process. An empirical analysis of workers’ compensation data covering a ten year period is then conducted to calculate and contrast performance using two competing logics of accounting for injury.

Findings

The findings demonstrate that different representations of reality may result not only from accounting choices as to “what” is measured, but also from accounting choices as to “how subsets of measured data are organised”. Specifically, different ways of organising injury data into subsets led to different representations of the reality of overall injury performance. The evidence further suggests taken-for-granted assumptions and institutionalised practices may prevent adequate problematisation of the underpinning logic that guides the procedures for organising translations of work-related injury and illness to accounting numbers.

Practical implications

The results suggest the existing logic of accounting for injury fails to recognise the financial or non-financial complexity of non-fatal injury outcomes. “Lost time injury” measures are revealed as neither valid nor reliable measures of injury (or safety) and therefore inappropriate for informing the occupational health and safety (OHS) decisions of managers, boards and external stakeholders. These findings reveal an urgent need for change in injury accounting practice and, in turn, raise serious concerns about the increasingly institutionalised global template for external disclosure of OHS performance information.

Originality/value

This paper takes a novel look at the construction of social performance measures and suggests further attention to the construction of accounting subsets is warranted. In demonstrating serious problems in accounting logic that underpin existing, and deeply institutionalised, measurement and reporting practices, the findings reinforce the need to routinely re-problematise accounting practices. Failure to critically review those accounting translations that underpin decision-making may prove a fatal mistake.

Abstract

Purpose

Consistent with previous research, the purpose of this paper is to propose that the presence of workplace‐based return‐to‐work strategies would reduce the duration of work disability. Moving beyond existing research, the paper further seeks to propose that these strategies would also enhance mental health and affective commitment among injured workers. In addition, the paper aims to introduce interactional justice – injured workers' perceptions of the interpersonal and informational fairness of the person most responsible for their return‐to‐work process – to the return‐to‐work context, and to hypothesize that these factors would also contribute to the explanation of these outcomes.

Design/methodology/approach

Within five weeks of their injury, telephone interviews were conducted with 166 workers from the province of Ontario, Canada, who had experienced musculoskeletal lost‐time workplace injuries.

Findings

Multiple regression analyses indicate that certain workplace‐based strategies were associated with days on compensation, self‐reported days absent, and depressive symptoms, but not affective commitment. Further, as hypothesized, interactional justice accounted for additional variance explained in self‐reported days absent, depressive symptoms, and affective commitment. Interactional justice did not explain additional variance in days on compensation.

Practical implications

The findings have implications for employers engaged in return‐to‐work practices and researchers studying return to work. Both should address not only the workplace‐based strategies used, but also the way in which these strategies are implemented.

Originality/value

The paper replicates previous empirical work on return‐to‐work interventions and demonstrates the importance of the presence of workplace‐based strategies in explaining the duration of work disability.

Abstract

This chapter uses symbolic interactionism as a theoretical framework for considering data produced during two in-depth ethnographic investigations: one at Orco, a minerals processing facility; the other at RTE, the Rail Transport Executive of an urban region in Australia. It discusses the value of symbolic interactionism in revealing the detailed importance of interaction between managers and workers and, particularly, within specific workgroups. It argues that regular, repeated and intense interaction such as characterizes daily work in high-pressure occupations helps establish subcultures. It is then comparatively easy for a subculture group to develop its own values and meanings in opposition to those promulgated by management. The two case studies differ significantly around the organizational value placed on investigating injuries and accidents. In the Orco workplace, injury statistics are clearly communicated and workers believe that the “zero injury workplace” is a management priority. In the RTE, transit officer injuries are kept confidential and workers believe that a major purpose of investigations is to show how individual workers are at fault. In both cases, however, the work group has developed an informal safety culture at odds with that promoted by managers.The conclusion drawn by the end of the chapter is that managers seeking to influence the safety cultures of workers in dangerous and fraught occupations should pay close attention to the ways in which those workers operate at a symbolic distance from management. They should engage with the workers to understand the symbolic value placed by frontline staff upon the meanings attributed to safe work practices, and should collaborate together to develop a shared safety culture in which workers are protected by active management engagement in their symbolic reality. Where this occurs, workers’ perspectives are appreciated at the same time as their practices become more regulated and aligned with managerial wishes. Symbolic interactionism offers a rich perspective that takes into account the dynamism of changing circumstances and that works outwards from the thought processes of individuals through to interactions across entire organizations.

This study proposes targeted modernization of the Department of Defense (DoD's) Joint Forces Ammunition Logistics information system by implementing the optimized innovative information technology open architecture design and integrating Radio Frequency Identification Device data technologies and real-time optimization and control mechanisms as the critical technology components of the solution. The innovative information technology, which pursues the focused logistics, will be deployed in 36 months at the estimated cost of $568 million in constant dollars. We estimate that the Systems, Applications, Products (SAP)-based enterprise integration solution that the Army currently pursues will cost another $1.5 billion through the year 2014; however, it is unlikely to deliver the intended technical capabilities.

Abstract

Purpose

The increasing number of Hispanic immigrant employee workers in the hospitality industry in the USA has led to some imperative issues and questions, such as how communication barriers and culture gaps influence work injuries. The purpose of this study is to examine factors that influence the extent to which immigrant employees report work injuries to their managers.

Design/methodology/approach

Using survey methodology, 154 full‐time employees working at a hospitality operation were requested to participate (60 percent were Hispanic immigrant employees, 40 percent were US born). Participants were given a Spanish or English language survey that contained the measures of interests, as well as demographic questions, and a debriefing statement.

Findings

The results showed that immigrant workers reported fewer injuries to their supervisors/managers than US‐born workers and the extent to which Hispanic immigrants speak English was related to the frequency of reporting work injuries. Immigrant climate moderated the relationship between Hispanic immigrant workers' English fluency and the frequency of reporting work injuries. The effect of English fluency was more pronounced for a negative climate work environment than a positive climate work environment.

Research limitations/implications

This study provides support for the view that limited English fluency has a negative influence on Hispanic immigrant workers' reporting of injuries in the workplace.

Originality/value

The current research shows that language barriers can be a possible explanation as to why immigrant workers report fewer work injuries to management than US‐born workers. Both English fluency and immigrant climate influenced the extent to which Hispanic immigrant employees reported injuries to management.

Abstract

Purpose

Health and safety in small construction firms is often neglected by owners leading to poor health and safety performance and unacceptably high fatality and injury rates. A body of knowledge has established significant links between the motivational behaviours of operatives towards health and safety. Motivation is also considered as a key tool for improving operative productivity as when operatives experience safe worksites, they can carry out their work in a more productive manner. The purpose of this research is to develop a framework to examine the motivational factors that affect operative health and safety in small construction firms.

Design/methodology/approach

A critical review and synthesis of the body of knowledge incorporating motivational theory, health and safety literature and the factors which characterise small firms, is used to develop the framework.

Findings

Key components of the framework include the presence of intrinsic and extrinsic components, appropriate health and safety policies and procedures, the type of work environment, the operatives (i.e. attitude, experience and training) as well as the presence of appropriate management and supervision. The study revealed that operatives in small firms are less likely to be extrinsically motivated due to the absence of training, management commitment, policies and the wider working environment

Research limitations/implications

Failure of motivational support can result in increased danger and risk in exposing operatives to injury in the small firm environment. In this context, the damage caused to operative's health and safety in small construction firms is dependent mainly on the extrinsic factors.

Practical implications

The framework provides a basis for improving our understanding of how to motivate operatives to act safely and will help to improve the health and safety performance of small firms. It is therefore vital to emphasise enhancement efforts on these extrinsic strategies in the small firms' environment especially in the initial stages of the project (or activity), so that the health and safety of operatives in small firms can be improved.

Originality/value

This study proposes a contribution in developing an understanding of the motivational factors and their influence on the health and safety of operatives in small construction firms. The study revealed that operatives in small firms are less likely to be extrinsically motivated and have only intrinsically motivated elements in their workplace. The study proposes an indirect link between the extrinsic and intrinsic factors that affect motivation.
