Abstract

Purpose – The negotiated order branch of symbolic interaction used to examine the process by which welfare regulations were dramatically changed in which the forty-year old AFDC (Aid to Families with Dependent Children) was abandoned, and a new W-2 (Welfare Works) welfare reform effort was developed and socially negotiated with the Federal government and in the State of Wisconsin. We probe interactions within the mesodomain of four levels of actors: the Federal government; State-level government in both the executive and legislative branches; county-level government; and public and private welfare service delivery agencies.

Method – Qualitative, naturalistic, ten-year field study entailing interviews and archival analyses.

Findings – The reform effort involved the mutual constitution of the W-2 social structure and the social interactions that surrounded it through such strategies as negotiation, conflict, manipulation, coercion, exchange, bargaining, collusion, power brokering, and rhetoric, which were all circumscribed by and interpenetrated with the predecessor AFDC rule system. In turn, the welfare budget was reduced from $652m to $257m. We observed that the macro structure of welfare shaped the micro social actions of a variety of actors, and that micro social action by institutional entrepreneurs reconstituted structure of welfare policy in what proved to be a moving matrix.

Research implications – Implications were directed at extending and refining the negotiated order perspective.

Social implications – Given that the number of welfare recipients was reduced from 300,000 to 10,000, their fate in a weak economy was explored.

Originality – Chapter extends symbolic interaction concepts to examine a contested social domain.

Abstract

This study investigates the effects of a broad-based policy change that altered maternal employment, family income, and other family characteristics on drug-related crime among youth. Specifically, we exploit differences in the implementation of welfare reform in the United States across states and over time in the attempt to identify causal effects of welfare reform on youth arrests for drug-related crimes between 1990 and 2005, the period during which welfare reform unfolded. We use monthly arrest data from the U.S. Federal Bureau of Investigation’s Uniform Crime Reports to estimate the effects of welfare reform implementation on drug-related arrests among 15- to 17-year-old teens exposed to welfare reform. The findings, based on numerous different model specifications, suggest that welfare reform had no statistically significant effect on teen drug arrests. Most estimates were positive and suggestive of a small (3%) increase in arrests.

Abstract

Purpose

The purpose of this paper is threefold: to examine social opinions in Poland towards the decommodified ideal type of welfare state, as developed by Esping-Andersen; to look at the extent to which this is correlated with opinions towards aspects of the Communist economy and the transition from this system; and to show how opinions on decommodification and the Communist economy and transition are multi-faceted and reflect differing socio-economic interests.

Design/methodology/approach

This paper draws on data obtained from a questionnaire asked to a random sample of 1,001 respondents in Poland. A factor analysis of questions related to the topic is carried out and then bivariate correlation and multivariate regression analyses are performed to test the relationship between attitudes towards decommodification and the (post) Communist economy.

Findings

It is discovered that the opinions of Polish society are close to many aspects of the decommodified welfare model, although these are not homogenous. There is a significant correlation between opinions towards the Communist economy and transition with the decommodified welfare state, although this weakens when the respondents are asked about more specific issues of welfare that most directly relate to their everyday lives.

Originality/value

The paper uses high quality data from an original data source, to both examine opinions on the welfare system and the Communist economy and transition. This allows us to better understand opinions towards the welfare state in Poland and understand how the historical legacy of Communism influences these opinions.

Abstract

This study examines the administrative role played by the state of North Carolina in the provision of welfare. A survey of county professionals was conducted in April 2000 assessing perceptions of how well the state was performing its administrative functions. Fifty-three survey items composed ten indices that were grouped into three categories of resources, leadership and accountability. Logistic regression analyses examined perceptions of the state's Resources, Leadership, and Accountability administrative capacity in relationship to the four Work First Report Card measures of (1) putting people to work, (2) having them stay off of welfare, (3) reducing the number on welfare, and (4) collecting child support. Findings indicate that the state's efforts are not perceived as contributing to the success of welfare reform. Administrative capacity perceptions account for little of the variation explained by the logistic regressions. The state is not perceived as contributing to putting people to work or helping them to stay off of welfare subsequently. It actually is seen as slightly hindering efforts at reducing the welfare rolls. Only in the area of child support collection does state administrative capacity (in leadership and budgeting) improve the odds for success.

Abstract

Since the 1960s, the health system has seen the professionalisation of a new occupation, carer of the elderly. The form and result of this process differs between countries according to their welfare systems. In this paper, the differences will be analysed in a comparison between two countries, Germany and Sweden, the representatives of two prototypical welfare systems. Sweden is renowned for its state‐oriented universal welfare system, whereas Germany is considered to be an example of a conservative, family‐oriented system. The process of professionalisation and its consequences for the carer and the care receivers will be looked at from the perspective of gender and social inequality. On a theoretical basis, this paper includes gendered and mainstream welfare state approaches and thus combines issues of gender and social inequality, as well as theories in the area of professionalisation. Empirically, the development of the new occupation is examined in two phases. In the first step, it looks at the time‐period between the 60s and 80s, when the stateoriented vs. family‐oriented principles of care for the elderly were established. The 90s brought about change in both countries. In Germany, with the introduction of the Long‐term Care Insurance, a new mode of care has developed, shared between informal family care, and public or private providers. In Sweden, budget restrictions in the 90s in this area led to a reorganisation, restructuring and reduction of the role of the welfare state. The consequences of the different processes in both countries will be discussed from the perspective of the predominantly female employees and the receivers of care. The results reveal a complex interaction between patterns of gender and social inequality and welfare state policies for the carers and care receivers.

Abstract

Purpose

This paper aims to examine how population heterogeneity contributes to poverty in 17 high-income Organization for Economic Cooperation and Development countries during 1980-2005.

Design/methodology/approach

The operational strategy involves linking poverty with heterogeneity directly as well as indirectly through welfare state policies as a latent variable in a structural equation framework.

Findings

Findings support the widely held poverty-reducing roles of welfare state policies. Ethno-racial and religious diversities are found to positively contribute to welfare state policies and, through them, lower poverty, whereas immigration assumes opposite roles.

Research limitations/implications

Data limitations on population and especially ethno-racial and religious heterogeneity caution against definitiveness.

Originality/value

The findings are useful in understanding the heterogeneity connection of welfare state policies and poverty.

This paper examines the experiences of welfare clients on Temporary Assistance for Needy Families (TANF) and Indian immigrant information technology (IT) workers on the H-1B visa to analyze how public–private collaborations in the spirit and practice of outsourcing, i.e. systematic fragmentation and decentralization of both corporate and state activities, function as mechanisms for disciplining labor. Through an analysis of these groups’ parallel experiences with exploitative work and employers in the U.S., this paper identifies how outsourcing is not merely a business model for cross-border trade, but also a key principle, component, and outcome of policy-based neo-liberal economic restructuring.

Abstract

Welfare reform banned newly arrived immigrants who came to the US after 1996 from receiving federally funded benefits for five years. One assessment of the success of the five-year ban is the effect it has on behaviors that determine economic success and the likelihood of becoming a public charge. In this chapter, we investigate the effect of the five-year ban on the employment, hours of work, and wages of low-income women. Our results indicate that welfare reform in general caused a significant increase in the employment of low-educated, unmarried mothers regardless of citizenship. Among non-citizens, welfare reform was associated with a 10 percentage point (26%) increase in employment, a two-hour (15%) increase in hours worked per week, and a 10 percent decrease in wages. Surprisingly, we find little evidence that the five-year ban had any additional effect on the employment, hours of work, and wages of low-educated and unmarried, non-citizen mothers.

Abstract

This article analyzes transitions into and out of social assistance (SA) in Canada. We estimate dynamic probit models, controlling for endogenous initial conditions and unobserved heterogeneity, using longitudinal data extracted from the Survey of Labour and Income Dynamics (SLID) for the years 1993–2010. The data indicate that there are substantial provincial differences in SA participation with higher participation rates in the eastern part of the country. However, since the mid-1990s, participation rates have fallen substantially in all provinces with only a modest increase at the end of the observation period. Results from the probit models suggest that there is a significant time dependency in social assistance, even after controlling for endogenous initial conditions and unobserved heterogeneity. The extent of this state dependence varies across provinces.

Abstract

This paper examines the effect of welfare reform policies on changes in poverty in the United States during 1992–2005. Using state-level panel data we estimate latent trajectory models to determine if welfare reform has contributed to changes in the trajectories of poverty growth (decline) beyond what would have naturally occurred through the passage of time. Our results show that (a) states vary considerably in both their mean initial level as well as trajectories of poverty; (b) welfare reform was responsible for nearly 27% of the decline in poverty during the study period; (c) the economy played a secondary role, responsible for a 10% reduction in poverty; and (d) income support policies like minimum wage and child support collection also had an important role to play, with the latter contributing as much as welfare reform to poverty reduction. Our estimates remain robust against changes in modeling strategies and methods.
