Abstract
Purpose
The purpose of this study is to investigate what represents “balanced” policy. Drought conditions create pressures on farmers to store excessive water unfairly, creating unsafe structures in flood, which creates a dual-extreme risk with potentially catastrophic social consequences downstream. “Balanced” policy for socially responsible water storage management that accounts for farmers’ responses to regulations is a key to minimising this risk.
Design/methodology/approach
This study investigated the problem through application of Oliver’s (1991) strategic response typology to a survey of 202 agribusiness managers in four different institutional environments.
Findings
Evidence of diverse policy in Australia and results of 202 farmers surveyed suggest that “unbalanced” policy that does not infringe on farmer decision-making power will engender lower resistance, but in a “best balance” environment, stronger resistance is evident.
Originality/value
The study demonstrates a need to consider more reflexive regulatory mixes for socially responsible water-storage behaviour by agribusiness.

The purpose of this paper is to present a proposal for formulating a national water demand management policy for Jordan. The objective is to stimulate discussion on the development and adoption of a formal policy document.
Design/methodology/approach
The paper reviews data on water availability and use in Jordan. This is followed by a discussion of a number of policy objectives and elements.
Findings
The paper results in the formulation of a policy that should be further reviewed and made official by the Ministry of Water and Irrigation in Jordan.
Originality/value
The paper is a new source of information on the necessary elements of water policy.

Abstract
In this chapter, the integrative methodological approach (IMA) of the research project GLOWA Elbe is introduced, which represents a scientific methodology to support water management under uncertainty regarding future paths of global change. The approach paves the way for integration of research work of many disciplines, of different assessment methods, of various policy fields, and the involvement of relevant stakeholders and decision makers. IMA can be roughly described by four research elements (scenario derivation, indicator and criteria identification, model-based impact analysis, and final scenario assessment based on combined benefit–cost and multi-criteria analysis), which lay the basis for the IMA activities of the global change research sequence. Its practical application is demonstrated by a case study on the Spree and Schwarze Elster river basins. Specific results of Chapter 4 (on scenario derivation) and Chapter 11 (on integrating economic evaluation into water management simulation) in this volume are picked up in order to focus on the illustration of the integrated assessment results for this German case study.

Abstract
This chapter describes the scenario technique used for the integrative methodological approach (IMA) of the German global change project GLOWA Elbe. It is outlined how regional scenarios are systematically derived to analyze water use conflicts and their resolution in the context of global change for the German Elbe river basin. Through the combination of frameworks of development and policy strategies a consistent set of developmental scenarios can be generated that makes it possible to examine the regional impact of policy strategies under conditions of different future global change development paths. The scenario analysis of the framework of development starts on the global level with qualitative IPCC storylines, translates them to the regional level, and quantifies their regional effects by means of modeling and statistical estimation methods. The policy strategies are derived in close cooperation with regional stakeholders.

Abstract
Purpose
Within the new public management (NPM) context, this paper aims to examine the inclusion of equity issues in pricing policy development and implementation in the water industry in Australia.
Design/methodology/approach
A review of literature relevant to the pricing of water shows equity issues have four dimensions which tend to be, at best, only implicitly considered. An empirical illustration employing a transaction cost framework is provided of a case in which change in pricing mechanisms was strongly suggested.
Findings
An equity paradox emerges as an explanation of why 63.7 per cent of Queensland urban water entities chose not to adopt the user-pays pricing mechanism for water. This suggests that the balance between “equity” and “efficiency” continues to be required in policy development for water pricing. Equity of access and that of distribution continue to be significant factors. As well, equity of interest and of return must be considered, especially under a user-pays pricing mechanism.
Practical implications
In respect of NPM considerations, it is argued that consideration of the four dimensions of equity in the implementation of a water pricing policy will resolve contradictions with, and paradoxes met in dealing with efficiency.
Originality/value
The argument used in the paper is interdisciplinary. References and terms used include those which are social, economic, and environmental from an accounting and management perspective.

Abstract
Purpose
The purpose of this paper is to analyze the impact of the off-office audit of natural resource assets on the prevention and control of water pollution against a background of big data using a differences-in-differences model.
Design/methodology/approach
This study constructs a differences-in-differences model to evaluate the policy effects of off-office audit based on panel data from 11 cities in Anhui Province, China, from 2011 to 2017, and analyzes the dynamic effect of the audit and intermediary effect of industrial structure.
Findings
The implementation of the audit system can effectively reduce water pollution. Dynamic effect analysis showed that the audit policy can not only improve the quality of water resources but can also have a cumulative effect over time. That is, the prevention and control effect on water pollution is getting stronger and stronger. The results of the robustness test verified the effectiveness of water pollution prevention and control. However, the results of the influence mechanism analysis showed that the mediating effect of the industrial structure was not obvious in the short term.
Practical implications
These findings shed light on the effect of the off-office audit of natural resource assets on the prevention and control of water pollution, and provide a theoretical basis for the formulation of relevant environmental policies. Furthermore, these findings show that the implementation of the audit system can effectively reduce water pollution, which has practical significance for the sustainable development of China's economy against the background of big data.
Originality/value
This study quantitatively analyzes the policy effect of off-office auditing from the perspective of water resources based on a big data background, which differs from the existing research that mainly focuses on basic theoretical analysis.

Abstract
Purpose
Using the recent attempts by the Ghanaian Government to privatize its urban water services, this paper seeks to understand the role and functioning of accounting within the global move to “reinvent government.”
Design/methodology/approach
Unlike the attempts made in other African countries such as Kenya and Tanzania, the case of Ghana is interesting because of the vociferousness and length of the debate that has been going on. Using Bourdieu's notion of field and capital and Foucault's idea of governmentality, and relying on a variety of archival documents and interviews with 27 key participants, the study examines the positioning of accounting practices, vocabulary and experts in this debate.
Findings
The study shows how accounting is enlisted at an almost sub‐conscious level, how its use can engender significant resistance and how accounting can be used to position the debate in various terms, including “profitability” “affordability” and “accountability.”
Research limitations/implications
The paper shows that within new democracies such as Ghana policy‐making requires the enlistment of technologies of government – including accounting – to articulate and justify divergent policy options.
Practical implications
The findings of the paper have implications for regional policy‐makers and their various development partners.
Originality/value
Researchers and practitioners working in the area of public sector management and reforms should find significant value in the paper.

Abstract
Purpose
The purpose of this paper is to study Indian aspects of policy convergence in the context of budgetary linkage of two nationalized flagship programs – Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) and Integrated Watershed Management Program (IWMP). Therefore, in lieu of inter-departmental convergences; issues related to water resource development of Jharkhand’s (India) rain-fed areas were addressed.
Design/methodology/approach
Centered on policy convergence strategy, present study applied comprehensive review and analysis approach for formulation of research base. A conceptual framework was thus designed for analytical purposes and therefore advancing toward conjectural knowledge base.
Findings
Application of inter-departmental policy convergence strategy suggested ample opportunities for optimal water resource development. Presence of abundant wage labor, rich indigenous water management techniques, tested replicable models, under-harvested rainwater potential, etc., appeared as catalysts of policy convergence. Yet, State’s lack of inter-departmental coordination and grass-root institutional framework will continually challenge policy convergences in absence of good governance.
Originality/value
An initiative of Indian government; MGNREGA has received international attention due to its wider coverage including natural resource management, besides guaranteed wage employment. Targeted at freshwater management discourse of Jharkhand; present paper reviewed prospective inter-departmental policy convergence strategy within various arena of MGNREGA, by exploring associated scopes and challenges. Similarly for cost effectiveness, related to maintenance and lift-irrigation demands of rain-fed area development; the present study suggested optimum utilization of inter-departmental funding linkages for development of sustainable water resources.

Purpose
In Mexico, only 19.3 per cent of industrial water is treated (Green-Peace, 2014, pp. 3-4), whereas municipal treatment levels are approximately 50 per cent (CONAGUA, 2014a). This paper aims to focus on how the wastewater treatment plant policy, from a circular economy perspective, is affected by the governance context at the Presa Guadalupe sub-basin. Circular economy can contribute to water innovations that help in improving water quality. However, such benefits are not easily achieved. This case provides an example of the complexity and challenges that the implementation of a circular economy model can face.
Design/methodology/approach
Data are collected via semi-structured in-depth interviews with the stakeholders that are members of the Presa Guadalupe Commission. The contextual interaction theory (CIT) is the theoretical basis for this analysis (Boer de and Bressers, 2011; Bressers, 2009).
Findings
The findings show that the wastewater treatment plant policy plays an important role in a circular economy model. Some incentives towards a circular economy model are already in place; however, the hurdles of a top-down implementation perspective, low availability of resources, prioritisation of short-term results, lack of enforcement of the “polluter pays” principle and a linear model of water systems need to be overcome. If Mexico wants to move towards a circular economy model and if the government wants to enforce sustainable development principles, wastewater treatment is a challenge that must be addressed.
Originality/value
There are few studies in the circular economy literature that have analysed its implementation under a governance arrangement perspective.

Purpose
The purpose of this paper is to examine literature relating to water management on the Mexico-US border. It suggests avenues that may be valuable in improving cooperation in policy-making between the USA and Mexico on water management issues.
Design/methodology/approach
A review of the literature associated with water management on the border of Mexico and the USA is conducted in this paper. The studies are chosen from scholarly databases (pre-eminently EBSCOHost and JSTOR), and are chosen for their depth, authoritativeness of the authors involved, and because of the empirical and quantifiable data they present. The studies selected ranged from the mid-1990s to 2017.
Findings
The literature selected for review in this paper demonstrates that shared water resources must be managed in a combination of national and binational ways to lead to sustainability. In the border region, recent initiatives to resolve inequalities have emerged, including steps taken by North American Development Bank to purchase bonds as loans.
Originality/value
Historical approaches to policy have been moderately successful, but policy needs to be updated in line with current circumstances and requirements. There appears to be a misunderstanding of what is currently needed from policy. This paper identifies areas that need updated policy and makes policy recommendations.
