Abstract

Purpose

The purpose of this paper is to attempt to shift away from an exclusive probabilistic viewpoint or a pure network theory-based perspective for vulnerability assessment of infrastructure networks (INs), toward an integrated framework that accounts for joint considerations of the consequences of component failure as well as the component reliability.

Design/methodology/approach

This work introduces a fuzzy inference system (FIS) model that deals with the problem of vulnerability analysis by mapping reliability and centrality to vulnerability. In the presented model, reliability and centrality are first fuzzified, then 16 different rules are defined and finally, a defuzzification process is conducted to obtain the model output, termed the vulnerability score. The FIS model developed herein attempts to explain the linkage between reliability and centrality so as to evaluate the degree of vulnerability for INs elements.

Findings

This paper compared the effectiveness of the vulnerability score in criticality ranking of the components against the conventional vulnerability analysis methods. Comparison of the output of the proposed FIS model with the conventional vulnerability indices reveals the effectiveness of the vulnerability score in identifying the criticality of components. The model result showed the vulnerability score decreases by increasing reliability and decreasing centrality.

Practical implications

Two key practical implications for vulnerability analysis of INs can be drawn from the suggested FIS model in this research. First, the maintenance strategy based on the vulnerability analysis proposed herein will provide an expert facilitator that helps infrastructure utilities to identify and prioritize the vulnerabilities. The second practical implication is especially valuable for designing an effective risk management framework, which allows for least cost decisions to be made for the protection of INs.

Originality/value

As part of the first contribution, we propose a novel fuzzy-based vulnerability assessment model in building a qualitative and quantitative picture of the vulnerability of INs. The second contribution is especially valuable for vulnerability analysis of INs by virtue of offering a key to understanding the component vulnerability principle as being constituted by the component likely behavior as well as the component importance in the network.

Purpose

Demands for Industrialized Construction (IC) have intensified with growing construction industry imperatives to (A) boost performance; (B) reduce reliance on “in-situ and on-site” operations; and (C) strengthen supply chain resilience (SCR) not just for survival but also to fulfill obligations to clients in the coronavirus disease 2019–induced (COVID-19–induced) “new normal”. In addressing these imperatives, this paper targets more effective leveraging of latent efficiencies of off-site-manufacture, based on findings from a Hong Kong (HK)–based study on assessing and improving SCR in IC in a high-density city.

Design/methodology/approach

Starting with the identification of critical supply chain vulnerabilities (CSCVs), this study developed a multilevel–multicriteria mathematical model to evaluate the vulnerability levels of IC supply chains (SCs) in HK based on an in-depth questionnaire survey followed by experts' inputs and analyzing them using fuzzy synthetic evaluation (FSE).

Findings

The overall vulnerability index indicates that IC in HK is substantially vulnerable to disruptions, while production-based vulnerabilities have the highest impact. Top management attention is needed to address these CSCVs in IC in HK.

Originality/value

To the authors' knowledge, this is the first structured evaluation model that measures the vulnerability level of IC, providing useful insights to industry stakeholders for well-informed decision-making in achieving resilient, sustainable and performance-enhanced SCs.

Abstract

Purpose

This paper aims to determine and compare the vulnerability of selected indigenous communities in the Philippines using several integrated index development approaches. Better understanding on how negative impacts of climate change could be effectively reduced is the identification of appropriate vulnerability assessment approach that is applicable to the local and cultural contexts. Critical in the case of indigenous communities is the analyses of determinants of vulnerability by and with themselves.

Design/methodology/approach

Using the survey data of combined 169 households, vulnerability scores of two adjacent Alangan Mangyan indigenous communities were quantified utilizing a set of 31 indicators that were systematically combined via the balanced-weighted (composite index) and unbalanced-weighted (principal component analysis) approaches.

Findings

The computed vulnerability scores of the Alangan Mangyan communities using several approaches yielded varying results. In both study sites, the degree of vulnerability is differentiated even among households of indigenous communities of comparable socio-economic characteristics. The developed indices confirm that typhoons, level of education, literacy rate and monthly income were found to have direct effect on the Alangan Mangyan communities’ vulnerability.

Originality/value

The study has successfully tested various methodological frameworks in implementing vulnerability assessment applicable in the context of indigenous communities in the Philippines. Results highlighted the need to simultaneously implement several vulnerability assessment approaches to allow comparison of results instead of solely basing climate change vulnerability-reduction programs to be implemented to a single assessment approach.

Abstract

This chapter focusses on food systems' vulnerability. In a rapidly and unpredictably changing world, vulnerability of farming and food systems becomes a key issue. The conceptual bases for food vulnerability analysis and food vulnerability assessment are discussed in a systemic perspective with an eye to the transition approach (Geels, 2004) as a perspective capable to analyze how novelties can develop and influence the system capability to fulfil societal functions, and food and nutrition security in particular. A framework for assessing people's food vulnerability is presented together with a simple vulnerability model based on the three dimensions of exposure (the degree to which a system is likely to experience environmental or sociopolitical stress), sensitivity (the degree to which a system is modified or affected by perturbations) and adaptive capacity (the ability to evolve in order to accommodate environmental hazards or change) (Adger, 2006). Then, other sections are dedicated to discuss the general questions that should be answered by a vulnerability assessment exercise, and the specific challenges emerging when the assessment concerns a food system. These elements are then used in the Annex to this chapter as a base for the development of a detailed method based on seven distinct steps for conducting participatory assessments of the vulnerability of food systems.

Abstract

Purpose

The purpose of this paper is to present a new index of social vulnerability (SV), based on local level data [statistical blocks (SBs)]. This same methodology was applied before at the municipal level, which is a level of analysis that under-evaluates local spots of high SV, by one side, and generalizes the coverage of support capacity equipment and infrastructure. The geographical level of detail of the input data allows to overcome those limitations and better inform infra-municipal risk practitioners and planners.

Design/methodology/approach

The assessment of SV in this paper adopts an inductive approach. The research context of this conceptual and methodological proposal derived from the need to operationalize the concept of SV as a planning tool. This approach required to distinguish between the components of criticality and support capability, as their assessment provides knowledge with distinct applications in risk management. The statistical procedure is based on principal components analysis, using the SB as the unit of analysis.

Findings

Support capability acts as a counter-weight of criticality. This understanding is well illustrated in the mapping of each component and the final score of SV. The methodological approach allowed to identify the drivers of criticality and support capability in each SB, aiding decision-makers and risk practitioners in finding the vulnerability forcers that require more attention (public or private social equipment, housing policies, emergency anticipatory measures, etc.).

Originality/value

An original approach to SV assessments is the consideration of the components of criticality and support capability. The results allow for the definition of adapted and specific strategies of risk mitigation and civil protection measures to distinct types of risk groups and by different stakeholders and risk practitioners. By predicting the impact and the recovery capacity of communities, the results have applicability in several fields of risk governance as, for example, risk communication and involvement, social intervention (health, education and housing), emergency response, contingency planning, early warning and spatial planning.

Abstract

The reason for this research originates from the time‐ and functional dependencies between firms’ activities and resources in supply chains. These dependencies cause vulnerability. The principal objective of this research is to conceptualize the construct of vulnerability in firms’ inbound and outbound logistics flows. The vulnerability construct of this research consists of two components: disturbance and the negative consequence of disturbance. This research is based upon a two‐phase process utilizing sequential triangulation. It is proposed that the vulnerability in the inbound logistics flows from sub‐contractors, and the vulnerability in the outbound logistics flows to customers, may be measured and evaluated by four principal dimensions, namely: service level, deviation, consequence and trend. In addition, a model of inbound and outbound vulnerability scenarios in supply chains is introduced for teaching and training purposes, as well as to position and compare the outcome of replication studies of vulnerability in firms’ inbound and outbound logistics flows.

Abstract

Purpose

This paper aims to present the “Vulnerability Sourcebook” methodology, a standardised framework for the assessment of climate vulnerability and risk in the context of adaptation planning. The Vulnerability Sourcebook has been developed for the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and has been applied in more than twenty countries worldwide.

Design/methodology/approach

It is based on a participative development of so-called climate impact chains, which are an analytical concept to better understand, systemise and prioritise the climate factors as well as environmental and socio-economic factors that drive climate related threats, vulnerabilities and risks in a specific system. Impact chains serve as the backbone for an operational climate vulnerability assessment with indicators based on quantitative approaches (data, models) combined with expert assessments. In this paper, the authors present the concept and applications of the original Vulnerability Sourcebook, published in 2015, which was based on the IPCC AR4 concept of climate vulnerability. In Section 6 of this paper, the authors report how this concept has been adapted to the current IPCC AR5 concept of climate risks.

Findings

The application of the Sourcebook is demonstrated in three case studies in Bolivia, Pakistan and Burundi. The results indicate that particularly the participative development of impact chains helped with generating a common picture on climate vulnerabilities and commitment for adaptation planning within a region. The mixed methods approach (considering quantitative and qualitative information) allows for a flexible application in different contexts. Challenges are mainly the availability of climate (change) and socio-economic data, as well as the transparency of value-based decisions in the process.

Originality/value

The Vulnerability Sourcebook offers a standardised framework for the assessment of climate vulnerability and risk in the context of adaptation planning.

Purpose

This paper aims to propose a collaborative approach toward an integrated vulnerability assessment to climate change in Germany that attempts to bridge the gap between scientific output and policy demand.

Design/methodology/approach

Conceptually, the approach follows the definition of vulnerability as used by the Intergovernmental Panel on Climate Change, but it has modified this basic concept. It clearly distinguishes between three time slices (presence, near and remote future) not only regarding the change in the climatic conditions but also socio-economic development trends.

Findings

The paper concentrates on the selected methodological framework, the collaborative research design and those preliminary results of the nationwide vulnerability assessment that are transferable to other settings.

Practical implications

A Vulnerability Network (“Netzwerk Vulnerabilitaet”) emerged from an applied research project commissioned under the Adaptation Action Plan of the German Strategy for Adaptation to Climate Change by the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety and the Federal Environment Agency. The assessment serves as evidence basis for the implementation of the German Adaptation Strategy. Thus, all relevant federal authorities and agencies are represented in the Vulnerability Network.

Originality/value

The approach is the first really integrative vulnerability assessment for the whole Germany, as it considers not only 16 sectors but also interconnections between these sectors and cumulative effects for three different time slices. Moreover, the normative component of the assessment was clearly separated from the analytic one. The Vulnerability Network as a whole has been responsible for all normative decisions to be taken during the assessment procedure thus ensuring a wide understanding and acceptance of commonly achieved results.

Purpose

The purpose of the research is to develop a conceptual framework to anticipate the vulnerability of value of commercial properties towards changing risk of flooding. The existing patterns, themes, and issues associated with property value and their vulnerability towards flooding were identified and used to inform the development of the conceptual model.

Design/ methodology/approach

Literature review is performed to identify the factors affecting vulnerability of commercial property values to the impact of flood risk in the UK. The review approach was based on related literature contributing to identified themes and sub-themes. The extant literature is summarized into two distinct themes of “vulnerability” and “value” contributing to changing risk of flooding. The synthesised literature is then utilized in developing the conceptual map which further paved the way towards designing the conceptual framework.

Findings

The generic conceptual framework presented explores the interaction between different internal and external influencing factors affecting the vulnerability of value of commercial property system. The framework highlighted the importance of space and time within the system. An extensive review of previous studies in both the residential and commercial sectors for different disaster studies reveals that the main research challenge in assessing the vulnerability of property values are the intensive data requirements. The need for data is considered to be the main restrictive factor resulting in lack of empirical studies in this field.

Originality/value

This study brings together two existing research domains of flood vulnerability and property value. Practitioners and researchers will find this study useful in developing an improved understanding of the vulnerability of commercial properties to flooding. The conceptual framework is an important outcome of the research which will encourage further research in this considerably neglected field.

Abstract

Purpose

This paper aims to understand the vulnerability of community livelihoods (human, social, financial, natural and physical assets) at a coastal environment in southern Mozambique, considering the level of exposure, sensitivity and adaptive capacity to climate change.

Design/methodology/approach

The study adopted the sustainable livelihoods approach. Data were collected through distribution of a structured questionnaire to 476 randomly selected households at the municipality of Inhambane. The questionnaire assessed all capital assets, covering 14 indicators and 43 sub-indicators of vulnerability, derived from published literature.

Findings

Results indicate that overall community vulnerability is largely derived from the vulnerability of physical, financial and social capitals, illustrated by declared food shortage, low nutrition levels, weak social networks, high level of biomass utilization and lack of financial resources due to unemployment. These aspects largely influence the noticed reduced adaptive capacity of surveyed households.

Practical implications

The study identified the need to improve the overall process of natural resources appropriation and utilization and the improvement of the governance capacity at the local targeting infrastructure, community structure and networks and capacity building that might enhance community livelihoods in changing scenarios.

Originality/value

The study is a contribution to the overall understanding of how livelihoods are exposed to climate change and variability in coastal settings.
