Abstract

Purpose

The purpose of this paper is to analyze the difference in students’ preferences on weekly menu of school mid-day meal (MDM) program in Uttar Pradesh, India.

Design/methodology/approach

The study is based on primary structured questionnaire survey through personal interviews using multi-stage stratified sampling technique. This comprehensive survey covered 2,400 primary and upper primary students belonging to eight districts of Uttar Pradesh – Allahabad, Balrampur, Gautam Buddh Nagar, Hathras, Kanpur Nagar, Mathura, Shahjahanpur and Varanasi. A total of 60 schools have been selected from each district, covering a total of 480 primary and upper primary schools. Simple statistical tools have been used to analyze the surveyed data such as cross-tabulation, percentage distribution and rank analysis. Further, six research hypotheses have been formulated to analyze the difference in school meal menu preferences among the students and χ2-statistics has been used to test the significance level of these hypotheses.

Findings

Survey results indicate that more than 90 percent students eat MDM in the school as per the weekly menu. Result of χ2-test indicates that choices on school meal menu among the students differ significantly across weekdays. Rice-pulses or rice-sambar served on Tuesday is reported to be the first preferred food of children given first preference by around 30 percent, followed by kadi-rice or kheer which is served on Wednesday. The results of χ2-tests exhibited a significant difference on weekly menu choices by gender, kitchen types, rural and urban locations and geographical regions. About 27 percent of the students reported that they want to have a change in the menu. When further probed about the kind of changes desired in the menu, puri-vegetables was found to be the most preferred choice of the respondents, beside halwa/kheer and rice with pulses/vegetables/kadi being the next preferred choices.

Practical implications

The present study provides managerial implications to the policy makers and scheme/program implementers for better understanding of the students’ preferences on school MDM weekly menu.

Originality/value

There are several evaluation studies undertaken by various agencies to assess the impact of MDM program on school attendance, retention and nutritional status of children. However, there are limited numbers of studies available, which have measured the students’ preferences on school MDM menu.

Abstract

This chapter explores the difference in two orientations – didaktik and curriculum – and examines how these differing stances relate to teachers’ instructional practice, engagement with professional development opportunities, and lesson design. A didaktik orientation influences much of the Nordic and Germanic countries, while a curriculum orientation is widespread in Commonwealth of Nations and the United States. This chapter explores the differences between these two theories of learning and teaching. More than just different theories of teaching and learning, we argue these theories shape how we see the world (i.e., objectified vs. subjectified) and manifest themselves in distinctive understandings of schools’ purpose, the type of learning engaged therein, and how people learn. Consequently, these orientations affect the teacher’s role, the qualifications necessary to teach, as well as other aspects of teacher quality such as instructional methods, and types of professional development.

Abstract

Are education systems converging toward a global model of teacher education or do local models tend to predominate in spite of attempts to reform them? How much do global, national, and local cultures shape and condition future teachers’ opportunities to learn to teach? How do these opportunities influence teachers’ pedagogical content knowledge? In this chapter we use data from the IEA’s first study of the effectiveness of pre-service teacher education in order to investigate teacher education policy, program structure, and outcomes. Using multilevel modeling we found that across countries individual characteristics have a similar and powerful influence on what future teachers come to know at the end of their pre-service programs. The effects of teacher education curriculum on future teachers’ mathematics pedagogical content knowledge reaffirm the prevalence of local cultures on the implementation of an increasingly globalized ideal. We conclude that while the provision of teacher education shares many common features in goals and structure across countries, it is strongly influenced by local conditions and norms, and by cultural notions of the knowledge that is considered essential – framing how quality is to be defined and operationalized – when learning to teach.

Abstract

Purpose

The purpose of this paper is to examine the status of access to school amongst the indigenous children of India. It looks at the enrolment, gender parity and drop‐out at different levels of school education as well as gender‐wise.

Design/methodology/approach

Sociological factors and the economics of education discourses on the significance of education and reasons for impediments to access are reviewed. The paper uses SES data for the year 2006‐2007 published by the Indian Ministry of Human Resource Development in the year 2008.

Findings

The indigenous children still remain the most deprived group in terms of access to school education and drop‐outs. The girls are the most affected stakeholders. The enrolment and gross enrolment have increased in the last three decades, but it is still very low at the higher levels of schooling. Similarly, the gender gap amongst the indigenous children increases at the higher levels of schooling. The high poverty and opportunity cost of attending schools are the major reasons for low participation.

Research limitations/implications

Although the macro‐level strategies of government reflect an overall increase in enrolment and fall in drop‐out, research is needed to study grass root/micro‐level strategies adopted by NGOs for individual indigenous communities at different locations and their effectiveness.

Originality/value

The effective and equal access to and within indigenous children is an important tool for their socio‐economic development. The paper provides both an aggregated and a disaggregated picture by both gender and state.

Abstract

The paper critically examines the program on Education for All (EFA) in India, namely Sarva Shiksha Abhiyan (SSA) in a financing and development framework. In doing so, the paper identifies a number of policy and implementation gaps in the program. A fine-tuning of the existing matching shares by discriminating the matching shares in terms of need for, ability to provide matching shares and to strengthen the absorptive capacity could go a long way in attaining the horizontal equity in terms of every child completing elementary schooling in India. This would also ensure the other desirable principles of intergovernmental transfers such as predictability, transparency, and incentive mechanism besides improving utilization.

Further, it clearly emerges that only after ensuring the basic minimum levels in terms of physical and human infrastructure, and ensuring equal access to all the child population of age group of 6–14, quality is given priority. Thus, the challenge is both improving the qualitative and quantitative targets of UEE with enhanced resource allocation to education. Hence, Center is to ensure release of funding for SSA through special efforts as the program requires enormous funding and serious commitment of both central and state governments.

On the developmental aspects, the scheme not only widens social inequity but also perpetuates the declining quality of public provision by encouraging alternate schools and para teachers, besides the financing norms. These low-cost options will result in serious ramifications on equity, quality, balance, and sustainability of the basic education structure.

Abstract

Purpose

The purpose of this paper is to analyze the differences in pupils’ satisfaction on various aspects of mid-day meal (MDM) program in India across food catered by centralized and decentralized kitchens.

Design/methodology/approach

The study is based on structured questionnaire survey through personal interviews of 1,200 school children of primary and upper primary schools of four districts of the state of Uttar Pradesh, India. Simple statistical tools such as descriptive statistics, factor analysis, t-test and analysis of variance (ANOVA) have been used for meaningful data analysis.

Findings

Pupils’ responses on 17 attributes of their satisfaction on school meal program were reduced to four components − quality of food, social bonding, health and hygiene and availability of support infrastructure, using factor analysis technique. Findings show the perceived differences in satisfaction on various aspects of MDM program. Further, ANOVA indicate that there is significant difference in the satisfaction level on MDM supplied through centralized and decentralized kitchens.

Practical implications

This study provides an understanding of pupils’ perceptions of school meal program in order to enable policy makers, school administration and caterers of MDM to design better food service delivery models.

Social implications

Findings of the study clearly indicate that benefit of social bonding is an added advantage to continue the school meal program irrespective of the fact whether food is served through centralized or decentralized kitchens.

Originality/value

There are several evaluation studies undertaken by various agencies to assess the impact of MDM program in India. However, there are only limited numbers of studies available, which have analyzed the children’s satisfaction on school MDM program across kitchen types.

Abstract

Purpose

The objective of this paper is to evaluate the learning gap between private and public school children in primary school, and ascertain the part of the private–public school learning gap that is due to differences in observables and the part that can be attributed to private school effect.

Design/methodology/approach

The paper utilized a household survey data from Ghana that assessed children on numeracy and literacy in both English and local languages. The primary methodology for this study is non-linear Oaxaca decomposition. The study also utilized Welch's t-statistics to test if there are any differences in the private–public school learning gaps across several sub-groups.

Findings

Findings from this study show a substantial gain for private school attendance on both numeracy and literacy. The results show that a little over 60% of the total learning gap in numeracy and literacy in English is explained by observable characteristics. However, observable characteristics almost explain all the learning gaps in the reading and writing of local languages. Evidence from the study suggests that the private school effect is homogeneous across several sub-groups. The results reveal years of education, expenditure on extra classes, religion and urbanicity as the most important variables explaining the gap that is caused by differences in observables.

Originality/value

Despite the belief that private school children in Ghana have better learning outcomes, there has not been any study to quantify this learning gap in the country and this study fills this gap. While there is literature on the differences in the learning outcomes between public and private schools, those studies have focused on the differences that are attributable to the private school effect. This article does not only present the differences in the learning outcomes but also shows the proportion that is due to observable characteristics and the part that can be attributed to the private school effect.

Abstract

Purpose

In pursuit of achieving Education‐For‐All goals of universal primary education and improving quality of education, the Indian Government has been providing substantial resources to Indian states. The responsibility of providing access and quality remains the states' responsibility. Assessment of educational development will therefore become a focal point of the Center for Education Policy & Guidelines Formulation. While educational development indices help in ranking states, they do not help in capturing best practices and assessing the efficient utilization of resources. Assessment of the Educational Development Efficiency can augment educational development indices in vogue. The purpose of this paper is to develop an Educational Development Efficiency (EDE) model to benchmark the Indian states.

Design/methodology/approach

This paper uses an input‐process‐output conceptual framework to identify the dimensions of educational development. This paper employs Data Envelopment Analysis (DEA) to compare relative efficiency of 28 states and seven Union territories in India and benchmark them. In order to strengthen the discriminatory power of DEA, cross‐efficiency model was used. Factor analysis was performed to determine the inter‐relationships between variables. The efficiency impacting variables were identified using multiple regression analysis.

Findings

This paper benchmarked Indian states on educational development based on their performance. Gross enrolment ratio, students' academic performance and infrastructural investments were identified as the three key variables impacting states' EDE. This paper has shown that the educational administrators can use the EDE model to identify the best practices from efficient states. Insights into utilization of input resources to enhance educational development and consequent improvement of state efficiencies are presented. Four components have been identified to analyze the states' educational development progress – namely, financial adequacy, school resource strength, educational quality and educational access.

Practical implications

Contributions of this paper pertain to evolving a decision support model for national education policy planners, besides providing analytic support to the administrators of the states to benchmark and emulate the efficient educational programs.

Originality/value

This paper is one of the few published studies concerning the evaluation of educational development programs launched in the Indian schools and providing a cross‐comparison of the Indian states for the purposes of performance benchmarking as well as exploring the influencing factors.

The case deals with project management principles that are required for implementing a social project in India.

Study level/applicability

The study has been carried out at primary schools in an underdeveloped state, namely, Odisha, in India.

Case overview

The case illustrates a project management approach for improving primary education in a government set up. The bureaucracy set up in education in a state like Odisha, India, needs to undergo radical changes. To be effective, an education system requires an optimal integration of the three main components, namely, people, infrastructure (this includes technology) and pedagogical processes. Using a public–private partnership model, American India Foundation (AIF) through its Digital Equalizer (DE) Program has been able to make a positive impact in an underdeveloped tribal dominated district like Keonjhar. The case study also illustrates the detailed execution plan predicated on total system planning, required to achieve this amount of success. The case study also explains how to measure success through different metrics where intervention has to be at multiple levels. The learning from the case study can also be adopted for designing an implementation strategy in other states.

Expected learning outcomes

Expected learning outcomes are as follows: how to approach implementation of technology-based intervention with involvement of all stakeholders; learn project management techniques related to digital learning model implementation; understand the DE methodology; and understand the challenges faced while implementing the DE Program.

Abstract

Purpose

The purpose of this paper is to examine resource allocation under the centrally sponsored scheme Sarva Shiksha Abhiyan (SSA) and its impact on development of elementary education in India. First, the author describes the current educational disparity across states in terms of state funding. Second, the author shows that interstate disparities in education resources have more to do with capacity of states to finance elementary education. For this, the author examines funding mechanism under SSA, focusing on principles of adequacy and absorptive rates. Third, the author analyzes the impact of additional funding on the progress of elementary education across states. Fourth, the author demonstrates how funding under SSA reinforces rather than reduces interstate disparity in school funding. Finally, the author concludes with certain policy implications for reforming federal transfers in Right to Education (RTE)-SSA, which can easily be extended to Rashtria Madhya Shiksha Abhiyan (RMSA) to be more responsive to educational inadequacy, effort and capacity across states.

Design/methodology/approach

The author uses box plots for illustrating interstate disparity across various indicators on financing and growth of elementary education. Box plots are good at portraying extreme values and illustrate differences between distributions. Because the thrust of the paper is examining difference in distribution across and within states, box plots appropriately portray the distribution of both. Further, coefficient of variation is estimated in education funding and its impact variables.

Findings

Interstate disparity in additional to the funding of SSA through discretionary transfers is examined by looking at two principles of inter-governmental transfers, viz., adequacy and absorptive rates. In a way, it appears that the educationally backward states getting the highest shares and also as per the requirement of the child population, but not necessarily so in terms of their relative proportions of enrolment, schools and teachers. Yet another revelation is that actual absorptive rates are much less than apparent absorptive rates. Unambiguously, additional resources coming from the Center for Development of Education can have a positive influence only after states have achieved a certain threshold level of absorptive capacities. As evidenced, fiscal disability is not compensated by transfers via SSA, as matching shares are uniform across states.

Research limitations/implications

One significant limitations of the study is its use of administrative data. Often, administrative data from developing countries especially on social sector like education report inflated figures. The study uses primarily such but published secondary data sources.

Practical implications

Finally, the author suggests certain policy implications for reforming federal role in the current RTE-SSA, which can easily be extended to RMSA, a CSS in secondary education, to be more responsive to state effort and capacity.

Social implications

Though SSA attempts to address regional imbalance, the accumulated initial advantage of better-off states with uniform norms under SSA funding widens the interstate disparity rather than reduce it. It is, hence, mandated to look at building capacities and enable states for a level-playing field.

Originality/value

It adds value to existing studies in two ways: rarely studies examine SSA expenditures and its impact on development and financing of elementary education, and examine a question on horizontal equalization mechanism whether additional allocation under SSA induce or reduce interstate disparity.
